Captain’s Comments
Tuesday April 28th 2009
The Board of Supervisors is not always on the same page as the SFPD.
That can be seen by the recent hearings on the nightclub legislation
being put forth. It has taken years for legislation to actually go
forward. Politics vs. Policing is always bound to cause friction. The
Police Department for the most part isn’t relying on votes to keep their
jobs. The Department looks at the issue of the expanding entertainment
industry in a different light. We have to try and make the streets safe
for everyone who live and visit the city. The department has seen night
life in the city explode. Here in the Southern District on Friday and
Saturday nights our Officers are criss crossing the district trying to
keep pace with the calls for service. People wonder why they don’t see
Police Officers at First and Mission, well it’s because at 11th and
Howard 10 Cops are busy trying to control a crowd of 100 party goers who
are fighting and drunk. This same call will occur time and time again
at different locations throughout the night. In the past, stations
night watches were staffed with fewer officers because of less issues.
People slept at night. This is not the case at Southern Station. Our
night watch has more than the day watch and frequently our swing watch
is held over to try to keep our head above water.
Presently the entertainment commission can not refuse any event permit.
If the entity meets a couple of conditions and once an establishment
opens it is a monumental task to try and suspend a club for violations.
Keeping clubs open until 6am poses even greater problems. People who
live in the Southern have grown tolerant of the incidents until 2am but
as the demographics of the area have changed it is going to be very hard
for homeowners and renters to get a nights sleep on the weekends.
Granted this new legislation gives the Police Department a little more
input but everyone has to look at the big picture and realize the
resources of the SFPD are finite and the citizens living in the area
should have their rights respected too. It is kind of ironic that the
Police Department once controlled the massage parlors and nightclubs
enforcement until legislation put them into different hands and now the
problems have grown for both.

Tuesday 4/14/09 12:19 PM 50 Fremont St.: Officer Reynolds and Officer
Giles were on patrol when they were dispatched to a call of a man
attempting to attack people. When the Officers arrived on scene, the
man told the Officers that he felt everyone on the sidewalk was getting
to close to him so he had to try and kick them away. The man stated he
wanted to hurt people when they got too close to him. The Officers
determined the man to be a danger to others so they transported him to
SFGH PES for a mental health evaluation.
Tuesday 4/14/09 6:45 PM 20 12th St.: Officer Kane and Officer Lum were
dispatched to a call of a suicidal person. When the Officers arrived
they spoke with a man who stated he suffers from PTSD and wanted to hang
himself. The Officers transported the man to SFGH PES for a mental
health evaluation.
Monday 4/20/09 7:55 PM 1599 Harrison St.: Officer Elias and Officer
Kane were on patrol when they observed a male trespassing in the rear
parking lot of a building. The Officers detained the suspect. A
record’s check revealed the suspect had a No Bail Parole Warrant for his
arrest. The suspect was booked at County Jail 9.
Monday 4/20/09 11:20 PM 1309 Gateview Ave. : Officer Pena and Officer
Inocencio were dispatched to a call of man who appeared to be
intoxicated. When they Officers arrived Officer Peltier and Officer
Tuimavavae had the suspect detained. A records check revealed the
suspect had $20,000.00 warrant out of South San Francisco. The suspect
was booked at County Jail 9.
Tuesday 4/21/09 2:02 AM 6th St/Natoma St.: Officer Bertrand and Officer
Cibotti were on patrol when they observed a vehicle with a broken tail
light and no licenses plates. Officer Bertrand affected a traffic stop
and Officer Pedroza and Officer Lucas arrived on scene as back up. The
driver gave the Officers his name and indentified himself by giving
Officer Bertrand his California Drivers license. Officer Bertrand
examined the license and observed that the driver did not match the
photo on the license. Officer Bertrand had the suspect exit the
vehicle. When Officer Bertrand asked how old he was the suspect stated
42 but the license stated 43. When Officer Bertrand confronted the
suspect about this, the suspect lunged towards his car and tried to get
in. Officer Bertrand, Officer Lucas, and Officer Cibotti tried to stop
the suspect from entering the vehicle. As the suspect was fighting the
Officers, Officers Pedroza kept watch over the front and rear passenger
of the vehicle. During the struggle the suspect was able to reach into
the vehicle, start the engine and put it into drive. Officer Lucas,
Officer Cibotti, Officer Bertrand were dragged several feet until
Officer Pedroza was able to turn off the engine and bring the vehicle to
a stop. The Officers were finally able to take the suspect into
custody.
