Upcoming high-impact changes to Spack develop

Hi all,

Per user requests, we’ve created an issue here: https://github.com/spack/spack/issues/24223 for upcoming high-impact changes in develop.  The idea is to track changes that are likely to impact users who pull directly from develop — e.g., there is an upcoming PR that will change the core hashing algorithm in Spack (but improve performance a lot). Note that if you’re doing a production installation we still recommend that you use a release or fixed commit of your choosing, branched from develop (see the issue for links on this).

Users have asked us to notify them of changes like this in the past — hopefully this is sufficiently visible.  The issue will remain pinned at the top of the issues page here: https://github.com/spack/spack/issues.  We’ll keep it updated as new changes show up on the horizon.
