Captain’s Comments
Friday 3/6/09
As I read of another BART protest taking place in Oakland, I think back
to the one recently held here in San Francisco. That night as the crowd
shouted “F--- the Police” and other disparaging remarks, I could
recognize individuals in the protest who I have met with on several
occasions who demanded various things from the Department and wanted the
SFPD to help them move forward with their programs. Now however, they
were slinging mud at us. Over my career I have seen many instances
where people treat the Police like dirt but when it suites their needs
these individuals know that the Police are the ones to call. Many years
ago on New Years Eve, a vehicle with 3 males and 2 females went around
shooting citizens for no reason. Two people were murdered. We caught
the suspects early in the morning. As I talked with one of the young
women in the group and explained to her how she had been with the
murderers and now was the time to talk with the Police. She had nothing
but contempt for the Police and would not cooperate, shielding the
persons who pulled the trigger. Sometime later after being released
from jail she had a little different attitude about cooperating with
the Police after she had been tossed out a second story window
by her boyfriend, she couldn’t talk fast enough.
In court frequently a Public Defender will defend their client by making
the Police look like the person who has committed the crime rather than
their client. One such Public Defender was openly hostile to the Police
and regularly harassed Officers on the stand.
I was surprised to find out that she wanted the criminal “prosecuted to
the full extent of the law” as I was taking the burglary report for her
home which had been ransacked.
It’s been my experience in the 34 years with the Police Department that
no matter who you are, when we are called, we respond. No matter how
you’ve treated the Police you’re still treated with respect and your
issue handled just like any one else’s unlike those signs you see in
restaurants, we don’t refuse service to anyone.

Tuesday 2/17/09 6:56 AM 564 Market St.: Officer Buckner was dispatched
to a call of transients camped out at the above location. Officer
Buckner made contact with two of the three transients and offered the
services of the homeless outreach team. Although they refused, they
were cooperative and agreed to relocate. The third subject was naked
and suffering from an unknown psychiatric episode. Officer Buckner
contacted the homeless outreach team who stated the subject was a well
known homeless subject who had been suffering from mental and substance
abuse problems for a number of years. Medic 68 transported the subject
to SFGH – PES where she was admitted for a medical and psychiatric
evaluation.
Tuesday 2/17/09 4:20 PM 340 Bryant St.: Officer Anderson and Officer
Cato responded to the area regarding a person who wanted to kill
himself. The Officers arrived on scene and spoke with the subject who
stated he was having a hard time and wanted to die. The Officers
transported the subject to SFGH for a mental health evaluation.
Wednesday 2/18/09 4:55 AM 98 12th St. Officer Palladino and Officer Hoey
were dispatched to a call of a man who wanted to kill himself. Upon
arrival the male told the Officers, “I called and I want to kill
myself.” The Officers transported the subject to SFGH PES for a mental
health evaluation.
Wednesday 2/18/09 2:10 AM 11th St/Mission St. Officer Leung and Officer
Castro were dispatched to a call of a person yelling. When the Officers
arrived they observed the subject standing in the middle of the roadway.
Officer Leung told the subject to move out of the roadway. The subject
addressed Officer Leung as Coach Leung. Officer Leung then recognized
the subject as one of the players he used to coach high school football.
The subject tried to converse with Officer Leung but his speech was
sporadic and Officer Leung was unable to understand him. The Officers
were able to ascertain the subject had been experiencing stress and had
a mental intervention in the past. The subject continued to verbalize
random phrases and random peoples names. There was no alcohol on the
subject’s breath. The Officers transported the subject to Dore Urgent
Care where the staff attempted to calm the subject down to no avail.
The subject refused to take medication, was disruptive and acting
extremely erratic so the Officers transported him to SFGH PES for a
mental health evaluation.
Wednesday 2/18/09 7:27 AM 1000 Harrison St.: Officer Faye and Officer
Johnson were on foot patrol when they spoke to the manager of the
Chevron Gas Station. The manager stated the suspect had been harassing
customers by aggressively panhandling for money. The manager asked the
suspect to leave but he refused. The manager signed a citizen arrest
for the suspect. The Officers detained the suspect. A record’s check
revealed the suspect had a stay away order from……. 1000 Harrison St.
The suspect was booked at County Jail 9.
Wednesday 2/18/09 9:49 AM 998 Market St.: Officer Wilhelm and Officer
Poggio were on foot patrol when they observed a male with an open
container of alcohol. The Officers detained the suspect. A record’s
check revealed the suspect was on felony probation and had a stay away
order from Market and Taylor. The suspect was booked at County Jail 9.
