/programs method is now live

In the holiday spirit...the new /programs method is now live.

* The documentation is up-to-date:

* As mentioned in the docs, a few options are not yet implemented.

* Please give it a shot and let me know if it works or what's broken.

* Once everyone is happy with this, I'll add similar methods for
/collections, /feeds and /members. This is the time to critique the
concept and overall design of the method and its parameters.

* This method includes the new Ken Kennedy feature: search by
media-file URL. :-)
