I want it to only sync one way (iCal to Google Calendar)

We are using iCal to schedule our employees. We don't want our
employees to edit their schedules. To do this, we first sync iCal
with one Google Calendar (We call this the "central Google
Calendar"). We then share that Google Calendar with the employees'
individual Google Calendar.

The problem is; When we make changes to iCal (change an event to
another calendar name for example), instead of iCal syncing with the
"central Google Calendar", the "central Google Calendar" also syncs
back to iCal and reverts the changes just made on iCal.

Is there a way to just sync one way? ie) From iCal to Google Calendar
only?

Sure. Don't use Spanning Sync :)
Publish your iCal calendar to a DAV server, tell GCal to fetch it from
there.

>From the drop-down menu for "Central Google Calendar" choose "Share
this calendar." A new page will display. Set "Share with everyone" to
"Share all information on this calendar with everyone." Then click on
the "Calendar Details" link. Find the "Calendar Address" section on
the new page. In this section click on the ICAL icon. A dialog box
will display an address, which you can copy to paste in iCal and/or
share with the employees. Be careful to choose the ICAL icon in the
"Calendar Address" section not the "Private Address" section.

In iCal there is an option in the "Calendar" menu to "Subscribe..."
Choose this option and paste the address above into the dialog box
that appears. Now iCal will display the "Central Google Calendar,"
but users cannot modify the information on the Google Calendar page.