A search of the vehicle yielded a large amount of money, a narcotics
scale and baggies used for packaging narcotics. Also in the vehicle was
a laptop that the suspect stated was not his. A record’s check revealed
the suspect also had a NO BAIL CDC Warrant and a warrant out of Oakland
for $150,000 for a narcotics charge.
The Officers transported the suspect back to Southern Station. At
Southern, the suspect soiled his pants with feces. When the suspect
removed his pants, a large plastic baggie containing marijuana fell out.
(YUCK!)
An investigation determined the two passengers were unaware of the
suspect’s activities and were released. The Officers booked all the
evidence and took photos of their injuries from being dragged by the
vehicle. The suspect was booked at County Jail 9.
Tuesday 4/21/09 4:01 AM 143 Turk St.: Officer Madrid and Officer
Forneris were on patrol when they observed two males sitting in a van
smoking narcotics. The Officers approached the van and made contact
with the two males. One of the males stated he was on probation. The
male then started to get fidgety and started to reach behind his seat.
The Officers drew their firearm and ordered the suspects out of the van.
A record’s check revealed the suspect was on active probation. A search
of the van revealed a two crack pipes on the drivers side floor board,
two pieces of rock cocaine, and a LOADED GUN under the drivers seat.
The suspect on probation was booked at County Jail 9.
Tuesday 4/21/09 7:29AM 6th St./Jessie St.: Officer Lee and Officer
Young were on foot patrol when they observed a male who was intoxicated.
The Officers approached the suspect. While the Officers were talking to
the male he dropped a brown piece of paper. Officer Young picked up the
paper and unfolded it to find several pieces of rock cocaine. An arrest
search of the suspect recovered a crack pipe. A record’s check revealed
the suspect was on probation and had a NO BAIL warrant for his arrest
and numerous active traffic warrants. The suspect was booked at County
Jail 9.
Tuesday 4/21/09 2:24 PM Market St./Cyril Magnin St.: Officer Balmy and
Officer Bandoni were on foot patrol when they observed a suspect riding
his bicycle on the sidewalk. The Officers detained the suspect. A
record’s check revealed the suspect had a NO Bail warrant out of Marin.
The suspect was booked at County Jail 9.
Wednesday 4/22/09 7:11 AM 769 Tehama St.: Officer Garcia-Morales and
Officer Pon responded to the above location on a warrant service. Upon
their arrival the Officers spoke with the suspect and advised him that
he had a $60,0000 warrant for his arrest. The suspect was booked at
County Jail 9.
Wednesday 4/22/09 8:56AM 501 Jessie St.: Office Wilhelm and Officer
Altorfer were on foot patrol when they observed a female suspect
drinking a can of beer. The Officers made contact with the suspect. A
computer check revealed the suspect had NO BAIL warrant for her arrest.
During an arrest search the Officers recovered a crack pipe. The
suspect was booked at County Jail 9.
Wednesday 4/22/09 6:25 PM 6th St/Minna St.: Officer Cole and Officer
Razzak were conducting narcotics surveillance in the area when they
observed a male selling a female rock cocaine. The Officers made
contact with the two suspects and recovered 22 pieces of rock cocaine.
Both suspects were booked at County Jail 9.
Wednesday 4/22/09 9:10 PM Mission St./8th St.: Officer Oryall and
Officer Leung were on patrol when they were dispatched to a call of a
robbery. When the Officers responded to the area they observed a
suspect matching the description. When the Officers went to detain the
suspect he stated, “I know your looking for me. It’s right around the
corner.” Around the corner the Officers found a laptop bag containing a
laptop, checkbook and planner.
