It is very good that Sphere India URS led to reactivation/strengthening/creation of Inter Agency groups in different states. I have associated with Aga Khan Foundation for Post Tsunami Project in Andhra Pradesh. Based on the project experiences, I am giving few suggestions for Inter Agency Groups. They are:
Regular Activities
The IAG may implement the following activities, then all agencies may join in your group
· Identification of Like minded Agencies and their core activities.
· Preparation of NGOs/INGOs mapping in District wise / State wise
· Adoption of Donor promoted NGOs / NGO networks based on NGO assessment framework (commonly agreed)
· Strengthening of State Disaster Management Agency (SDMA) and District Disaster Management Agencies
· Dissemination of DM Act and operational guidelines etc
· Trainings for grassroots level functionaries on Disaster management (CBDM).
· Recognize and Certified professionals / CBOs / Institutions
· Trainings for CBOs , SHGs / SHG federations
· Identification of Proper infrastructure
· Maintenance of Early Warning Systems / Public address systems
· Co-ordination with Resource Agencies (IMD, INCOIS, ISRO, national and international)
· Information in Indian Languages related to Disasters (Websites, Voice Messages)
· Maintenance of Resource Centers at State & district level - any citizen will access all information, training modules, Public private partnership details , Volunteers database, vendors or suppliers list
· Promotion of CBDM
· Identification of Vulnerable groups in Disaster prone areas, prepare their database, track their assets, how much relief they received from agencies during disasters
· Promotion of minimum quality standards related to Food, Things, constructions etc
· Promotion of microinusrence related to livestock, asset , life insurance packages
· Dissemination of Information/ disaster alerts through ICT tools in regional languages
During Disasters
· Dissemination of Disaster alerts
· Rescue operations
· Sharing the latest or updated information to IAG members
· After Disaster
During the disasters, most of the NGOs & INGOs, Donor agencies and government are initiating their own relief and rehabilitation activities.
Due to lack of co-ordination, the poor and vulnerable groups are unable to access relief and rehabilitation resources.
For coordination, the following activities are required
· Send Immediate relief to disaster affected areas
· Preparation of Immediate Situation Report and sharing with IAG members
· Preparation of Comprehensive proposal and share the relief and rehabilitation activities / allot components / allot areas -village wise
· Track all activities - beneficiary wise
Limitations and challenges faced by State level Inter Agency Groups
· The Tsunami Resource Centers and NCRC in Tamilnadu etc are all emerged during one disaster, after that the agencies roles are changed or not continued. Please take these experiences
· Clearly define or design the appropriate roles of each members, working scope, partners project implementation procedures etc
· Also look at Sustainability of IAG, its legal Status,
· All activities should be in democratic way
Suggestions and new innovation ideas for improving the Current URS Processes
· Prepare commonly agreed baseline, questionnaire and Schedules to collect the data in disaster areas
· Based on filed data, the IAG will prepare report and share with Agencies during disasters
· For implementation of activities, there are two type of options are available, first one is implementation of activities commonly and second one is implementation of activities individually without overlapping and duplication
· Then the IAG will request all agencies to express their interest in relief and rehabilitation either common or individual.

Moderators Note: Sphere India, with active support of UNDP, UNICEF and NDMA, has been supporting Inter Agency Humanitarian coordination in some of the states in India. Sphere India has launched an exercise to capture the learning from the working of the interagency platforms that were involved in handling some of the emergencies in the states. The purpose of this exercise is to identify issues that need to be addressed collectively to make such platform robust and efficient. Disaster Management Community (supported by UNDP) and Sphere India Unified Response Strategy google group are jointly facilitating the process of getting inputs from Disaster Management Practitioners in India.

Dear Members,
The analysis and evaluations of the response of some of the recent disasters in India and elsewhere has highlighted the need of improved coordination between different actors. In absence of clear policies, institutional capacities and processes, initiatives like Orissa Disaster Mitigation Mission (for Orissa Super Cyclone), Abhiyaan (for Gujarat Earthquake) and Tamilnadu Tsunami Resource Centre (for Tsunami) emerged during disaster times. These early experiences provided the learning and inspiration for Sphere India Unified Response Strategy (URS) to build capacities on humanitarian coordination in the vulnerable states in India as a pilot and then replicate to other states. The focus of the URS was to develop common understanding for coordination during immediate response.
Sphere India URS led to reactivation/strengthening/creation of Inter Agency groups in different states that started filling in the institutional gaps and brought in the much desired continuity in Humanitarian coordination in India. This has been a mix of success and challenges which led to increased understanding of the URS coordination processes (Common Assessment, Joint/Collaborative Strategies, Common Response Planning and action, Common Monitoring and Evaluation) and IAG institutionalisation in 12 of the most vulnerable states in India. However, a lot is desired to be achieved for Inter Agency Humanitarian Coordination to optimise the quality of our collective response and our collective accountability to the affected community we are committed to serve.
Towards all this we request members of the Disaster Management Community to:
· Suggest main components for an all-encompassing policy framework that can ensure effective functioning of Inter Agency Humanitarian Coordination in India;
· Share limitations and challenges faced by State level Inter Agency Groups or of working with Inter Agency Groups and;
· Provide suggestions and new innovation ideas for improving the Current URS Processes (Common Assessments, Collaborative Strategies, Common Response planning and action, Common Monitoring and Evaluation) and working of State level IAGs.
Your responses will help us devising better coordination processes and thus better emergency management at all levels.

Greetings!!
Congratulation in bringing out SPHERE-URS for a wider space of civil society and humanitarian engagement in responding disasters.
Few thoughts am putting it here for my own understanding,
· Has SPHERE- India come across any case study in carrying out the post disaster operation or development programs of humanitarian organization with any government as part of future preparedness and convergence
· Mapping of various vulnerabilities, mapping of institutions their capabilities, has to be brought as disaster dimensions has changed, and how SPHERE_India will bring these important resources
· Good, SHPERE India is vigil about disaster warning, positioning during disaster and making conglomeration of humanitarian responses and assessing the vulnerability etc, but equally to extend knowledge base with current and emerging vulnerable and threats on DRR-climate resilience
· As it is reported humanitarian aid and responses will be manifold due global climate change, what has SPHERE-India's plan to respond humanitarian work
· SPHERE-URS has an equal stand in India or it has its variation in state wise in inclusion, ,representation, membership in addressing vulnerability, but in Orissa I think it is Unification of International donors , Response is not from wider civil society, Strategy is very much different from other states. I wonder all representatives in national level sitting together , coalition of humanitarian organization is here but when it comes to Orissa it is different, thee has big exclusion.
· Can SPHEE-India bring a disaster audit to make more responsive to preparedness, mitigation and governance and accountability, in quality, quanity and how quick it has responded to minimize loss or protected lives and livelihoods of well being.