Wednesday 2/18/09 9:10 AM 1018 Mission St.: Officer Alvaro and Officer
Tack were dispatched to a call of two juveniles in the Kean Hotel past
guest visiting hours. When the Officers arrived they spoke to the hotel
clerk who stated one of the juveniles (14) was sitting on the staircase,
the other juvenile (13) was inside one of the apartments. The Officers
met with the first juvenile who confirmed his friend was inside the
apartment. The Officers knocked on the door and identified themselves
as Police Officers. An adult voice told the Officers to wait. Officer
Tack being concerned for the juvenile’s safety ordered the suspect to
open the door. The adult male told the Officers to hold on, he was
naked and had to get dressed. Fearing for the child’s safety, Officer
Tack kicked open the apartment door. As Officer Tack and Officer Alvaro
separated the parties, the juvenile stated, “He just tried to rape me!”
The juvenile told the Officers the male tried to get him to smoke “meth”
and wanted him to orally copulate him. The juvenile refused, so the
suspect grabbed both of his thighs and started to feel him towards his
groin area. The suspect stopped when the police knocked on the door.
The suspect was booked at County Jail 9.
Thursday 2/19/09 10:41AM Powell St, Muni Metro: Officer Faye and
Officer Hogan were on foot patrol when they heard shouting coming from
Starbucks inside the Muni underground station. A Starbucks employee
approached the Officers and asked them to remove the suspect from the
store. A record’s check revealed the suspect had NO BAIL CDC warrant
for his arrest. The suspect was booked at County Jail 9.
Thursday 2/19/09 11:00AM 7th/Market St.: Officer Toomer and Officer
Wong were on foot patrol when they observed three females and two males
loitering in the area. The Officers observed one of the females take
out a cell phone and attempt to sell it to one of the males. Officer
Wong attempted to detain one of the females but she resisted. Officer
Toomer responded to the area and observed Officer Wong detain female 1,
but the other people in the group took off running through UN Plaza.
Officer Toomer detained one of female suspects. One of the suspects
was from Oakland and the other from Berkeley. Both 17 year old girls
attended Berkeley Tech High School. Both girls were transported to
Southern Station for further investigation. At the station, both girls
were issued citations for selling items without a permit and
delaying/obstructing a police officer. When one of the girl’s mothers
came to pick her up, she identified the cell phone as hers and stated it
was taken without her knowledge. Both girls were released from Southern
Station into their guardians care.
Thursday 2/19/09 4:29 Pm 771 Tehama St.: Officer Hom and Officer Sherry
were dispatched to subjects drinking in the area. The Officers made
contact with one of the subjects who stated he was on CDC parole and was
wearing a GPS monitoring device on his ankle. A record’s check revealed
the subject was on active parole and was a sex registrant who was out of
compliance. The Officers made contact with the subject’s parole agent
who told the Officers to put a parole hold on him. The suspect was
booked at County Jail 9.
Friday 2/20/09 3:02 AM 112 7th St.: Officer Reynolds and Officer Frost
were on patrol when they observed a vehicle with no front license plate.
The Officers affected a traffic stop on the vehicle. Officer Bertrand
and Officer Cronin arrived on scene to assist. Officer Frost contacted
the driver and the passenger. A record’s check revealed no information
when the Officers ran the name given by the driver. However a record’s
check did reveal the passenger was on parole out of San Francisco for
narcotics. The Officers searched the vehicle and found cards bearing
another woman’s name. When the Officers ran a records check of that
name…….it revealed a NO BAIL warrant for her arrest and a suspended
driver’s license. The woman was transported to Southern Station where
her identity was confirmed. The Parolee was released from the scene.
The woman was booked at County Jail 9.
Friday 2/20/09 8:10 AM 1st/Mission St.: Officer Frost and Officer
Reynolds were flagged down by a parking control officer who stated he
had just been in a collision with another vehicle that had already left
the scene. The Officers observed the vehicle e/b on Mission St. The
vehicle nearly hit four pedestrians when he failed to yield to them in
the crosswalk. The Officers effected a traffic stop. The driver pulled
the vehicle over onto the sidewalk. The Officers made contact with the
driver who stated his mental/emotional state was not normal because he
was unable to get an adequate amount of sleep. The Officers cited the
driver for reckless driving, his vehicle was towed with a hold for
Traffic and a DMV re-evaluation form was completed.
Friday 2/20/09 7:49 PM 20 12th St.: Officer Cunningham and Officer
Anderson were dispatched to a person attempting to jump from a fourth
floor window. Upon arrival, Officer Cunningham observed the victim
sitting on a small outside ledge of her fifth floor window with her feet
hanging. The victim hands were on the outside of the window frame, like
she was getting ready to push herself off. Officer Oryall and Officer
Yamamoto were standing on the sidewalk attempting to calm her. The
victim yelled at the Officers that she wanted to die and end her life
right now by jumping. Officer Cunningham requested a negotiator and was
advised by dispatch that the SF Fire Department was enroute. Officer
Auyoung, Officer Anderson, and Officer Cunningham ran up five flights of
stairs where they met Officer Leung. Officer Leung was able to identify
the room the victim was in. Officer Oryall told the Officers via the
radio to “Hurry she is slipping.” Officer Cunningham kicked open the
door and the Officers saw the victim rocking back and forth on the
outside ledge of the window. Officer Leung and Officer Cunningham
grabbed the victim’s shoulders and with the assistance of Officers
Auyoung and Officer Anderson they pulled the 224 lb victim back into her
room. The victim stated she had ingested numerous Tylenols and had not
been taking her depression medications. The victim was transported to
SFGH and admitted for mental health evaluation.