Sgt. Thoshinsky met the victim who positively identified the suspect.
The victim stated the suspect lunged at him and grabbed his lap top bag.
A struggle ensued and the suspect began punching the victim on the arm
until he released the bag. The suspect was booked at County Jail 9.
Thursday 4/23/09 12:35 AM Mabini Alley: Officer Palladino and Officer
O’Connor were dispatched to a call of a burglary. The Officers detained
the suspect who matched the description given by dispatch. A witness
positively identified the suspect as the man he saw breaking the window
of a car, entering it and fleeing when the alarm went off. The suspect
was booked at County Jail 9.
Thursday 4/23/09 1:27 AM 1122 Harrison St.: Officer Dittmer was on
patrol when he observed a vehicle traveling the wrong way down Harrison
St. Officer Dittmer affected a traffic stop and pulled the vehicle
over. While Officer Dittmer approached the vehicle he observed a young
child lying on the back seat. Officer Dittmer made contact with the
driver who he observed was under the influence of alcohol. The driver
failed the field sobriety tests and blew a .186 BAC. The driver’s son
who was lying on the back seat was transported to Child Protective
Services. The mother/suspect was booked at County Jail 9.
Friday 4/24/09 10:44 AM 6th St/Mission St.: Officer Faye and Officer
Wong were on foot patrol when the observed the suspect urinating in
public. The Officers detained the suspect. A record’s check revealed
the suspect had no NO BAIL warrant for his arrest. The suspect was
booked at County Jail 9.
Friday 4/24/09 2:26 AM 7th St./Howard St.: Officer Frost and Officer
Pena were on patrol when they observed a stolen vehicle. The Officers
affected a traffic stop and made contact with the driver. A record’s
check revealed that not only was he driving a stolen vehicle but his
license was suspended. The suspect was booked at County Jail 9.
Friday 4/24/09 11:53 PM 425 Mission St.: Officer O’Connor and Officer
Payne were on patrol when they were dispatched to a call of a mentally
ill person. When the Officers arrived they met with the man who stated
he wanted to commit suicide by jumping off his balcony. The man also
stated he was on psychological medication but was not taking them now.
The Officers determined the man to be a danger to himself so they
transported him to SFGH PES for a mental health evaluation.
Friday 4/25/09 8:57 PM 481 Jessie St.: Officer Wilhelm and Officer Faye
were on foot patrol when they observed a man they knew had a warrant.
The Officers made contact with the suspect, ran a record’s check and
confirmed the warrant. The suspect was booked at County Jail 9.
Friday 4/25/09 11:40 AM 10 UN Plaza: Officer Wilhelm and Officer Faye
were back on foot patrol when they observed a man selling items in the
plaza. The Officers detained the suspect. A record’s check revealed
the suspect had a NO Bail warrant for his arrest. The suspect was
booked at County Jail 9.
Friday 4/25/09 5:24 PM 401 13th St.: Officer Stokes and Officer Petuya
were dispatched to a call of a group of juveniles setting fire to
Treasure Island School. When the Officers arrived they observed a shrub
around the perimeter of the school engulfed in flames. The Fire
Department arrived on scene and extinguished the fire. The Officers
spoke to a witness who stated she observed five young boys near the
front of the school entrance. The witness observed one of the boys
playing with matches. The witness also stated when the Fire Department
came around the first time, they went the wrong way and the boys started
laughing. When the Police arrived on scene the boys fled the area.
The Officers detained the five boys involved. Their ages ranged from 8
years old to 13 years old. The 13 year old who lit the fire was cited
and released to mother. All the other children were released to their
parents care.
Saturday 04/25/2009 02:23AM, 6th & Jessie: Ofc. Cibotti & Campbell were
on patrol at this location when they observed a subject run into 6th
Street and start yelling at their patrol vehicle. Upon exiting the
vehicle to conduct a check on this subject they discovered an
outstanding $10,000 warrant for his arrest. He was subsequently booked
at County Jail.
