How do I turn off or on the approval comment box that signing officials see when they approve a proposal?

This is driven by the following parameter: ENABLE_PD_WORKFLOW_APPROVAL_COMMENTS

Simple setting it to "false" turns it off ("true" enables it). This setting is system wide and cannot be configured on a per person basis. So if when it's turned off (set to "false"), it will be off for everyone.
