Yes. PMTUD uses periodic probes (like each 10 mins) to determine whether
MTU have changed.
There's actually quite a lot of IETF stuff that can be reused for UDP
work. What about say DCCP?
The problem statement can be found in RFC 4336, the protocol itself in
RFC 4340. Note that aside of congestion control it provides classic path
MTU discovery (RFC 1191-style).
