Installation behind firewall

Hello,

I need to install software, with many dependencies behind a firewall without block access to the external world.  

It is possible to with spack to pre-download all needed packages to slack folder, compress it and move behind the firewall to build all and install?

If this possible, how is the best way to do it?

Also, if you are behind a firewall that uses a web proxy, you can adjust environment variables to tell curl how to get through the proxy.
