Spinnaker releases & old spinnaker versions cleanup

We’ve released a number of fixes but a LARGE release - 2026.2.2.  This release is spring boot 3.5 based with a LARGE number of library updates.  Please update soon!

WITH THIS RELEASE:  We are approaching the end of life of the GAR artifact images.  We’re going to be putting some cleanup rules in place to delete older tagged images - we’ll be retaining the 1.3* and 2025.* images at this time (future removal planned) but images have moved to GitHub Container Registry for all new releases so please pull from there going forward.  Please join slack and let us know of any issues/concerns.