Friday 2/20/09 9:13PM 1190 Howard St.: Officer Sherry and Officer Hom
were dispatched to a person trying to commit suicide. When the Officers
arrived on scene they could hear a woman calling for help. The Officers
entered the apartment and observed the victim screaming that her mother
was hurt. (But her mother had no injuries and no complaints of pain.)
The victim then started to become more agitated and delusional. The
victim stated there was a man wandering around her apartment. (There
was no man in her apartment.) The victim told the Officers that she has
not been taking her psych medication and she wanted to hurt her mother.
The Officers transported the victim to SFGH for a mental health
evaluation.
Friday 2/20/09 9:30PM 1018 Mission St.: Officer Alvaro and Officer Tack
were dispatched to a report of a neighbor dispute. When they arrived
they spoke with the victim. The victim stated, “I need help, I am
hearing voices.” The victim kept yelling profanities and speaking to
people who weren’t there. The victim then told the Officers he wanted
to kill himself. The Officers transported the victim to SFGH for a
mental health evaluation.
Saturday 2/21/09 10:57 PM 100 5th St.: Officer Palladino and Officer
Campbell were on patrol when they observed a vehicle double parked. The
Officers made contact with the driver. A record’s check of the driver
revealed he had a suspended driver’s license and six traffic warrants
for his arrest. The driver was booked at County Jail 9.
Saturday 2/21/09 11:44 PM 856 Market St.: Reserve Officer Wynne and
Reserve Officer Tozer were on patrol when they observed a vehicle make
an illegal left hand turn. The Officers effected a traffic stop and
pulled the vehicle over. The Reserve Officers made contact with the
driver. When the driver rolled down his window, the Officers smelled a
very pungent odor of marijuana. The driver stated he did not have a
driver’s license in his possession. The driver eyes were bloodshot, his
eyelids were droopy and his speech was slurred. The driver stated he
had just taken a couple of hits of marijuana and had taken some vicodin
for a root canal he had just had. The driver unsuccessfully performed
the Field Sobriety Tests. The driver was booked at County Jail 9.
Sunday 2/22/09 7:48AM 520 Stevenson St.: Officer Young and Officer Lee
were on foot patrol when they observed a suspect known to them loitering
in the area. The Officers made contact with the suspect. The Officers
asked the suspect if she was clean. The suspect stated, “No, I have a
pipe.” The victim then handed the Officers the “crack pipe.” A
record’s check revealed the suspect had a NO BAIL warrant for her
arrest. The suspect was booked at County Jail 9.
Monday 2/23/09 3:00 PM 4th/Howard St.: Traffic Enforcement Officer
Henderson was in the area when he observed a vehicle with expired
registration. Officer Henderson effected a traffic stop and made
contact with the driver. The driver stated he did not have a driver’s
license or any identification. The passenger of the vehicle handed
Officer Henderson the registration and insurance which was expired as of
2005. When Officer Henderson was walking back to his vehicle, he
observed hand movement between the driver and the passenger. Officer
Henderson walked back to the vehicle and asked the passenger if she any
identification, which she replied “No”. The passenger opened her purse
and while looking in her wallet for identification, Officer Henderson
saw what looked like a weapon. Officer Henderson grabbed the
passenger’s arm and placed her into hand cuffs. The driver yelled out,
“it’s my gun.” Officer Arnswald, Officer Canton, Officer Pena, Officer
Najarro, Officer Cibotti, Officer Simmons, Officer Donga, Officer Cueba,
Sgt. May and Officer Carcelen arrived on scene. Sgt. May cleared the
weapon that had tape on the hand grip, trigger guard, and trigger. (So
no fingerprints could be found.) The gun was cocked with one round in
the chamber and the serial number was filed off. The suspects were
transported to Southern Station. The driver (boyfriend of the
passenger) stated the gun was his and his girlfriend didn’t know about
the gun until he had put it in her purse. (NICE BOYFRIEND!) Both the
driver and passenger were booked at CJ 9.
Monday 2/23/09 5:59 PM 34 6th St.: Officer Snyder and Officer Spears
were on patrol when they were dispatched to a call of a suspect in
violation of an Emergency Protective Order (EPO). When the Officers
arrived they meet the suspect. The suspect stated he was only there to
pick up his belongings. The suspect stated he was aware of the EPO, but
needed to get his stuff. The victim stated the suspect kept banging and
kicking her door. The EPO was confirmed and the suspect was booked at
County Jail 9.
