Small files cannot generate PDF

When I try to generate a pdf using the latexpdf make target with the
following files, I receive the "! TeX capacity exceeded, sorry [input
stack size=10000]" error. Both files pass rstcheck with no errors.
The singlehtml target works as expected.

At the end of the latex log file, I receive the following:

I would be pleased to receive suggestions on how I might track this
problem down.