Saturday 04/25.2009 05:22PM, 136 6th Street: Ofc. Garrett responded to
this location on the report of a person with a knife. On arrival,
several officers including Lt. Vintero, Sgt. Christie and Ofc. Martinez
observed the subject calmly sitting in her chair. According to the
subject’s husband, she was depressed due to an upcoming move to Los
Angeles and wanted to kill herself. She was transported to SFGH for
evaluation.
Sunday 04/26/2009 01:45AM, 1192 Folsom: Ofc. Bertrand & Leonard
responded to the Icon Lounge for the purpose of backing up Ofc. Khan and
Cairel regarding a fight. On arrival, Ofc. Bertrand & Leonard assisted
the Officers who were already on scene with detaining several subjects
who were intoxicated and fighting on the street. While attempting to
disperse the crowd, Ofc. Frost, was struck in the chest by an
intoxicated female subject. At this point, several other Southern
Station officers were on scene and attempting to take control of a large
crowd of intoxicated subjects. Seven people were subsequently booked
for being too intoxicated to care for themselves. One of these subjects
was also charged for assaulting a police officer.
Monday 04/27/2009 10:58AM, 481 Clementina: Ofc. Miranda observed
suspicious activity while on patrol in this area. He conducted a
license check against an occupied vehicle and discovered the vehicle was
stolen. Further check revealed that the subject who was occupying the
vehicle was wanted for three outstanding warrants in the amount of
$95,000. The subject was booked at County Jail.
Monday 4/27/09 3:27 PM 150 Howard St.: Officer Auyoung responded to the
area to speak to DPT Parking Officers who were in a verbal argument with
a citizen who had just been issued a parking citation. Prior to Officer
Auyoung’s arrival, Sgt. Knight and Sgt. Caturay detained the suspect.
The suspect told the DPT Officer that he would, “kill her” and “beat
her ass” if she did not take back the parking ticket. The suspect
continuously charged at the DPT Officer like he was going to strike her.
The suspect was booked at County Jail 9.
Monday 04/27/2009 06:30PM, 7th & Mission: Ofc. Buhagiar, Razzak & Cole
were conducting their plain-clothes detail when they acted on a tip that
there was going to be a narcotics drop at the same location. The
Officers observed a female suspect who they know from a prior arrest as
being on felony probation for crack cocaine sales. They observed this
female subject respond to 7th and Mission for the purpose of picking up
her narcotics drop. A suspect vehicle responded to this location and
she entered for the purpose of receiving the narcotics. The Officers
detained the vehicle and driver and discovered approximately 14 grams of
crack cocaine in the possession of the driver before he was able to
transfer this to the female subject. He was arrested and booked for
possession of crack cocaine for sales.
Case UPDATE
Tuesday 1/27/09 1:24AM 4th St/Jessie St.: Officer Daugherty and Officer
Frost were on patrol when they observed a vehicle traveling north on 6th
St. with no tail lamps. The Officers affected a traffic stop and made
contact with the two occupants. The driver told the Officers he was on
parole. Officer Daugherty had the suspect exit the vehicle to perform a
parole search. Officer Cronin and Officer Hom arrived on scene to
assist in the investigation. Officer Frost spoke to the passenger. The
passenger kept giving Officer Frost false names……and I wonder why????
Well it’s because her real name was attached to a NO Bail CDC warrant.
While Officer Hom searched the vehicle, he recovered 2 California
driver’s licenses, four bank cards, a visa card and other miscellaneous
cards that had different names than the two people in the vehicle. A
record’s check of one of the names on the driver’s licenses revealed
that the person was a victim of a hot prowl burglary. The victim was
contacted and responded to Southern Station. The victim identified that
the items were taken during a hot prowl burglary of her house. Both
suspects were booked at County Jail 9.
