Captain’s Comments

 

I wish everyone could spend a day in a police officer’s uniform and find out what it is like.  Those people who constantly berate the police would have a wakeup call when they see all the good work done by the individuals in blue.  My first experience came during a ride along when I was a senior in high school.  I saw a world that until that time I didn’t know existed.  Officers, on a daily basis, enter into a world of the unexpected.  It could be a good day or their very last.  Decisions are made in a split second, and are then reviewed for years.  There is the expectation that the police officer will solve every problem encountered, but that is not always the case, causing frustration for everyone.  The police officer must remain calm in every situation, so much so that they often bury their feelings causing them to internalize their pain which will eventually come out somewhere. It is a hard job, it’s a fun job, it’s a scary job, and it’s an exhilarating job. It is a job in which you will experience many emotions over your career, none of which are boredom.  Just remember when you see the black and white racing down the street with its’ lights and siren going that there is someone in that car who is experiencing a multitude of emotions in that very instant.  That officer maybe excited as he drives his car, the officer can be apprehensive of what he might be going to encouter, the officer could be sad as he thinks of what just happened on the last call, or worried because it’s another officer who needs assistance and many more feeling can be going through that officers mind.  Howeber when the patrol officer exits that car he/she will look professional and calm and be in control doing their best to carry out that duty they sworn an oath to uphold.

Wednesday 2/24/10 3:10pm Market St, Annie Alley: Officer Dong was on patrol when he observed 4 female juveniles smoking marijuana at this location.  He has received numerous complaints of people using this location to smoke marijuana during the day.   He contacted the juveniles who immediately became very hostile and abusive, telling the Officer that he had not right to stop them.  The Officer asked for ID from the juveniles and one of them began walking away.  Officer Dong told her that she was not free to leave and she swore and him and walked off.  The Officer grabbed her arm and attempted to place her in handcuffs.  The 17 year old girl then kicked the Officer in the groin.  He called for assistance and placed her in handcuffs.  The other 3 girls tried to interfere with the Officer and were temporarily restrained by passing citizens.  After other Officers arrived on the scene all the juveniles were cited for marijuana use and 17 year old was cited and released for assault on a police officer and resisting arrest.

 

Thursday 2/25/10 5:30am 5th and Shipley: Officers Junio and  Huang were dispatched to a call of an arson at this location.  A citizen had called in and given a description of a 47 year old male who had started fires in both a dumpster and a nearby newspaper rack.  On arrival the Officers detained the described suspect.  He denied starting any fires.  Two security guards, from different businesses,  contacted the Officers and said they saw the suspect start the fires.  One of the witnesses said he had CCTV (Closed Circuit TV) video of the actual crime.  The Officers arrested the man who was in possession of a lighter and alcohol based cologne that was possibly used as an accelerant in the arson.  He was booked at County Jail.

 

Thursday 2/25/10 6am  601 Townsend St:  Officers Ramos, Pedroza, and Leung responded to this location on a report of a robbery that just occurred.  Off-Duty SFPD Officer Myrick had called 911 and said he just observed a robbery and he, along with 2 civilian security guards, were detaining the robber.   A 32 year old female had been walking on Townsend when she noticed a man following her.  She said the man suddenly ran up to her and yanked on her large purse she was carrying on her shoulder.  She said, and the witnesses confirmed, that the robber pulled her backward off her feet with her tailbone being the first thing to land on the cement pavement.  The robber then began dragging her backwards on the pavement by her purse trying to take it from her.  When the robber saw the security guards and the off duty officer attempt to intervene he let go of the purse and tried to run off.   Officer Myrick and the security guards detained the 56 year old man until the on-duty Officers arrived.  The suspect was booked for robbery and a $5,000 warrant for his arrest out of SF for vandalism and a $5,000 warrant out of Alameda County for assault.  The victim was transported by SFFD Medics to SF General Hospital for her very painful injury.

 

Thursday 3/4/10 0045 hours 275 10th St: Officers Madrid and Elias along with Sgt Christ developed information that a wanted parolee was staying at this address.   They located the 56 year old man and arrested him for his no bail parolee at large warrant.

