Dev build of dependent package

I did some searching but could not find the answer I wanted. I have two development packages that I am working on Foo and Bar. Foo depends on Bar.

If I do spack dev-build Foo everything builds as expected from my local source. I can make changes to Foo, recompile and install. However, I also need to make changes to Bar.

If I do spack dev-build Bar everything builds as expected from my local source. But the spec used to build Bar is different than the spec used to build Bar when Foo builds Bar. As such, I have two versions of Bar (and other dependent packages). That is not desirable.

In the past I could use spack setup. But that option is no longer possible. As such, I am wondering about having two development builds and using the spec from an already built package.
