Issue running on spinn-20 jupyter

Hello, for some reason the jupyter environment on https://spinn-20.cs.man.ac.uk/ hasn't ever given me a job on spalloc (like EBRAINS Collaboratory does).

Steps taken:
- Login with EBRAINS account credentials
- Open top level directory in JupyterLab ie ~/
- Try to run SynfireExample.ipynb with sPyNNakerGit kernel

run() fails with a message like this:
2025-03-13 17:19:05 INFO: SpallocAllocator exited with KeyError after 0:00:00.042889
~/sPyNNakerGit/lib/python3.8/site-packages/requests/cookies.py in _find_no_duplicates(self, name, domain, path)
... --> 399         raise KeyError('name=%r, domain=%r, path=%r' % (name, domain, path))
KeyError: "name='JSESSIONID', domain=None, path=None"

The same seems to happen for different scripts, .cfg parameters, sPyNNaker vs GraphFrontEnd. The error message used to be "Computer says no" a couple months ago but not anymore.
The notebook's output and ~/.spynnaker.cfg are attached.

Hi,

For the spinn-20 environment, I think the EBRAINS integration isn't quite working in the same way. Although there is a login, the appropriate authentication tokens aren't visible there. For that reason the spynnaker.cfg config should be more as follows:

[Machine]
spalloc_server=10.11.192.11
spalloc_user=Jupyter-<username>

Where <username> is replaced with your EBRAINS username. This will then use a different route to get a job.
