OS X 0.3 Expected Behavior?

to SpokenWord.org iTunes-Link Utility
1. I rated programs on my iPhone.
2. I synced to iTunes.
3. I started the SpokenWord.org collector (OS X 0.3).
4. No ratings were sent to the server.
5. I manually rated programs in iTunes.
6. Still nothing was sent to the server.
7. I exited the collector.
8. I exited iTunes.
9. I restarted the collector, but not iTunes.
10. All of my ratings were sent to the server.

It's working for me. Any others experiencing this problem?
Whenever starting the app, it should send a complete report of podcasts. From that point forward, only changes are sent.