 

 Friday 3/5/10 6:20pm 865 Market St:  Officers Yamamoto and Auyoung were dispatched to the San Francisco Shopping Center on a report of a robbery .  Two 14 year old males were walking on the lower level of the Shopping Center near the food court when they were accosted by Four 17 year olds who demanded money.  One of the suspects said he had a weapon.  They suspects fled after taking property from the victims. 

The victims gave excellent descriptions of the suspects and the Officers located one of them inside the mall and arrested him.  On the way out of the mall the Officers located the other three suspects and took them into custody also.  One of them had a replica Sig Sauer pistol in his sock that was actually a bb gun.  The suspects were also in possession of marijuana.  The robbers were booked at Youth Guidance Center and their parents notified. 

 

Friday 3/5/10 3:15pm 75 Dore: Officers Anderson and Cato responded to this address regarding a bike theft.  The victim said he could direct the Officers to the person who had stolen his bike a week earlier.  He said he had reported the theft and provided video of the crime to the police.  The Officers checked his story and found that a warrant had been issued for the person who stole his bike.  The victim directed the Officers to the suspect and they arrested him and booked him at County Jail.

 

Saturday 3/6/10 1:25am 234 1st St:  Officer Landi and  Kugler were conducting Night Club checks in the vicinity of Club Envy on Howard St.  In a parking lot nearby they saw two men loitering next to a car.  The men immediately walked off after seeing the Officers and constantly looked over their shoulders to see if the Officers were following.  The Officers contacted the men and discovered that one was on Parole and had an outstanding warrant for his arrest.  The Officers arrested the man.  They found a  rental car key in his pocket and located the vehicle nearby.  They conducted a parole search of the vehicle and found a Glock 9mm pistol in the console of the car.  The parolee is not allowed to have a firearm as he is a convicted felon.  He also had $2,300 in  $10’s and 20’s  on his person, along with some narcotics.  He was booked at County Jail on numerous felony charges.

 

Sunday 3/7/10 1am 4th and Market St:  Officers Hernandez and Rodarte responded to this area on a report of a robbery.  They located the victim who was a 17 year old female.  She told the Officers she was waiting for a bus after leaving the Metreon Theater and was accosted by 3 men who crowded her into the corner of the bus stop and went through her pockets taking her wallet and ipod.  The Officers had the victim get in the car with them and search the area for the suspects.  They found the suspects walking on 2nd and Mission and along with other Officers detained them.  They observed one of the suspects duck into the doorway and drop something on the ground.  The Officers located the stolen ipod and the victim identified the three suspects.  One was 18 years old and was booked at County Jail for robbery.  The other 2 suspects are 17 years old and were booked  at Youth Guidance Center.

 

Sunday 3/7/10  7:30am   211 O’Farrell St:  Officers Constantine and Payne were on patrol when they observed a 30 year old man panhandling next to an ATM.  It is illegal to panhandle within 20’ of an ATM in San Francisco.  They contacted the man who said he was on probation for assault.  They did a record check on him and found that not only was he on probation for assault there was a $25,000 warrant for his arrest on a separate assault with a deadly weapon.  They booked him at County Jail.

 

Sunday 3/7/10 4pm Falmouth and Shipley Streets: Officer Pedroza was on bicycle patrol in the area when he observed a 47 year old male sitting in the passenger seat of his car and masturbating.  His pants were around his ankles.  He was in plain view of any passerby on the narrow sidewalk.   Officer Pedroza detained him and found that beside the current offense of indecent exposure he also had a no bail warrant out of Sacramento for possession of narcotics.  He was booked at County Jail.

 

Monday 3/8/10 1:45pm  7th and Market Streets:  Officers Smith and Milaker were on patrol in the area when they observed a 26 year old man on the MUNI island.  The man was standing, then kneeling, then waving his hands then sitting down and then getting up and doing it all over again.  Based on the man’s behavior of twitching and tweaking the Officers believed the man might be under the influence of  narcotics.  They contacted him and asked if he was all right.  The man said he was taking methadone but other than that he was fine.  They asked if he had any warrants and he said he “might” have “one warrant” for his arrest.  The Officers did a records check and found he actually had 6 warrants for his arrest including  3 narcotics felony warrants and a warrant for burglary.  He was booked at County Jail.

