Does anyone know of a good outline plugin?

Does anyone here know of a good outlining plugin for Sphinx? I need to do legal-style numbering and variations thereof in sections of my documentation. I know about the sectnum directive but it isn't flexible enough for my needs:
  1. Deals with sections only - you can't apply numbering to leaves (paragraphs). I need to be able to number paragraphs.
  2. Hard-coded legal numbering (1.1, 1.2 etc.). I need to deviate from strict legal numbering, e.g. to use numbering such as A., (b), (iii) etc. at different levels of the outline.
  3. Numbering is restricted to show entire section number hierarchy, and can't be configured to show the number of the current level only. I need that, too.
  4. Formatting appears to be hard-coded, e.g. the section number is the legal format (e.g. 1.2.3.1) followed by three non-breaking spaces. You can't e.g. use CSS to control spacing.
  5. There's seemingly no provision to add additional CSS classes - to control indentation, for example.
Googling hasn't thrown up anything :-(
