DAILY SECURITY SITREP FOR UN AND IMPLEMENTING PARTNERS # 197
PERIOD COVERING FROM 15 JULY 06 1600 HRS TO 16 JULY 06 1600 HRS
1. URGENT SECURITY ADVISORY:
a. Speed Limits for UN / NGO Vehicles. Due to
growing number of traffic accidents and high increase in the
volume of traffic including UN and NGO vehicles in the towns of
South Sudan (especially Juba), all UN Agencies and NGOs are
reminded of the following speed limits for all humanitarian
vehicles:
40 km/h MAXIMUM speed in
urban areas (including all settlements and people)
60 km/h MAXIMUM speed in
uninhabited areas on open roads
Despite repeated advice on the speed limits, there is a
serious concern on over-speeding and careless driving by
agency drivers in South Sudan, mainly in the urban areas.
All agencies are advised to ensure that the drivers
strictly follow the speed limits and safe driving rules,
failing which will prompt remedial security action.
b. Due to rainy season extra precaution
should be exercised over the coming months. Rainfall softens
the road surfaces, sweeps off soil from the roads and deepens
the vehicle tracks. Mines / UXOs that have been buried deep may
surface on road sections that have been frequently used and
considered ‘safe’. Therefore, travel on ‘Grey Routes’ should be
avoided and used only if absolutely necessary and in case no
other means of transport are available.
c. Updated route information for road travel
during rain season will be made available by UNMAS within
coming days.
2. SECURITY PHASES:
a. PHASE IV (reviewed 18 April 06): A line Ugandan
Border exclusive of Tsertanya – Imatong Road – Torit – Lokliri –
Keyala – and inclusive of a line Tore Wandi – Bahr Olo – Napusi –
Ringasa – Durama – CAR Border – DRC Border – Ugandan Border.
b. Security Level 3 Road Restrictions (armed escorts
being mandatory between all major locations): Apply in the above
Phase IV area and in two areas: A line Ugandan Border exclusive of
Lotukei – Chukudum – Kimatong and inclusive of a line Lafon –
Gondokoro – Rejaf – Tore Wandi. A line Ringasi inclusive of Bagidi
– Bandoguyo – CAR Border – DRC Border – Durama – Ringasi.

4. ADVISORIES:
Due to recent ambushes on Juba – Mongala and Juba – Torit roads, all
UN agencies and implementing partners are advised to ensure that any
move along these roads are undertaken only with strong armed escort
and all movements be prior cleared by the DDO through UNDSS, South
Sudan.
Off Limit Venues. As per the recent code of conduct audit conducted
in Juba, following locations in Juba town have been declared off
limits for all UN staff (Mission, Agency, Programs and Funds) and the
implementing partners:
(1) “KOLOLO Bar” – all time until
further notice.
(2) Konyo Konyo Market – Between 2000
hrs and 0700 hrs daily.
Any staff member found at these locations will be liable to
be charged with misconduct.
Mine and UXO Route Information. The following notes for application of
security clearance for travel on 'Amber' and Grey' routes should be
distributed as widely as possible to insure staff members understand them
fully.
1. Route Classification and Security Clearance. The UNMAS mine map for
South Sudan uses the following colour key for route classifications and
security clearances notes are provided for your information. Given a
permissive security environment clearance will be approved/disapproved
without forwarding for UNMAS comment/decision, which was formerly the case:
a. RED: Mined Route (travel clearance will not be granted for these
routes).
b. GREEN: Cleared Route (travel clearance will be granted for these routes,
CSMOSS applies).
c. AMBER: Assessed/surveyed and no evidence of Mines or UXO found. Travel
clearance will be granted for these routes but is subject to CSMOSS,
mine/UXO awareness procedures.
d. GREY: Not assessed/surveyed. ‘Grey’ routes should be used only if
absolutely necessary in case no alternative mode of transport is available.
Travel clearance for these routes will be granted but subject to CSMOSS,
mine/UXO awareness procedures and staff discretion based on the conduct of
a local assessment (there is a requirement for the traveler to be informed
and to decide to travel or not).
2. Mine and UXO Awareness Procedures for Amber Routes.
a. CSMOSS Compliance (in particular): Travel must be cleared by DDO, in a
Field Mission vehicle (with HF and Sat communications, mine blanket and
tracked by a UN radio Room) and with a minimum of two vehicles.
b. Safe Route: Stay on the travelled route (remain on the carriage way, do
not drive on the verges, do not walk of the road).
c. Vehicle Meetings: If you meet another vehicle on a narrow road, one must
back up, NOT pull off the track.