 

Monday 3/8/10 8pm 1200 Stevenson St:  Southern Station Officers and Inspectors arranged to meet a known robbery suspect who was offering a car for sale.  One Officer met with the suspect who showed him to a stolen vehicle with a “For Sale” sign on it.  The 20 year old man offered to sell the truck to the undercover officer.  The arrest team placed the man in custody.  The man was on parole for shooting a firearm into a habituated dwelling in Solano County.  The Officers conducted a search of the man and discovered 120 rocks of cocaine  and a few hundred dollars in small bills on him.   They booked him at County Jail for possession of Narcotics for sale and violation of his parole.

 

Tuesday 3/9/10 8:30pm Powell St BART Station: Officers Smith and Mlaker 40yr old man on the payphone in the station acting in a bizarre manner.  He appeared to the Officers to be heavily under the influence of methamphetamine.  Know the propensity of  users of  “speed” to carry weapons they contacted the man.  They asked if he was using speed and he said “not for a month” .  Due to his behavior they patted him down for weapons and found an unsheathed dagger in his coat pocket.  They placed him under arrest and continued their search.  They found syringes, a baggie a methamphetamine and a bb gun that looked very much like a real pistol.  His excuse for the bb gun?  He said he took it away from a friend who was going to rob people with it.  He was booked at County Jail no weapons and narcotics charges.

 

Saturday 3/13/10 5:30pm  90 7th St: Officer Canning and a team of Officers and Sgts were working a robbery abatement deatail in the area.  An undercover officer was hanging out in the area when a 53 year old man grabbed his shirt, ripped $35 from his shirt pocket, pushed him backwards and ran off.  The cover team arrested the man and booked him for robbery. 

Saturday 3/13/10 4:45pm  6th and Mission : Officers Stechschulte and Cairel were on patrol in the area when they spotted a wanted stolen vehicle drive by.  They stopped the vehicle and arrested the 39 year old female driver.  She told the Officers that she had paid a man $45 to borrow the car for a while but fell asleep and didn’t get a chance to return it.  The car had actually been stolen from a woman who lives in Solono County.  The driver was booked for car theft and violating her probation on a prior car theft.

 

Sunday 3/14/10 Midnight Rizal Alley: Officers working undercover were conducting surveillance in the area for the suppression of  auto burglaries.  They observerd a 20 year old man looking in car windows in the alley.  The man then broke a  front passenger window on a vehicle, reached inside and stole some items from the vehicle.  The Officers arrestred the man and located the owner of the car at a nearby nightclub.  The suspect was booked at County Jail. 

 

Sunday 3/14/10  2nd and Mission:  Two Starbucks and one Peet’s coffee shop were robbed at gunpoint by the same suspect in quick succession in the early afternoon.  Witnesses provided a description of the vehicle used in the robbery.  A Mission District Officer located the unoccupied vehicle in the vicinity of 16th and  Mission Streets and staked out the truck to see if the robber would return to it.  Several Southern Station Officers began searching the transient hotels in the area looking for the suspect.  They located the suspect at a hotel at 2060 Mission St and made the arrest .  The officers found a plastic garbage bag in the room containing the clothes the suspect had been described as wearing.  They also recovered a significant amount of money from the suspect they suspected was taken in the robberies.  The man was booked at County Jail for 3 counts of armed robbery.  He also was on probation out of Sacramento for possession of narcotics. 

 

Sunday 3/14/10 11pm 6th and Bryant St:  Officers Pedroza and Crosby were on patrol when they observed a stolen care drive by.  They stopped the vehicle and arrested the 22 year old male driver.  Two females were in the car with him, one of them a juvenile.  The driver was booked for vehicle theft and the two females were identified and released.

