Watch observer refactoring

Hi all,


Looking for a way to suppress multiple error popups, I am looking at
the way watch changes are propagated. I think I can improve the status
change execution flow by introducing the observer pattern.

I propose to make Watch an observable and register the notification
window, etc. as observers. Would the core devs be comfortable with a
change this big (assuming code quality, etc.)? I.e. would I be wasting
my time? :-)

+1 if it makes our general system in specto less of a hack, could also be the key behind solving issue #251 (which I don't quite feel is possible with our current "notify whenever we feel like it" mechanism). This could be done as a special branch I presume, but for the 0.4 series (I gotta stop delaying this 0.3 thing now :)
