Greetings!
Please refer to the communications regarding Assam flood assessment and response actions. During the Emergency Coordination and URS meetings for Assam floods 2012, the members at Sphere India and IAG-Assam felt the importance and need of sharing the filled assessment forms and assessment reports done by various agencies in different districts of flood-hit Assam. As many of you have conducted assessments in your respective project areas (or proposed intervention areas), but have not yet shared the filled assessment forms and compiled reports to either IAG-Assam or Sphere India, we request you to send us these documents for collation and analysis to help us generate more comprehensive analysis of sectoral needs and priorities.
We are thankful to the agencies who took proactive lead to collect information on the Sphere common detailed assessment format (list in table below). We request you to please share the filled forms to us for collation and analysis.

Please find enclosed an excel sheet having details of which agencies are taking lead in which areas to fill the Sphere Detailed Assessment Formats. I am coordinating with other agencies to get more information on this and shall circulate the next update by evening.
Other members of IAG are requested to take lead in the remaining districts to facilitate the assessment process. This may be done in the areas where your response interventions are already going on, or any new areas where you are planning to. Collecting the data on the format through your local partner is also ok.
We have copied all IAG members and the people who are collecting information from field in this e-mail for their information and better coordination.
We are also giving here details of recommended hotels for stay of people travelling from outside the state (in order of preference). It is advised that the team stays in one hotel or nearby hotels for better coordination.

Reference to the communications in the e-mail below, this is FYI:
Maps:
We are circulating few maps for information and use of all. These maps are developed based on the available information from IAG-Assam. The scale of the maps is 25 inch X 20 inch.
1. Assam response map as on 16 July: this shows the status of districts where some or other agency has started initial response vis. the districts where no response has happened so far.
2. Assam flood initial assessment map: this gives details of which districts were covered by IAG members in the initial assessment exercise (done in the last week of June, 2012)
This is the initial effort put by the GIS team from Sphere India secretariat. Please suggest for improvements and give your feedbacks. We are also planning for developing block level maps for the worst affected districts. You may share your views on what other types of maps might be useful. Members are also requested to share data, information and any base maps of districts etc. if available with them.
Logistics:
It is advised that the representatives from different agencies travelling from outside the state may make their base in one location in Guwahati. This will facilitate quick and easy communication and coordination among the team. Further the analysis and discussions on next actions would also be easy. Mr. Abdul (IAG-Assam) is getting information about few good, centrally located hotels in Guwahati and we shall share the details tomorrow morning.

