A Situational Assessment on the areas worst affected by floods in Eastern Uttar Pradesh

Background:

 

Eastern Uttar Pradesh is a region prone to annual flooding as it lies within the catchments areas of Ganga, Ghagra, Gandak, Rapti, Rohini as well as numerous other smaller rivers. As the area is very flat wide scale flooding takes place and as such erosion is a major problem as is the undercutting of river banks resulting in river bordering farms ever decreasing in size. The major population being engaged in agricultural activities depends on the land and the monsoon season for their productive season.

 

Maharajganj

 

The District Maharajganj came into existence on 2nd October, 1989. This newly created District is situated at INDO NEPAL Border. Its boundaries touch Nepal Estate in north, Gorakhpur district in south, Padrauna district in east and Siddharth Nagar & Sant Kabir Nagar districts in west. Its shape is about rectangular. Total area of district is 2934.1 sq. Km., out of which 11.59% area is covered by forest.

Major rivers: Rapti, Rohini and Gandak

Gorakhpur

 

The present  district of   Gorakhpur,  265 Kms  east  of capital  Lucknow, on National  Highway -28 lies between Latitude   26° 46´ N and Longitude 83° 22´ E, covers  the  geographical  area of  3483.8  Sq. km.  It is bounded by districts Mahrajganj in the north, Ambedkar Nagar, Azamgarh and Mau in the south, Kushinagar and Deoria in the east and Sant Kabirnagar in the west. Gorakhpur is an important centre of Eastern U.P. It is the headquarters of North-Eastern Railway. Air Force Station and is the main terminus for Kushinagar, Kapilvastu and Nepal.

Siddharth Nagar

Siddharthnagar District is a District of Uttar Pradesh state in northern India. Navgarh is the district headquarters. Siddharth Nagar district is a part of Basti division. The district is home to Kapilavastu, where Gautama Buddha lived until age 29. It is a new district formed in late 1980s from partition of Basti of Uttar Pradesh. It is located on the international border of Nepal and in India it near by Bihar border after Maharajganj district of Uttar Pradesh. The total population (according to 2001 census of India) of the district is 2,038,598 (with Male-1,047,573 and Female-991,025) and the literacy rate is 43.97%. [1] The main tourist place is Kapilavastu, the kingdom of father of Lord Buddha, in his name only the district name has been adopted.

Bahraich

 

Bahraich is a city and a municipal board in Bahraich district in the state of Uttar Pradesh, India. Located on the Saryu River, a tributary of river Ghaghra, Bahraich is 125 km north-east of Lucknow, the state capital. The towns of Barabanki, Gonda, Lakheempur and Sitapur share local boundaries with Bahraich. A factor which makes this town important is the international border shared with the neighboring country, Nepal. As of 2001 India census,GRIndia Bahraich had a population of 168,376. Males constitute 53% of the population and females 47%. Bahraich has an average literacy rate of 59%, lower than the national average of 59.5%; with 57% of the males and 43% of females literate. 15% of the population is under 6 years of age.

Lakhimpur Kheri

 

Lakhimpur Kheri is a district of Uttar Pradesh in the Lucknow division. It is located in India along the border with Nepal. It is known for its sugarcane industry. Some of the biggest sugar mills are in the district. Bajaj Hindustan Limited, Gola Gokaran Nath are some of them. It houses Dudhwa National Park, the only national park in Uttar Pradesh. It is home to a large number of rare and endangered species which includes Tiger, Leopard, Swamp deer, Hispid hare, Bengal Florican, etc. Lakhimpur Kheri district is a part of Lucknow division. It shares its boundaries with Shahjahanpur & Pilibhit districts in the west, Behraich district in the east and Hardoi district in the south. Being a Tarai District it is rich in natural resources with lush green scenery and many rivers.

Main Rivers: Sharda, Ghagra, Koriyala, Ull, Sarayan, Chauka, Gomti, Kathana, Saryu & Mohana.

Shravasti

Shravasti  is a newly created district of Uttar Pradesh (India) carved out from districts of Gonda and Bahraich . Besides these two districts, Shravasti shares its border with district Balrampur. Bhinga, the District Headquarter of Shrawasti, is approximately 150 k.m away from the state capital, Lucknow. The Geographical Area  1126.00 K.m2, with a population of 923380 and literacy rate of 19.27%. This town is closely associated with the life of Lord Buddha.

Manav Seva Sansthan "SEVA" with the help of CBATN members initiated a dialog with District Municipal Commissioners and District level administration regarding the relief services to be provided to the victims of flood. As a result of which the following relief was made available to the victims of flood in the above mentioned districts.

1. Food grains                2. Kerosene Fuel            3. Grams & pulses          4. Candles, matchboxes and plastic sheets

Inter-organizational effort to overcome the disastrous situation

CBOs: Manav Seva Sansthan "SEVA" has organized 127 CBOs in 5 cross border districts (Maharajganj, Siddharth Nagar, Lakhimpur Khiri, Shravasti and Bahraich) of India and Nepal border region. CBO (Community based Organizations) are formed of members comprising of key stakeholders from the community itself. During the floods, CBOs of all the above mentioned districts made efforts to evacuate and assist the people affected by floods.

Cross Border Anti Trafficking Network: Cross Border Anti Trafficking Network (CBATN) is an instrument for coordination to encourage and strengthen cooperation among the countries of South Central Asia. It aims to streamline cross border trafficking in the region and combat it. CBATN has been spreading its wings since its inception to flush out cross border trafficking through 3P model – Prevention, Protection & Prosecution. Currently CBATN covers 3 cross border districts in Uttaranchal, 10 cross border districts in Uttar Pradesh, 10 districts of Bihar, 9 district in West Bengal in India, 26 Districts in Nepal and 3 Divisions of Bangladesh. CBATN members of the flood affected districts have been instrumental in liaison with the Government and District level Administration for ensuring the rescue of flood victims and supply of relief packets.

Need Assessment:

Food Security: The floods have disrupted the living conditions of the people of the areas, as a result of which the degree of scarcity of food, and other daily necessity items has gone beyond measure. Due to water logging, the food grains, which are generally stored in the houses of people, have been badly damaged. Moreover, the river basins, which generally pass through the farms, have also damaged the paddy crops which were due to be harvested in the coming months.

Health & Hygiene: As the water has been logged, and most of the areas in these villages are under water, there would also arise, a highly sensitive spread of water borne diseases such as plague, cholera, and typhoid. When the water levels would reduce, the air will openly circulate the numerous germs resting on the leftovers of the dead cattle, animals, reptiles drowned under water, resulting into communicable diseases.

Strategy to overcome the above said hindrances:

Apart from the efforts taken by the Government, the following items and activities are vital to be carried out to overcome the calamity and the disastrous situation arising after the floods.