Use passengers in the back seat to assist in reversing by kneeling
backwards, looking out back window and providing additional direction. DO
NOT move off the carriage way onto the verge to allow another vehicle to
pass.
d. Navigation. Ensure you are on the correct route, do not deviate and
retrace if in any doubt.
3. Mine and UXO Awareness/Precautions Procedures for Grey Routes.

c. Be Informed: Ensure that the route is well travelled (don't even
consider travelling on overgrown tracks) and that you take advice from the
Local Authorities prior to travel, or that you contact UNMAS directly for
advice. Be familiar with signs that may indicate the presence of mines or
UXO's (dead animals, small round but regularly spaced potholes - mine
detonation points, uncultivated ground in otherwise cultivated areas,
ammunition cases or containers, tin cans, deserted buildings in a populated
area, pieces of wire and small wooden stakes, small piles of rocks, crossed
sticks, or rocks across a track or any other local sign that may be used to
indicate a mine or UXO is nearby). If in any doubt, do not continue.
d. Spacing: Maintain convoy distance "just in sight" (approx 100m).
e. Safe Route: Stay on the travelled route (remain on the carriage way, do
not drive on the verges, do not walk of the road).
f. Vehicle Meetings: If you meet another vehicle on a narrow road, one must
back up, NOT pull off the track. Use passengers in the back seat to assist
in reversing by kneeling backwards, looking out back window and providing
additional direction. DO NOT move off the carriage way onto the verge to
allow another vehicle to pass.
g. Navigation. Ensure you are on the correct/travelled route (if you find
yourself on a seldom used track, immediately retrace your tracks and do not
deviate from these.
h. Staff Discretion: It is the travellers responsibility to ensure that
the above measures are understood and adhered to (in particular, prior to
travel, information must be sought and an on ground assessment made). The
route has not been surveyed by UNMAS and in order to prevent closing down
half of South Sudan (in particular routes that are already frequently
traveled) the DDO in consultation with UNMAS and UNDSS is entirely reliant
on the discretion of staff to safely enable the conduct of programs. If in
any doubt in regards to a 'Grey Route' - do not travel on it - inclusive if
a security clearance has been issued to do so.
i. Updated Information: Updated route information for road travel during
rain season will be made available by UNMAS within coming days.
REMINDER TO ALL!
a. With effect 2359 hour on 15 may 2006,
the UN Common Radio in Juba has assumed responsibility as the
primary net control station for all levels, tracking and other HF
based security reporting from the UN and OLS State and Field based
locations in South Sudan. Previously, ex-SPLA locations reported
into Lokichoggio and ex-GOS locations reported into Khartoum and or
Juba. This has ceased, with Khartoum and Lokichoggio switching to
monitoring and back-up to Juba as the primary radio room for South
Sudan. It is accepted that during the initial transition period that
there will be some issues however we would ask for everyone’s
cooperation in successfully completing this transition.
Juba Radio Room:
Will be using Ch. 22 - Frequency: 7948.5
One radio is dedicated to Security Level Reporting ONLY and is
standby on Ch. 22
One Radio Operator is dedicated to only do the Security Level

b. In view of continuous reports received
over movement of LRA small groups around Yei, Tore, Lako (Bahr El
Jebal) and other surrounding neighborhood of Yei, all agencies are
strongly advised to observe alert and vigilance against possible LRA
actions. All concerned must observe the restrictions / procedures
relevant to UN Security Phase 4 areas. Your attention is drawn to the
attachments.
c. It has been observed with great
concern that the UNOLS staffs do not maintain contact and information
passage with the local Area Security Coordinators (ASC) / Security
Focal Points (SFP) / Team Leaders(TL) on arrival to field locations
which remarkably increases security risk during emergencies. All
agencies are hereby advised to instruct their staff moving into the
field locations to report their presence to the local ASC / SFP / TL
within 24 hours upon arrival for the purpose of local security update
and accountability.