Thanks for your valuable suggestions. With reference to the emails from some of the members here, the outcome of the meeting of IAG Assam yesterday (I’ll share the email in some time after consulting with URS and Sphere India office bearers and IAG Assam), we are taking following decisions with respect to the assessment of overall humanitarian situation in Assam and the scope of be more practical and focussed in our approach for this specific assessment mission.
With reference to the IASC operational guidelines shared earlier:
1. Phase 1: Initial assessment for preliminary scenario definition: The different agencies assessment and initial joint assessment of the IAG covers this phase.
2. Phase 2: Multi sector initial rapid assessment: The current mission being planned covers this phase
3. Phase 3: Single cluster/sector coordinated in-depth assessment: This phase may be continuity of the current mission by respective sector lead agencies. ACF has already expressed the need and plans for more in-depth nutritional analysis that may require time and scope beyond this planned mission. Save the children is also planning in-depth assessment of Education and Child Protection issues with their international experts beyond this assessment. Other sectors can follow the same. We will try to put together initial sector groups by today evening and this can expand as more agencies join respective sectors.
4. Phase 4: Addressing recovery needs: We will look into this phase as monsoon season gets over and response phase is getting over.
Some additional points for information of all concerned:
5. Second or third wave of floods: We may have to repeat phase II and phase III in case of second or third wave of floods as anticipated. However, that don’t necessarily mean the field missions again by agencies or jointly. The strategic and state level assessment management group will take appropriate decisions about it as per consensus and requirements.
6. Overall Humanitarian Situation: The strategic advisory group will continue to develop information on overall humanitarian situation. Currrently, there are gaps in information where members of IAG are not working. My colleague narendra will share the map of this analysis in few hours. Sphere India collaberative advocacy and URS group may continue to develop information for these districts through government, field agencies and other secondry sources.
7. Specific focus of the current mission: As suggested by some of the members (Zubin, Rekha, Pretesh) and IAG Assam, the current mission needs to be focussed on few districts. This is also more practical at this stage. The current assessment mission will focus on the districts where IAG members are already responding and with the help of collation of existing assessment and filled formats (one for each district with help from IAG members), we will further focus our field mission based on three criteria: gaps in information, worst affected areas and most vulnerable groups/communities.
8. Assessment format: As suggested we will use common detailed assessment format with improvements suggested in it for different sectors by the sector lead agencies.
9. Preparatory meetings: IAG Assam is again meeting today. We will try to have the meeting of the strategic advisory members (those who are available) today at Sphere India office between 3:00 to 4:30 pm. My colleague, Raman will follow up with more details.
10. Government: Dr. Muzaffer Ahmed, hon’ble member NDMA has appreciated the efforts of IAG Assam and all humanitarian agencies in coordinating these assessments. He has expressed solidarity and support for the success of mission. We need to get SDMA and Department of Disaster Management, Assam on board as well. My colleague Jaya with Abdul will try to coordinate meetings with them if possible. I also request our members who are well connected with SDMA/DoDM to please help in these efforts. We are also trying to have NIDM representative/cooperation for this mission.
11. Media: We have made some initial efforts. Sphere India collaborative advocacy is developing some communication materials that will be mailed and flagged on all relevant sites nationally and internationally. I’ll also request our members to connect their media and communication people with Jaya to enable some collaborative efforts for this. We are trying to have media representative in the team. I’ll request agencies if they can help with this.
12. Logistics: More specific logistics information update will be shared today afternoon by my colleague Raman in consultation with Abdul at IAG Assam.
13. IMPORTANT: Participation in this assessment group is voluntary by agencies and as per the interests expressed by them. Initial communications to form the assessment team have been mailed to all members and also in the open google group (for non members also). The current list of team is also not conclusive and there is scope for all to join as part of the extended sector groups (that hopefully will be introduced by today evening) and/or to lead on the sectors not in the list and/or also to supplement already identified lead agencies in this list. It’s our endeavour to be as inclusive as possible.
I’ll share another update soon after consulting URS, IAG and Sphere India office bearers.

Greetings!
I have been following the string of emails regards the formats to be used and the areas to be covered. I am of the opinion that the formats on Common Detailed assessment format and the IASC Initial rapid assessment format be used in conjunction and aspects from both be adapted, in addition to various other details lacking in the formats (which may be incorporated based on the expertise of the assessment team in the field of expertise... for eg Health, Shelter, WASH issues, etc) and used for final common reporting. Regards the areas to covered, I feel that a random sample of the affected areas can be drawn up y the IAG Assam and these areas visited. Also secondary sources of data can be explored so as to get a clear understanding of the overall picture - for eg the district administration, ASHAs in the villages visited, village leaders, NGOs in the field, etc. We need to clearly see the extent of work done in the affected areas by various agencies till date (which is lacking in the SITREPS) and the problems faced by them. This may be done in conjunction with the various agencies working in different areas and the information collated for the final report. We can also develop some format so as to get information needed as to work done till date and to track the future work undertaken by them and also develop a plan to avoid overlap and duplication of efforts in the affected areas. The agencies may report back to the central assessment group periodically and get inputs on the situation reported.
Hope we can arrive at a common consensus soon and develop our plan of action and what exactly it is that we are going to undertake in the 3 days at Assam.

Thank you for your email. I too agree with Zubin.
The concern is we have to cover the 27 districts. It would be difficult for the agencies to manage the same. The suggestion is each agencies can take up the districts wherein they have provided initial response and the team can conduct the multi sectoral assessment and if agencies have already conducted the assessment the same needs to be looked into. The sectoral assessment experts can give their consent on the formats for assessment and they can also get involved during analysis if they wish.

