Heating and Cooling charges - confusion and am reaching out

Folks,
in copy:  previous RWA president, previous RWA Vice president, current General secretary, and Estate manager so that they too can weigh in as needed to guide the discussion. 

I have been a resident of the sovereign for more than 14 years.  I have a working AC meter.   My flat is currently locked as I am out of town.

Through reaching out to you all, I am trying to find out the fixed amount a flat needs to bear, if at all, when not using either heating or cooling services.  I do understand the amount has to be the same irrespective of heating or cooling as it is the same pipeline that is being used.  

The basis of my request if based on the following two documents that have different numbers as the fixed amount.  

a) an amount of Rs. 1500 per month stated in one memo (dated Dec 15, 2022) (obtained from the Sovereign WhatsApp group and attached to this email) 
b) Rs. 1 per sq ft  from an open house with Sovereign residents dated April 2, 2023 (obtained from the Estate Manager and attached to this email) 

Question -  Why is the number different?   I have since discussed this with the current RWA members and they are looking into it too.  I urge members involved to provide their perspectives. 

I am being asked to pay up as there may be finance charges if not paid before Jan 1, 2025.  I want to be clear about the amount I need to pay as a good Vatika samaritan.  At the same time, I do not want to be the only one making such payments.  Just want it to be fair for all.

Dear Sovereign Resident, 

I have not received any feedback yet, so am sending a gentle reminder. 

What I can understand is the previous RWA was looking at it from a cash flow perspective of trying to pay off what cost is incurred in 8 or 9 months that one uses AC.  It is interesting that the charges were made for AC only - implying one pays even if one opts out of AC, a minimal charge of Rs 1 psqf.  However, when one opts out of heating is exempt from such payment, which I think is discriminatory.   

To be fair and to account for the common assets which are the pipeline, the people cost, and other misc costs - should be borne equally for both heating and cooling.  Also, the amount of Rs. 1 per SQFT is very high. 

I have a double whammy situation - on one hand I am being asked to pay per the averages when I have a working meter.  And then I also have to pay for services (Rs 1 per SQFT when I have opted out of using AC) that I do not use when the folks who opt out of heating are exempt from such payment.  

With that in mind, I would urge the current RWA to rectify the payment system that is fair for all residents.  And one bears the cost of what one consumes.  Always open to other points of view.  

Dear Estate Manager/Current RWA - I would urge you to look into this pricing and to make the system fair for both AC and Heating consumers.