d. From United Nations Mine Action
Office:
Due to the discovery of a further mine found on the Juba – Yei road,
on 14th January, UNMAO advised that the Yei -Juba road should not be
used and withdrew the previous travel advisory. We are withdrawing
our advice from “the road should not be used”, to, “convoys may use
the road”. It must be understood that this is not a 100% guarantee of
safety (as with all roads in Sudan). There should be a clear
understanding that the area immediately off the road between bridge 1
and bridge 3 at Mile 40 is very heavily mined. After consultation
with NPA who are now on the task at Mile 40, it is felt that with
proper convoy discipline and as long as vehicles stay in the heavily
used center of the road the threat posed is no greater than on any of
the other roads in Southern Sudan that are regularly used by the UN,
but have not been cleared. i.e. Yei – Maridi - Rumbek, Juba - Torit,
Rumbek to Tonj. NPA have deployed a Minewolf machine to go over the
8m centerline again and then will expand this area to 25 meters. They
will also clear up any mine rows that are identified during this
process. We hope to have finished the road component of this task by
the end of February.
UNMAO advice on the use of Yei Juba Route prior to Clearance
Completion documentation:
It is recognized that the Juba – Yei road is mission critical. Under
normal circumstances UNMAO (South) would not recommend it is used
until clearance is completed and full documentation certified. In
this instant the final confirmation and certification is out
standing. Given the importance of the road to the mission in
fulfilling mission critical obligations the following recommendations
are made:
Providing the following rigorous risk mitigation measures are employed:
· Don’t be the first vehicles up the route that
day (not before 9am or 25 vehicles have gone up the
route)
· If the route is not trafficked as above, a MPV
(Mine protected vehicle) should lead the convoy.
· Strict Traffic Control/Convoy Discipline at all
time
· Drivers must be briefed to the risks of mines
and possibility of re-laid mines and should have
completed the necessary mine awareness briefings.
· All members of the convoy briefed on immediate
action drills.
· Casevac cover must be in place and
communications established.
· The vehicles stay in the middle of the track
(within the 8 meters width of the road) for the whole of
the 2.7km between bridges 1 and 3.
· No vehicle overtakes unless directed by the
convoy leader
· Nobody leaves the vehicles between the above
2.7 km.
· All drivers undertake this fully aware of the
threat and have the option of not to drive it.
Our advice not to use the route is in force if the measures
above are not followed. If followed we believe the threat level
on this route is mitigated to acceptable levels.
e. Due to security situation in certain
areas of Eastern Equatoria and Bahr El Jebel and western
Equatoria in Southern Sudan, the designated Official, in
consultation with the Security Management Team has raised the
security phase from Phase III to Phase IV in the LRA affected
areas.
f. Agencies are advised that travel
restrictions are in place throughout the affected areas. Any
planned travel must be cleared through the Deputy Designated
Official.”
g. Please note the difference between
Phase IV and Security Level 4.
h. In the area classified as UN Phase IV,
“Emergency Operations Only” such as emergency relief, shelter,
food, medical, woman/children and protection are to be
conducted.
i. UN Security Levels remain valid in
the Phase IV area and are used to manage the emergency
operations. In accordance with this, all roads (not inclusive of
the Yei-airport road) are at Level 3 –Orange – Transitional.
This means that UNMIS or local ARMED ESCORTS ARE MANDATORY.
j. Non-inclusion of roads and places in
the table below is not a guarantee that those places/roads are
cleared of mines / UXOs. For detailed information on any routes,
please contact UNMAS.
5. OPERATIONAL MATTERS:

c. Security Briefing for New Arrivals. It is
mandatory for all UN staff to attend a One Hour Security
Briefing within one week of their arrival to the Duty
Station. For the UN staff newly arriving at Juba, the One
Hour Security Briefing are scheduled on every Monday,
Wednesday and Friday at 15:00 in the UNDSS Office at Juba
UNDP Compound. All agencies are requested to strictly comply
with the timing to ensure smooth functioning of the security
office. Late attendance is unacceptable. Staff with exigency
of other commitment on the weekly briefing days, should be
rescheduled for the next scheduled day by the agency
concerned.
6. ADMINISTRATIVE MATTERS:
a. Security Clearance Procedures: All UN staff
traveling into or within South Sudan must request Security
Clearance from de Deputy Designated Official (DDO)/Area Security
Coordinator (ASC) on the following emails: undss.southsudan
@
undp.org. In addition, INGO’s/Non UN Agencies holding an MOU
for security coverage are strongly encouraged to submit
clearances as a notification of travel (this can be indicated at
the top of the form and will not be the subject of approval but
used for tracking only).
b. While traveling into and within South
Sudan, all UN staff, besides carrying their UN ID cards, are
strongly advised to be in possession of a valid Sudanese Visa in
order to avoid immigration problems.