Tuesday 2/24/09 9:48 AM 7th St/Market St.: Officer Pon, Officer Toomer
and Officer Wong were on foot patrol when they observed a narcotics
transaction between two suspects. The Officers detained the two
suspects and recovered 10 methadone pills and 5 methylphenidate pills.
The suspects were booked at County Jail 9.
Tuesday 2/24/09 11:20 PM 101 Mission St.: Officer Rosaia and Officer
Crosby were dispatched to a male attempting to light himself on fire.
When the Officers arrived on scene, they observed a male slumped behind
a corner with a lighter in his hand attempting to light his clothes on
fire. Upon further inspection the Officers noted the male’s groin
region was on fire. (OUCH!) The Officers told the male to stop, drop
and roll but the male was unable to understand the Officers commands.
The Officers were finally able to extinguish the fire by smothering his
groin region with their feet. The paramedics arrived on scene and
rendered aid. The male was unresponsive and incoherent to any
questioning. The paramedics transported the male to St. Francis
Emergency Services for a 72-hour treatment and mental evaluation.
Thursday 2/26/09 12:29 AM 63 6th St.: Officer Castro and Officer Leung
were on patrol when they observed the suspect riding his bicycle on the
sidewalk and the bicycle did not have a head light. The Officers
detained the suspect and conducted a cursory search for weapons. The
Officers recovered a sharp metal object which the Officers recognized to
be a dagger. The suspect was booked at County Jail 9.
Thursday 2/26/09 9:48 AM 5th St/Market St.: Officer Wilhelm was on foot
patrol when he observed the known suspect in the area. Officer Wilhelm
had prior knowledge that the suspect was on probation and had a stay
away order from the area. The suspect was placed under arrest for the
violation. A record’s check confirmed the stay away order and probation
status. The record’s check also revealed the suspect had been arrested
for the same stay away order 19 times since 10/13/07. The suspect was
booked at County Jail 9.
Thursday 2/26/09 10:00 PM Minna St/6th St.: Officer Bernal and Officer
Pedroza were on foot patrol in the area when they observed the suspect
jaywalking. The Officers attempted to detain they suspect who tried to
conceal something in his left hand. After resisting the Officers, the
suspect finally dropped the package of black tar of heroin on the ground
which the Officers seized. During a search incident to arrest, the
Officers recovered a “crack” pipe. A record’s check revealed the
suspect was on CDC Parole. The suspect was booked at County Jail 9.
Friday 2/27/09 12:04 AM Brannan St/3rd St.: Sgt. Espinoza was on patrol
when he observed a vehicle parked in a crosswalk. Sgt. Espinoza made
contact with the driver who stated he ran out of gas. The driver also
told Sgt. Espinoza that he did not have any identification on him or the
rental agreement for the vehicle. Sgt. Espinoza could smell a strong
odor of marijuana coming from the vehicle. The driver stated, “I ain’t
going to lie, I had some in the car earlier.” The driver gave Sgt.
Espinoza his identification verbally and proceeded to his patrol car to
attempt to identify him. While Sgt. Espinoza sat in his patrol vehicle
he observed the driver crawl to the back of the vehicle and place two
dark objects behind the backseat. Sgt. Espinoza called for back up and
CHP Officer Williams and Shiveley arrived on scene. A search of the
vehicle revealed a loaded firearm, handgun magazine, a baton, four MDMA
pills and marijuana. A record’s check of the firearm reveled it was
registered to a person out of Sacramento. Sgt. Espinoza contacted the
person who stated, he bought the firearm 10 years ago and has not used
it for many years but it should still be secured in his bedroom. (IT
WASN’T!) The suspect was booked at County Jail 9.
Friday 2/27/09 10:03 PM 298 Market St.: Officer Castro and Officer
Leung responded to a call of a man threatening to kill him self. When
the Officers arrived on scene they met with the man who stated he
suffered from depression and psychosis. The man also stated he wanted
to kill himself by walking off the Golden Gate Bridge or strangle
himself with a phone cord. The Officers transported the man to SFGH PES
were he was admitted on a mental health evaluation.
Friday 2/28/09 2:15 PM Market/Taylor St.: Officer Buhagiar, Officer
Razzak, and Officer Cole were conducting narcotics surveillance in the
area when Officer Buhagiar observed a female approach a male and engage
in a short conversation. The male showed the female an undetermined
amount of money. The female then spat out a piece of rock cocaine into
the palm of her hand and gave it to the male. The male then handed the
female the money. The Officers detained the male and female. The
Officers recovered one piece of rock cocaine from the male and 6 pieces
of rock cocaine from the female’s mouth. The suspects were transported
to Southern Station for further investigation. The Officers informed
the female suspect that they were going to get a female Officer to
conduct a strip search of her person for further narcotics. The female
stated, “Don’t bother,” as she reached down the front of her pants and
retrieved a plastic sack with numerous pieces of rock cocaine.
