First, understand how the numbers correspond to the fiscal year calendar. Let's use an example: 02/2017. The Fiscal Month portion of this field, represents the month number of the Fiscal Year (e.g 1st month, 2nd month, 3rd month, etc) and then the Year, represents the FY we are in. Since our FY runs from July to June annually:
July = Fiscal Month 01
August = Fiscal Month 02
September = Fiscal Month 03
October = Fiscal Month 04
November = Fiscal Month 05
...and so on.
So, 02/2017 = August 2016 because it's the second month in our FY2017. This is not intuitive but is consistent with other databases such as CFS and CMS-HR/Student.
