How to generate HTML without doc directories

I have a directory with few hundred of. py files 
with python 3.6   in windows 10 prof  I ran a command :
C:\MyDev\python3>\Python36\Scripts\sphinx-build -a  -b html   c:\mydev\python3 c:\temp\1\html

I skipped   all  directories 

after I added  sly package   with   docs  directory  it  generated  sly folder  bit index page  does work 


Ho to make all py file documented ?
