I just upgraded my laptop to Linux Mint 21, which is based on Ubuntu Jammy. I got an error when installing SparkSDR because libssl1.1 is no longer supported in the repositories (libssl3 is apparently the supported version):
$ sudo dpkg -i ~/Downloads/SparkSDR.2.0.18.linux-x64.deb

I was able to resolve the errors by adding a PPA to get the old version from here:
https://launchpad.net/~nrbrtx/+archive/ubuntu/libssl1
But then I removed libssl1.1 and SparkSDR runs fine with the system installed libssl version (3.0.2). So perhaps you can change the dependencies to eliminate the install error.