(Approximately over 9 grams) The male suspect who was on probation for
narcotics was booked at County Jail 9. The female suspect who was only
17 and resides in Oakland, was booked at YGC.
Friday 2/28/09 11:57 PM 1000 Mission St.: Officer Salazar and Officer
Walker were on patrol when they observed a male operating a motorcycle
with the radio amplified over 50 feet. The Officer effected a traffic
stop and made contact with the driver. The driver was wearing a helmet,
dark sunglasses a mask with a skull print and bulky clothing. The
Officers asked the driver for his driver’s license. The driver
hesitated but finally presented his license. The Officers asked the
driver to take of his skull mask. The driver pulled down his mask to
below his chin but left his sunglasses on. The driver asked Officer
Salazar’s permission to get off his motorcycle. Officer Salazar told
him to stay on the motorcycle. The driver ignored Officer Salazar and
got off the motorcycle. While the driver got off the motorcycle Officer
Salazar observed the driver had a knife in his front waist band.
Officer Salazar told the driver to get back on the motorcycle. The
driver refused and put his hands in his front waist band where the knife
was. Officer Salazar attempted to control the driver’s hands and take
the knife away from him when the driver turned around and struck Officer
Salazar on the left side of his face and jaw. The driver attempted to
knock down Officer Salazar and flee the scene. Officer Salazar held on
to the driver who placed his hands by his waist band again. Officer
Walker grabbed the suspect from behind and tried to dislodge his hands
from his front waistband. The Officers continued to struggle with the
suspect. Officer Salazar radioed for back up. Officer Walker and
Officer Salazar continued to struggle with the combative driver. As
Sgt. Tom, Officer Martinez, Officer Schwab and Officer Lum arrived on
scene, Officer Walker and Officer Salazar were able to handcuff and
control the driver. During a search of the suspect, the Officers
recovered a bag of powder cocaine, the knife, and a LOADED HANDGUN.
The suspect was booked at County Jail 9.
Friday 2/28/09 2:15 AM 420 Berry St.: Officer Bertrand responded to a
call of a report of vandalism. When Officer Bertrand arrived he met
with the Fire Department and one of the tenants (reportee). The
reportee stated the tenant in the apartment above her intentionally
flooded her apartment with water from her sink. The reportee stated that
this is the second time this has happened. The tenant wouldn’t open the
door so the Fire Department could check the leak so the Fire Department
forced entry damaging the door.
The tenant stated she was filling her water bottle when she fell asleep,
leaving the water running. There approximately over $2000.00 worth of
damage. The tenant was booked at CJ9.
Friday 2/28/09 4:05 AM 34 6th St: Officer Alvaro and Officer Cronin
were dispatched to a male blocking a DPT worker in the middle of the
street. When the Officers arrived they observed the male laying in the
middle of the roadway. The male stated that he wanted to jump in front
of passing cars so he could kill himself. The Officers transported to
St. Francis Psychiatric Department so the male could be mentally
evaluated.
Friday 2/28/09 9:00 AM 1236 Market St.: Officer Andaluz and Officer
Dittmer responded to a person threatening to kill himself. Upon arrival
they meet with the male who stated he needed help because he wanted to
kill himself. The Officers transported the male to SFGH PES where he
could be mentally evaluated.
Friday 2/28/09 10:56 AM 333 7th St.: Officer Peltier and Officer Holder
were dispatched to a person threatening to kill himself. When the
Officers arrived on scene they meet the subject who was crying, very
upset, and rambling uncontrollably stating he was psychotic. The
subject stated he was going to hurt somebody and that he was hearing
voices. The Officers transported the subject to SFGH PES so he could be
mentally evaluated.
Monday 3/2/09 4:20 AM 298 9th St.: Officer Cronin and Officer Alvaro
responded to a call of two males fighting. When the Officers arrived on
scene, the parties were already separated. The victim stated that his
boyfriend of two years wanted to have a “three some” with some other
male. All three parties ingested methamphetamines in order to “get in
the mood”. The victim stated that he did not want to get involved in
the “threesome” so he left. The suspect ran after him and pushed him.
The victim pushed the suspect back in self defense. That is when the
suspect punched the victim in the face. The suspect was booked at
County Jail 9.
Monday 3/2/09 10:09 AM 68 6th St.: Officer Young and Officer Lee were
on foot patrol when they observed the suspect loitering in the area.
The Officers made contact with the suspect who was on parole AND
probation. A record’s check revealed the suspect had a stay away order
from the area. A search incident to arrest recovered a “crack pipe.”
The suspect was booked at County Jail 9.
