Can SPO staff bypass (skip) an individual in the routing chain?

Yes. SPO staff all have permission to bypass/skip individual authorization in the routing chain (with proper documentation) by navigating to the Super User Actions tab in the proposal. Note that it is CRUCIAL not to click the Approve button (which approves the WHOLE proposal, in other words: bypassing EVERY signer). And, proper documentation for the exception is REQUIRED (e.g.: the "one-up" supervisor has authorized the bypass of a subordinate).

To bypass an individual authorization, click only the tick-box for the individual to be bypassed and the Take Selected Actions button. So in this example, Dr. Irwin is the signer, Hayley is also getting notified (FYI email), and Fran and Kris are Secondary Delegates which means this approval is listed in their Action List inside Kuali but they're not getting email notifications (those lovely Action List Reminder emails).