 

Monday 3/15/10 3am 6th and Stevenson St:  Officers Pedroza and Crosby were on patrol in the area when they saw a vehicle drive by with expired registration.  They made a traffic enforcement stop on the vehicle.  The 29 year old driver’s licence was under 3 separate suspensions from DMV.  They arrested the driver for driving without a license.  They did an inventory search of the car and found over 30 pills in a container in the car.  There were no prescriptions pill bottles in the car or on the driver.  They were able to identify the pills as Percocet and Valium.  They also recovered over $500 in small bills from the driver.  They booked him for possession of narcotics for sales and driving without a license. 

 

Monday 3/15/10 11:45pm 8th and Market Streets:  Officers Hernandez and Rodarte responded to a report of a fight involving 4 women at this location.  On arrival they contacted  a 19 year old robbery victim.  The victim said she was on the bus when 3 women, 22, 23, and 27 years old slapped her purse out of her hand.  She said she bent over the pick up the purse and one of the women kicked her in the face.  She said she fled from the bus with the 3 women following her.  She said they proceeded to punch her and pull her hair while one of them went into her purse and took her iPod and other items.  During the attack one of the women severely bit the victim’s finger.  The 3 suspects fled into the back seat of a yellow cab which was still at the red light at 8th and Market.  A witness to the incident was standing in the street in front of the taxi so it could not leave.   The Officers arrested the 3 women and recovered the iPod from the back seat of the taxi. All three women are currently in County Jail on $75,000 bail and awaiting a preliminary hearing.  One of the women was also booked for her $10,000 warrant for a previous assault and another is currently on felony probation for robbery. 

 

Wednesday 3/17/10 9:45 am  1611 Market St: Officer Constantine was on patrol in the area when he saw a 34 year old man walk by.  He recognized the man as being wanted for committing in an assault a few days previously.  The Officer was carrying a surveillance photo of the man taken at the time of the assault.  He took the man into custody for the previous assault with a deadly weapon.

 

Friday 3/19/10 6th 11:45pm   6th, Minna St: Sgt Bragagnola was on patrol when he observed a man sitting in the passenger seat of  a rental car.  The rental car had been

Join The San Francisco Community Police Academy

  

The Community Police Academy is a 15-week program that meets once a week and is designed to inform and teach interested participants various aspects of municipal policing, including patrol and investigations procedures, vehicle operations, arrest and control techniques, firearm procedures and emergency communications.

The Academy’s goals are to develop community awareness through education and to develop a closer understanding and working relationship between the San Francisco Police Department and its communities. Members of the community are encouraged to join and learn about the San Francisco Police Department. Participants can ask questions and offer comments within each class. The next class is scheduled to start on February 17, 2009. We now also have a Youth Community Police Academy, geared towards high school students and will last 10 weeks, starting on March 24, 2009.

The Community Police Academy participants are selected by the program coordinator after an application process. Enrollment is limited to twenty-five students per class.

311 Customer Service Center:

What is 311? 311 is a toll free, NON-EMERGENCY   phone number that the public can call to access information about government services. A live customer service representative will be available 24 hours a day, seven days a week, and 365 days a year. The service is available to both wired and wireless customers. Wireless customers should call (415) 701-2311. 311 employees will be able to provide translations services in more than 145 languages and dialects and will employ a diverse staff of customer service representatives. Additionally, 311 is set up to accept calls form the hearing impaired by utilizing a TTY System.

 

*311 will also take police reports if you DO NOT have any suspect description and the crime is not in progress.  After meeting these conditions these are the reports 311 will take:  Harassing phone calls, vehicle break in, vehicle tampering, lost property, theft, and vandalism/graffiti reports. 

 

Cell phone 911:

How does 911 work on cell phones in San Francisco?

If you are on surface streets in San Francisco and dial 911, your call will be answered by the San Francisco Department of Emergency Management Services. Once the San Francisco Department of Emergency Management Services determines what emergency services are needed, they will then route your 911 call to the San Francisco Police Department or the San Francisco Fire Department, including ambulance service.

 

If you are on a freeway in San Francisco and dial 911, your call will be answered by either by the San Francisco Department of Emergency Management Services or the California Highway Patrol Dispatch Center. Regardless, your 911 call will be routed to the proper emergency agency, the San Francisco Police Department, the California Highway Patrol, or the San Francisco Fire Department, including ambulance service.
