Dear Students,

I sincerely apologize for the intrusion on your winter break but wanted to be in touch regarding some concerning emails currently being sent by “Napier S. Fuller, Esq” regarding HB2, transgender mental health and similar topics. This individual has targeted some SSW Faculty and we’re in the process of working with University Counsel to determine the best course of action. While disturbing and insulting, I encourage you to please not respond and instead, send anything you receive directly to me so that we can keep record of his communication.

Academics doing Crime will soon face time! 

UNC Social Work Faculty and Staff face 120 days in jail for illegal lobbying related to a letter they sent to members of the NCGA earlier this year demanding the Repeal of HB2 -- AntiTranny activist Napier Fuller is preparing a formal complaint to the District Attorney. 

§ 120C-502. Government liaison equivalents. (a) An individual who is an employee of a governmental unit whose principal duties, in practice or as set forth in that individual's job description, include lobbying for legislative action shall register under G.S. 120C-200. (b) G.S. 120C-501 shall apply to an individual required to register under subsection (a) of this section. (c) For purposes of publication of the registry under G.S. 120C-220, the Secretary of State shall treat individuals registered under this section as liaison personnel. (2010-169, s. 5(a).)

§ 120C-602. Punishment for violation. (a) Whoever willfully violates any provision of Article 2 or Article 3 of this Chapter shall be guilty of a Class 1 misdemeanor, except as provided in those Articles. In addition, no lobbyist who is convicted of a violation of the provisions of this Chapter shall in any way act as a lobbyist for a period of two years from the date of conviction. (b) In addition to the criminal penalties set forth in this section, the Secretary of State may levy civil fines for a violation of any provision of Articles 2, 4, or 8 of this Chapter up to five thousand dollars ($5,000) per violation. A Class 1 misdemeanor carries a maximum penalty of 120 days in jail.  In addition to the criminal penalties set forth in this section, the Commission may levy civil fines for a violation of any provision of this Chapter except Article 2, 4, or 8 of this Chapter up to five thousand dollars ($5,000) per violation. § 120C-603. Enforcement by district attorney and Attorney General. (a) The Commission or the Secretary of State, as appropriate, may investigate complaints of violations of this Chapter and shall report apparent violations of this Chapter to the district attorney of the prosecutorial district as defined in G.S. 7A-60 of which Wake County is a part, who shall prosecute any person or governmental unit who violates any provisions of this Chapter. (b) Complaints of violations of this Chapter involving the Commission or any member employee of the Commission shall be referred to the Attorney General for investigation. The Attorney General shall, upon receipt of a complaint, make an appropriate investigation thereof, and the Attorney General shall forward a copy of the investigation to the district attorney of the prosecutorial district as defined in G.S. 7A-60 of which Wake County is a part, who shall prosecute any person or governmental unit who violates any provisions of this Chapter. Napier Fuller, is a concerned citizen that specializes in debunking the fraud of "transgenderism" for elected officials (e.g., HB2 debate) and exposing the criminal activity of UNC faculty. Fuller once studied Human Sexuality at Washington University in St. Louis with Prof. George Johnson (home of Masters and Johnson Institute); Fuller holds a Master of Science from the Massachusetts Institute of Technology and was a Fellow at Dartmouth College's Tuck School of Business. He is a NC native and lives in Wilmington with his wife and four young children.
