Thanks to everyone on getting the software installed.  My next question is how you connect the radio to the pie. Can you use a serial to USB cable or can you just or use the CAT network connection between the two devices?  The literature is not very clear.  
I hope to make a nice small qrp rig.

You will find deb packages for the 32 bit and 64 bit PI at https://www.sparksdr.com/downloads
 
Open a command shell at the PI and install with,  sudo dpkg -i package_ name
 
Example: sudo dpkg -i SparkSDR.2.0.992.linux-arm64.deb  for the 64 bit version of version 2.0.992.

You can go to the spark sdr website on the raspberry pi. When you download
the file that Bob mentions above, it will end up in the
/home/<user>/Downloads directory. When you open a terminal on the pi
desktop, it will automatically be in your home dir. So, you just probably
need to run:
 
sudo dpkg -i Downloads/SparkSDR.2.0.992.linux-arm64.deb
 
If it asks for a password, its the same as your regular user login.
 
Once that is done, you should see SparkSDR somewhere in the menus. I don't
have my Pi handy at the moment, so I don't remember exactly where it gets
put. Have a look around.

With the HL-2 you connect an Ethernet cable between the HL2 and and the Ethernet port of your router.  If you want to connect the HL2 directly to the Ethernet port of your computer like a laptop, without the involvement of a router you need to use an Ethernet  patch cable (this cable cross-connects)
