Changes to concretizer bootstrapping in 0.17

As we near the Spack v0.17 release, we’re going to be making some blog posts and announcements detailing the major changes. The first one is here:

Summary: Starting with Spack v0.17, the new concretizer will be the default, and Spack will automatically install a new dependency (Clingo) from binaries. You can optionally disable this bootstrapping.

We’re very excited about this release as it will (finally) move us to the new concretizer as the default.