Thank you for the mail. Wanted to share with you that the templates shared for the assessment are complex and to implement them over a large area over a short period will be a difficult task including cost implication and HR related to that. Some of the humanitarian agencies have already carried out assessments in specific districts especially around the core sectors of emergency livelihood; shelter needs and WASH. would we want to repeat that again? We are keen to support it, but would be great if the process is simplified. Also some information as to which districts would we want to cover.

With reference to my previous email, Please find attached draft terms of reference document for your inputs. We aim to finalise the document by tomorrow evening.
Please also find attached some of the documents I’ve mentioned against para 9 as references for your information. We also need to agree on the format by at the earliest so that sufficient time can be given to field agencies to share filled information for review by field missions.
I’ll request agencies participating in the assessment and other agencies as well to share their agency specific assessments that could be useful for the assessment team.
Please tell me in case you need any other information or clarification.

Please find below the details of the Inter Agency Multi Sectoral Assessment Team, as per the interests submitted by different agencies. As per the discussions with the different agencies, there is nomination of people by agencies who will get involved with to provide the strategic direction and technical inputs to the assessment and same or may be different people will be part of field mission from these agencies. Accordingly, the attached sheet has two sets of nominations. The emails is addressed to all the members of this Inter Agency Assessment Team to initiate the email group.
The members of Sphere India URS and collaborative advocacy subcommittee (who are not part of this team) are also copied for their information. The updated sheet along with the TOR will be shared soon.

Subject: Assam URS meeting minutes and Inter Agency Multi Sectoral Assessment
Dear All,
Please find attached the minutes of the Assam Flood URS meeting at Sphere India Office in Delhi dated 13th July 2012. The key decisions taken in the meeting are:
1. Sphere India to coordinate with members and IAG-Assam for a multi-agency, multi-sectoral needs assessment in the flood affected districts in Assam. A Terms of Reference (TOR) shall be prepared in consultation with the team for this. IAG Assam to have a similar team at state level and continue leading the assessment efforts.
2. Sphere India will mobilize resources to extend support to IAG Assam for coordination (especially to strengthen state and district level coordination mechanisms).
3. Sphere India collaborative advocacy shall plan meetings of Sphere and IAG members at National level and state levels with key government officials, media, donors and corporate.
As a follow up with reference to my conversations with different agencies, the following interests have emerged for leading/providing technical expertise for different sectoral components by different agencies:
1. WASH: Oxfam and PCI
2. Food Security: CRS
3. Livestock: WSPA (including other animals)
4. Food Nutrition: ACF
5. Shelter: SEEDS/CA/DCA
5. Health Services: EHA/PHFI/WHO
6. Education: Plan
7. Logistics/Coordination/Standards: Sphere India
Protection and Inclusion:
8. Tribal/Minorities: CA
9. Children: Save/Plan
10. Aged:
11. Disability:
A representative from NIDM and Media may also be part of the team. At state IAG level, the state chapters of the same organisations and/or their partners shall form a similar team.
May I request these agencies to nominate their representatives for further actions and timeline as discussed below. Other members and non members of Sphere India may also join the efforts as per their respective sectors and be part of the sectoral coordination groups that will be activated at districts and state levels.
The below actions have evolved from discussions with different agencies and the rep of IAG Assam. These are suggestive only, final call and decision will be taken in consultation with the representatives nominated by above agencies.
1. Finalisation of the team: 17th July 12:00 noon.
2. Sharing of the draft TOR (by Sphere India) and Assessment format: 17th July 12:00 noon.
3. Comments on TOR by team and finalisation of TOR: 17th July 17:00
4. Finalisation of the revised assessment format: 18th July 10:00 am.
5. Sharing of the assessment format with IAG Assam and with the field agencies/partners: 18th July, 10:00 am.
6. Reporting of filled formats by field agencies by 20th July, 10:00 am. (Attempt to be made to have atleast one format filled for each affected block)
7. Collation of formats and analysis by Sphere and IAG team: 20th July, 17:00 hrs.
8. Meeting of field mission team at Gauhati with IAG Assam: 21st July, 11:00 hrs. (Decisions on communities to be visited and people to be interviewed etc based on analysis)
9. Field Visits (Community consultations): 21st and 22nd July
10. Interaction with Government people at district/state level: 23rd july.
11. Draft Report: 25th July
12. Final report and debrief: 26th July