Monday 3/2/09 11:20 AM Market St/7th St.: Officer Dittmer was on patrol
when he was dispatched to a call of a fight. When Office Dittmer
arrived on scene he observed a male bleeding below his left eye and the
left side of his face was swollen. The victim had difficulty talking to
the Officer. A witness stated, “He’s on the other side of the street,
he just hit him with a bat.” Officer Dittmer looked over and observed
the suspect yelling with a baseball bat raised above his head. Officer
Fong arrived on scene and they took the suspect into custody. A witness
told Officer Dittmer that the suspect approached the victim and hit him
across the face with a can of beer. Another man approached the suspect
and tried to intervene to defend the victim. The man finally walked
off, the suspect followed and hit him over the head with the same can of
beer. The suspect then hit the man over the man in the leg with the
baseball bat. Both victims were treated by Medic 78. The suspect was
booked at County jail 9.
Monday 3/2/09 5:56 PM 756 Market St.: Officer Yamamoto and Officer
Auyoung were on patrol when Officer Young radioed that there was an
unidentified male with a gun on Market St. Officer Young broadcasted
the suspect’s description . Officer Young and Patrol Special S. Hart
found the suspect, detained him and recovered a pellet gun. The suspect,
who had no warrants, was cited for the violation and released from the
scene.
Monday 3/2/09 11:48 PM 1170 Market St.: Officer Rosaia and Officer
Crosby were on patrol were they observed a vehicle make an illegal left
hand turn. The vehicle also was driving without any head lights on.
The Officers made contact with the driver and passenger, who was an 89
year old man. The driver stated he did not have his drivers license
with him. A record’s check revealed the driver had never been issued a
driver’s license and he was on active parole. Due to the driver’s
parole status, Officer Crosby conducted a parole search of the vehicle.
Officer Crosby found a knife with a five inch blade in the driver’s side
visor. Officer Cronin and Officer Palladino arrived on scene to assist.
The 89 year old passenger stated, he had been the driver’s chaplain
inside prison and he was his close friend. The passenger stated he had
given the driver approximately $200,000. The passenger stated the
driver was going to pay him back soon because he had inherited land in
New Orleans and was going to sell it.
The Officers contacted the adult residential community where the
passenger lived. The manager of the facility told the Officers that
Adult Protective Services had placed the elderly man there because it
was discovered he was giving money to recently released individuals from
prison. The driver was booked at County Jail 9. The director of the
residential community responded to Southern Station and transported the
elderly man back to the adult residential community.
Tuesday 3/2/09 11:35 AM 6th/Market St.: Officer Altorfer was on foot
patrol when he observed the known suspect in the area. The Officer had
prior knowledge that the suspect had a stay away order form the area.
Officer Altorfer detained the suspect and confirmed the stay away order
through dispatch. During an arrest search, Officer Altorfer located
suspected cocaine powder wrapped inside a $20.00 bill of US Currency.
The suspect was booked at County Jail 9.
Tuesday 3/2/09 6:00 PM United Nations Plaza: Officer Razzak and Officer
Buhagiar were working plain clothes when Officer Razzak observed a
narcotic hand to hand transaction. The Officers placed the buyer and
the seller under arrest and recovered 10 pieces of rock cocaine. The
suspects were booked at County Jail 9.
Wednesday 3/3/09 5:20 AM 200 block of Bryant St.: Officer Rodelas and
Officer Woo along with numerous other units responded to the area on a
call of a suspicious person looking into vehicles with a flashlight.
When the Officers approached the area, Officer Woo noticed a suspect
matching the description given by dispatch. When the suspect saw the
Officers he took off running. Officer Lucas who was also in the area
was able to detain the suspect. Officer Rodelas recovered a “crack”
pipe from the suspect front pants pocket. The suspect stated, “that
ain’t mine.” The suspect then stated, “Officer listen…I didn’t break
the window… it was already broken…I just reached in and took the S#$!.
Officer Lucas found a pioneer car stereo, Officer Rosaia found the
flashlight and utility knife, and Officer Crosby found wrench and dental
knife. The witness positively identified the suspect as the person he
saw inside the vehicle. Officer Rodelas contacted the owner of the
vehicle who positively identified the pioneer care stereo as his. The
suspect was booked at County Jail 9.
Thursday 3/4/09 1:40 PM 6th St/Natoma St. Lt. Flynn, Officers Healy,
Wong, Razzak, Buhagiar, Cueba, Canton, Perez, and Bryant were conducting
a Robbery Abatement Operation in the area. Officer Healy was the decoy
Officer. The suspect approached Officer Healy and asked him for a
cigarette. Officer Healy handed the suspect a cigarette. The suspect
then said, “hey what’s that?” Officer Healy looked at the direction the
suspect was pointing. The suspect then grabbed the Marked City Funds
(US Currency) out of Officer Healy’s shirt pocket. The Officers arrived
on scene and arrested the suspect. The suspect was booked at County
Jail 9.
Thursday 3/4/09 2:10 PM Tehama St./6th St.: Lt. Flynn, Officers Healy,
Wong, Razzak, Buhagiar, Cueba, Canton, Perez, and Bryant were again
conducting a Robbery Abatement Team on 6th St. Officer Healy was the
decoy Officer and all the other above Officers were the arrest team.
