I looked at the house today. I don’t have any more information than you do. As I said to you on the phone, although the house is in “Old Homes,” there is no town by-law that would prevent this work.
The Historical Commission is working to establish one or more historic districts in S. Hadley. If this house was in such an historic district, a by-law might effect such work.
I will forward your email to the other members of the Historical Commission in case they have any information or comments.

Thursday morning at 10 o'clock I drove by 13 Hadley St.. This house is listed in the "Old Homes of South Hadley' as built in 1832. It displays Greek Revival styling with a simple entablature and side lighted entry. Well the entry had been pulled out and was being replaced. I called the building inspector and found they lacked a permit for work. At this time I am not aware of who owes the house but I think it may have been bought by the B and B next door.
