Dear Team VCAOA,

The circular you issued today states that if the GST arrears bill is not paid, the AC service may be disconnected. In this context, I would like to draw your attention to the following points:

1.  AC is an essential facility, and shutting it down to create pressure in this manner is neither appropriate nor in accordance with the rules.

2.  All bills issued by you from March 2025 to November 2025 have been paid on time. When you shutdown the AC service in November 2025, you yourself issued a circular clarifying that heating would only be restored in flats where all previous dues were cleared. I pay all my bills on time, but disputed bills will not be paid until a decision is reached.

3. Not issuing the November 2025 bill on time is an administrative error from your side. Pressuring residents to pay promptly for this delay is completely unfair.

4. All bills issued from March 2025 to November 2025 were under "Energy Charges." Now, charging additional amounts as "GST Arrears" on the same bills is against the rules, as GST is generally not applicable on Energy Charges.

Thus, the GST arrears bills issued by you appear to be illegal, and the forced recovery and threat of disconnection of services on this basis is tantamount to mental harassment of residents.

You are therefore requested to please provide clear and written answers on the following points:
1. When the original bills were issued as Energy Charges, on what basis is GST Arrears being charged now?
2. Harassing by repeatedly threatening to disconnect services despite timely payment is a crime; why should a criminal complaint not be filed against you for this?
3. Despite the alleged outstanding amount of over ₹20 lakh in the HVAC account, why has a detailed statement not been shared yet?

If satisfactory answers to the above questions are not provided, I will be forced to file a formal complaint with the GST Department and commissioners of police Gurugram.

Furthermore, if any attempt is made to unreasonably interfere with my or any resident's amenities, a police complaint will also be filed.

Please take this matter seriously and provide clarification immediately.
