Config File Location on Windows 10?

Hello,

I have just installed Spek and really like it - great tool. 

The manual refers to a config file saved at the path '~/.config/spek/preferences'.  Usually I would take the first part of this string to be the user profile folder or similar, but on my Windows 10 machine I can't find a spek folder in the user profile or anywhere else.

Can anyone suggest where I should look for the config file?  Any help much appreciated.
