Eleven states (ME, MA, MI, NH, NJ, NY, PA, RI, VT, WA, and WI) have standards such as Maximum Contaminant Levels (MCLs) for certain PFAS in drinking water. Maine has an interim standard that is in effect and enforceable while they go through rule-making to establish final PFAS MCLs. Delaware and Virginia have also begun the process of establishing standards for certain PFAS. Twelve additional states (AK, CA, CT, CO, HI, IL, MD, MN, NC, NM, OH and OR) have adopted guidance, health advisory, or notification levels for certain PFAS chemicals.

PFAS, or per- and polyfluoroalkyl substances, have become notorious as drinking water contaminants as a result of industrial releases and use of firefighting foam. But chemical companies make and sell PFAS for a range of products, from stain-protection treatments for paper and textiles to non-stick coatings like Teflon, and our exposure comes from multiple sources.

We are exposed to PFAS in food, from indoor air and dust, and in many cases, from drinking water. Food, air, and water have become contaminated globally as a result of manufacturing releases, use of PFAS-containing products and disposal. More.

A growing body of scientific research has found links between PFAS exposure and a wide range of health problems including a weaker immune system, cancer, increased cholesterol levels, pregnancy-induced hypertension, liver damage, reduced fertility, and increased risk of thyroid disease. More.

The U.S. Department of Agriculture, Food and Drug Administration, Centers for Disease Control and Prevention, and State veterinary and public health officials are investigating an illness among dairy cows.

As we learn more about this evolving situation, APHIS will continue to provide confirmatory testing for samples from livestock as well as guidance for producers, veterinarians, and state animal health officials. As the situation changes, we will continue to post updated information at the links below.

This message is to clarify that the Federal Order does not apply to the intrastate movement of a lactating dairy cow to a sale barn. Subsequent interstate movement for a lactating dairy cow from a sale barn directly to a slaughter facility requires only a Certificate of Veterinary Inspection (CVI) stating that the animal is clinically healthy; no testing is necessary.

This clarifies the requirements for states where direct to slaughter movements are limited but cattle movements flow through sale barns and auctions for consolidation and movement as a "lot" to slaughter out of state. We are announcing this clarification over the weekend to ensure small farms have the guidance necessary to continue to move cull cattle and limit animal welfare issues.
