Please find below the mail highlighting the emerging situation in Puducherry post Cyclone Thane and need for immediate intervention in the region. The villages wise joint damage assessment conducted by  Puducherry IAG and Bedroc Nagapattinam has been attached for your reference and response planning.

Dear Colleagues,

Very happy to see all NGOs sharing data and responding so positively. I am just sharing some of my perceptions, which may be wrong and if so, please do correct me.  TN acted fast and moved in a lot of support from neighboring districts to help Cuddalore clear up the debris, supply water/ petrol, repair the essential infrastructure and distribute relief. Even then, relief distribution has not been completed.

However, Puducherry has been valiantly battling on by themselves and have yet a long way to go. Power supply has not been restored as yet, water supply is a premium, kerosene is being sold at Rs. 80-100 per litre, there seems to be an outbreak of Cholera and Gastro-enteritis and more than 8000 factory workers have been locked out till repairs have been completed. Both the rural and the urban have been  affected and the urban slums more so. The factory workers (mostly migrants) stay in these areas and they do not have ration cards- so they cannot access even the relief material that is being given through the PDS.

While a lot of humanitarian support is being channelised to Cuddalore, the support given to Puduchery, even by Humanitarian Agencies, seem comparatively low. We have requested the Pondichery Medical College for the conduct of Medical Camps in a few areas and this was facilitated by Dr. Sunitha Abraham of MSF, Delhi.

The people are requesting for very minimal supplies- rice, cooking oil, kerosene and small lamps (candles are also going at a premium of Rs. 8/ candle). Can some Humanitarian Agencies please also support Pondycherry? The damage assessments have already been completed and will be uploaded shortly. Meanwhile Victor or myself can be contacted for more details. There is an NGO Network operating there and supports can be channelised through this network.
