Release 7.4.0. End of support for Python 3.8 3.9 and CSAConnector

We are please to announce the release sPyNNaker version 7.4.0

This release marks the end of our support of Python 3.8 and 3.9.

Several of our key decencies have already ended this support too.

Support for 3.14 is on hold as some of our dependencies (especially PyNN due to its dependency of morphio) are still actively working on 3.14 support.

This is also likely the end of our support of the CSAConnector as the csa dependency does not working with python 3.14 and there is no sign that project is still active.
