All requests to Amazon now throttled

When I go into AWS Query Signer and Register keys and click test I receive the following message:

Does this mean that the AWSQS no longer works as a method of accessing Amazon api?

No, the signing service is working. The message that you received is specific to the AWS access key ID that you used.  The maximum request rate was one per second last I checked.  The latest details will be in the documentation at Amazon.
 
The test links are from before the AssociateTag parameter was required, so you will need to add it to the test request before Amazon will accept it.