Officer Healy was supplied with Marked City Funds (MCF) of US Currency.
Officer Healy was walking n/b on 6th St. when the suspect asked him for
a cigarette. Officer Healy gave the suspect one. The suspect asked
Officer Healy to join him for a can a beer around the corner. Once they
got into the alley Officer Healy pretended he had to urinate behind a
parked car. The suspect then reached over Officer Healy’s left shoulder
and took out the marked city funds which were protruding from his left
breast shirt pocket. Officer Healy asked the suspect for the money back
but the suspect refused. The signal was given and the arrest team took
the suspect into custody and recovered the marked city funds. The
suspect was booked at County Jail 9.
Thursday 3/4/09 2:55 PM 6th St/Mission St: Lt. Flynn, Officers Healy,
Wong, Razzak, Buhagiar, Cueba, Canton, Perez, and Bryant were out on the
street again conducting Robbery Abatement. Officer Healy was standing
on the corner when the suspect approached him and asked him for a
cigarette. When Officer Healy took out his pack of cigarettes, the
suspect pushed him and then pulled his entire body toward him. The
suspect continued to pull Officer Healy toward him until he was able to
take the Marked City Funds out of his pocket. Officer Healy gave the
preplanned arrest signal and the suspect was taken into custody. The
suspect was booked at County Jail 9.
Thursday 3/4/09 3:55 PM 6th St/Mission St: Lt. Flynn, Officers Healy,
Wong, Razzak, Buhagiar, Cueba, Canton, Perez, and Bryant hit the streets
again using Officer Healy as their decoy Officer. Officer Healy was
walking on 6th St. when the first suspect approached Officer Healy tried
to talk to him. The second suspect then quickly approached Officer
Healy and took the marked city funds out of Officer Healy shirt pocket.
The money then fell out of the 2nd suspects hand and the 1st suspect
picked it up. The two suspects then started arguing about whose money
it was as they walked down the block. The Officers arrested the two
suspects. One of the suspects had a NO Bail warrant for his arrest.
Both suspects were booked at County Jail 9.
Thursday 3/4/09 4:20 PM 22 7th St. Lt. Flynn, Officers Healy, Wong,
Razzak, Buhagiar, Cueba, Canton, Perez, and Bryant hit the streets
AGAIN! Officer Healy again was working as the decoy Officer. The
suspect approached Officer Healy and asked him for a cigarette. Officer
Healy gave the suspect a cigarette. The suspect then asked for a
light. Officer Healy reached into his pocket for a lighter. As Officer
Healy did that, the suspect reached into Officer Healy’s shirt pocket
and took the Marked City Funds. The Officer arrested the suspect. The
suspect was booked at County Jail 9.
Thursday 3/4/09 7:15 PM 22 7th St. Several Officers responded to a fight
with weapons. This was on viewed by Paramedic 73. The suspect was
holding a thick chain with a pad lock and was in a heated fight with the
shop owner. Officer Forneris and Officer Rockwell responded to the
scene. When they arrived Officer Muselman and Officer Siragusa had the
suspect detained.
The shop owner stated he has asked the suspect to stop harassing the
customers. The suspect became irate and displayed a chain and lock and
said, “I’m going to kill you.” The suspect then swung the chain at the
store owner. The store owner ducked, missing the chain by inches. The
suspect continued to threatening the store owner saying he was a “Hells
Angel” and told him he would be “got” by his gang. The suspect was
booked at County Jail 9.
Thursday 3/4/09 11:10 PM 871 Turk St.: Officer Elias and Officer Kane
responded to the Central Warrants Bureau to review the newly issued
warrants. The Officers ran a record’s check of the suspect which
revealed the address on Turk St. Officer Elias, Officer Kane and
Officer Yick responded to the address, took the suspect into custody,
and confirmed the NO BAIL warrant for his arrest. The suspect was
booked at County Jail 9.
Case UPDATE
Sunday 10/19/08 4:30 PM 150 9th St.: Officer Street and Officer Gomez
responded to a call of a trespasser. The victim informed the Officers
when he returned to his apartment, he observed the lock looked
different. The victim entered the apartment and observed the suspect
sitting on his armchair. The suspect told the victim, don’t be
frightened I just had to escape from one of your neighbors. Officer
Street and Officer Gomez put out a description of the suspect and
Officer Reynolds and Officer Toomey detained a suspect. The Officers
recovered a watch and a bottle of oil during a search of the suspect.
The victim positively identified the suspect as the man that was in his
apartment. The victim also identified the watch and the bottle of oil
as his property. The suspect was booked at County Jail 9.
Case Update: Suspect is still in custody. Bail set at $165,000. The
suspect has a behavioral court date set for of 3/17/09 to assess his
mental competence.
Wednesday 1/28/09 1:00 PM UN Plaza: Officer Cole, Officer Buhagiar, and
Officer Razzak were working plain clothes when they observed a narcotic
transaction. The Officers detained the suspects and recovered 22 rocks
of crack cocaine. Both suspects were booked at County Jail 9.
