How do I give a person view-access to a proposal (without making them an APPROVER)?

Contact SPO. SPO can give anyone view-access to a proposal this way:
  1. Open the proposal
  2. Navigate to the Access tab
  3. Add the person and select the only access permission available
  4. Click the at the top right corner of the proposal window and copy+paste the URL
  5. Email the individual your message with the URL
