I can get the mouse to work with my phone just fine; attach it through a simple adapter. Clicks register, movement registers - but I have to guess where the click will land, because there's no cursor.
I just wish there was a feature in settings were i could just turn off the mouse curser on android.. cuz what im trying to do is disable the black android mouse curser so i can play android games with a mouse like fps games..

As far as I know mouse-functionality is implemented in standard distributions of Android version 5 and later. Same here, July Patch Android 6, FP2, with some chinaware micro usb hub, otg functionality, attached some wired usb mouse logitech or something, mouse cursor shows up pretty much immediately. Works as intended.

Description of the issue:
On any other browser I can use my S Pen as a mouse and activate drop down menus, start video previews, show tooltips, and carry out other mouseover events by hovering over them with the pointer. On Brave absolutely none of this works.
Expected result:
The mouseover event should be triggered. There is a pointer, effectively a mouse cursor, on the web page acting as a mouse. Every other browser recognizes the S Pen pointer as a mouse.
Brave seems to be attributing mouseover action to physically touching the screen rather than hovering with a stylus like it should. It leaves the last place you touched, including when you scroll the page, as the point to activate mouseover.
So you should have the setting checked in Settings --> Privacy and Security --> Fingerprinting Protection which makes the option becomes available in the Shields panel (at default Standard) and be able to adjust the level on a per-site basis.

As JanithaR mentioned, there's no "default mouse cursor" in Android. Newer versions of the Android operating system support a developer mode that shows touch events with a screen image and various apps exist that create a mouse effect for touch events.
For your own application, if you want to have something like a mouse, you should think of it as a sprite that gets re-positioned based on touch events. You'll have to decide if you want the "pointer" visible on the screen when the screen isn't being touched (i.e., whether to leave it in the last touched location or whether to remove it). You'll also have to decide whether you want multiple pointers appearing for multitouch.
As you noted in the comments, the above sample code was for GLES2. I think you'll find yourself in increasingly a land of no support if you're determined to use the older version GLES1, so the real advice I'd give is to upgrade to GLES2. (It's free, after all.)
I know your question isn't directly getting at this, but I suspect the User Experience community would have aneurysms at the idea of implementing a mouse in this manner in Android. From a usability standpoint, it really is contrary to the "touch" experience people expect with Android and iOS. (Reminds me a bit of some early console ports of PC games.) That doesn't mean there isn't an appropriate time and place to do it, but I think it's worth giving thought to whether you really want to fake a "mouse" or if there might be an alternative, more android-friendly, approach to your problem.

Currently, the pre-installed Netflix app is a patched version of the mobile version of the app. Navigation is done mostly by simulating touches via the mouse cursor. This is not ideal in a lean back setup. The most problematic I think is that playing and pausing cannot be done using the OK button and the Philips remote does not include media buttons so doing these functions will require you to use the mouse cursor which is cumbersome.
Very interesting, is the TV version you have more recent than the current Philips version? Also what app are you using to download stuff directly onto the PPM. The built in Firefox is no good for this so I just got Opera but am yet to try it out.
