Can I recall a proposal that's been signed off by everyone in the route-chain?

This functionality is for SPO/UD super-users only.

NO. Super-users can recall a proposal UP TO the point Kevin signs it (also when SPO/UD accidentally Super User Approved the entire chain). Then the proposal status becomes FINAL and it's locked. 

What to do in this situation:

1. Abandon the proposal WITHOUT submitting it to sponsor (DON'T click the Submit to Sponsor button).
2. Create a new proposal by copying the abandoned one.