Case Update: The first suspect pled guilty to transporting narcotics,
the sales charges were dropped because he pled guilty on the
transporting charge. The suspect is now en route to ICE. The second
suspect was released to CDC. (California Department of Corrections)
Sunday 2/1/09 12:30 AM 40 1st St.: Officer McNamara, Officer Chan,
Officer Spears, and Officer Hodge responded to the area on a well being
check on several children inside a parked car with the driver asleep at
the wheel. When the Officers arrived they observed the suspect asleep
at the wheel, one little girl asleep on the front floor board and two
other little girl’s asleep on the back seat. None of the children (ages
3, 5, and 7) had seatbelts on or were in car seats. A record’s check
revealed the driver/father had a stay away order from his daughters. A
search incident to arrest, recovered two baggies of methamphetamines.
The suspect was booked at County Jail 9. The three little girls were
picked up their aunt.
Case Update: Case dismissed by the DA because of the lack of corpus and
in the interest of justice.

The Police Commission has developed a questionnaire regarding its search
for candidates for the next Chief of Police.
It is available to interested parties (including Dept members) and can

Due to budgetary constraints:
The written tests for Police Officer have been cancelled. We anticipate
that the testing program will resume later in Spring 2009. No dates have
been given at this time.
The SFPD Academy is no longer 31 weeks currently the Academy has been
restructured to a 26 weeks program.

Cell Phone Safety
This lady has changed her habit of how she lists her names on her mobile
phone after her handbag was stolen. Her handbag, which contained her
cell phone, credit card, wallet... Etc...was stolen. 20 minutes later
when she called her hubby, from a pay phone telling him what had
happened, hubby says 'I received your text asking about our Pin number
and I replied a little while ago.’ When they rushed down to the bank,
the bank staff told them all the money was already withdrawn. The
thief had actually used the stolen cell phone to text 'hubby' in the
contact list and got hold of the pin number. Within 20 minutes he had
withdrawn all the money from their bank account.
Moral of the lesson: Do not disclose the relationship between you and
the people in your contact list. Avoid using names like Home, Honey,
Hubby, Sweetheart, Dad, Mom, etc...... And very importantly, when
sensitive info is being asked through texts, CONFIRM by calling back!!
Also, when you're being text by friends or family to meet them
somewhere, be sure to call back to confirm that the message came from
them. If you don't reach them, be very careful about going places to
meet 'family and friends' who text you. Along with that if you have an
entry called 'Home' with your actual home phone number it's not too hard
to do a reverse lookup on the
number to find the address. Now the robber has your home number, keys,
AND address.
Join The San Francisco Community Police Academy
The Community Police Academy is a 15-week program that meets once a week
and is designed to inform and teach interested participants various
aspects of municipal policing, including patrol and investigations
procedures, vehicle operations, arrest and control techniques, firearm
procedures and emergency communications.
The Academy’s goals are to develop community awareness through education
and to develop a closer understanding and working relationship between
the San Francisco Police Department and its communities. Members of the
community are encouraged to join and learn about the San Francisco
Police Department. Participants can ask questions and offer comments
within each class. The next class is scheduled to start on February 17,
2009. We now also have a Youth Community Police Academy, geared towards
high school students and will last 10 weeks, starting on March 24, 2009.
The Community Police Academy participants are selected by the program
coordinator after an application process. Enrollment is limited to
twenty-five students per class.

Day Watch Sgt. Christie is the Graffiti Abatement coordinator. Each
month he collects surveys from the various beat officers to report
graffiti to DPW and our own Graffiti Unit within the police department.

What is 311? 311 is a toll free, NON-EMERGENCY phone number that the
public can call to access information about government services. A live
customer service representative will be available 24 hours a day, seven
days a week, and 365 days a year. The service is available to both wired
and wireless customers. Wireless customers should call
(415) 701-2311.
311 employees will be able to provide translations services in more than
145 languages and dialects and will employ a diverse staff of customer
service representatives. Additionally, 311 is set up to accept calls
form the hearing impaired by utilizing a TTY System.
Cell phone 911:
How does 911 work on cell phones in San Francisco?
If you are on surface streets in San Francisco and dial 911, your call
will be answered by the San Francisco Department of Emergency Management
Services. Once the San Francisco Department of Emergency Management
Services determines what emergency services are needed, they will then
route your 911 call to the San Francisco Police Department or the San
Francisco Fire Department, including ambulance service.
If you are on a freeway in San Francisco and dial 911, your call will be
answered by either by the San Francisco Department of Emergency
Management Services or the California Highway Patrol Dispatch Center.
Regardless, your 911 call will be routed to the proper emergency agency,
the San Francisco Police Department, the California Highway Patrol, or
the San Francisco Fire Department, including ambulance service.