Case Follow: Both suspects had their parole revoked and are currently
in State prison.
Friday 2/27/09 12:04 AM Brannan St/3rd St.: Sgt. Espinoza was on patrol
when he observed a vehicle parked in a crosswalk. Sgt. Espinoza made
contact with the driver who stated he ran out of gas. The driver also
told Sgt. Espinoza that he did not have any identification on him or the
rental agreement for the vehicle. Sgt. Espinoza could smell a strong
odor of marijuana coming from the vehicle. The driver stated, “I ain’t
going to lie, I had some in the car earlier.” The driver gave Sgt.
Espinoza his identification verbally and proceeded to his patrol car to
attempt to identify him. While Sgt. Espinoza sat in his patrol vehicle
he observed the driver crawl to the back of the vehicle and place two
dark objects behind the backseat. Sgt. Espinoza called for back up and
CHP Officer Williams and Shiveley arrived on scene. A search of the
vehicle revealed a loaded firearm, handgun magazine, a baton, four MDMA
pills and marijuana. A record’s check of the firearm reveled it was
registered to a person out of Sacramento. Sgt. Espinoza contacted the
person who stated, he bought the firearm 10 years ago and has not used
it for many years but it should still be secured in his bedroom. (IT
WASN’T!) The suspect was booked at County Jail 9.
Case Follow Up: State charges were dismissed and the suspect is now
facing FEDERAL charges.

Dear SAFE Friends & Supporters,
In the wake of the Sandra Cantu tragedy in Tracy, it is a harsh reminder
that we all need to exercise best practices and safety education with
the children in our lives that we love and care for. It is unfortunate
that an incident like this brings to light the importance of strong
communication with children and instilling them with the knowledge of
what to do in a situation that makes them uncomfortable and could
potentially be dangerous. Parents, caregivers, and those that work with
children should discuss and plan ways to be as safe as possible.

|Child Safety Tips |

|Here are just a few tips for you and your kids: |
|Keep open communication with your children. Discuss all types of safety with them. |
|Allow kids to tell you what makes them fearful, and encourage them to communicate their |
|feelings on being safe. |
|Teach them how to recognize potentially dangerous situations; whether it's with someone they |
|know, or someone they don't know. |
|Always play or travel with a friend. |
|Always tell an adult where you are going, even if it's just across the street to a friend's |
|house. |
|Sometimes it's okay to say “no” to an adult. Talk about the times when they need to listen to |
|adults and when it’s appropriate to say “no”. |
|Get to know your children’s friends and families. |
|If a child is spending time at home alone, make rules for the house with the child’s help. |
|Discuss the rules and the reasons for having each one in place. |
|Talk about the difference between strangers and trusted adults with children. Encourage them to|
|share with you when they are uncomfortable with the trusted adults. |
|Children need to know which adults they can go to in case of an emergency (police officers, |
|trusted neighbors, store owners, relatives, etc.). |
|Go over some lures or tricks that dangerous adults may use:-- Offer a ride in a vehicle-- Offer|
|candy, gifts, money, jobs, etc.-- Request help-- Use of threats/fear-- Pretending to be a |
|friend or trusted adult-- Offer companionship |
|If a child feels that he/she is in danger – YELL, RUN, and TELL!-- YELL loudly to draw |

Police Chief Search Questionnaire On-line
The Police Commission has developed a questionnaire regarding its search
for candidates for the next Chief of Police. It is available to
interested parties (including Dept members) and can be found on the
Commission www page, accessed directly at

page. The questionnaire can be filled out and returned on-line.
The Commission continues to conduct a series of community meetings to
receive commentary and suggestions regarding the executive search for
candidates for Chief of Police.

Become a Community Court panelist and give back to your community.
Community Court is a restorative justice program that addresses

SFPD Recruitment
Due to budgetary constraints:
The written tests for Police Officer have been cancelled. We anticipate
that the testing program will resume later in Spring 2009. No dates have
been given at this time.
The SFPD Academy is no longer 31 weeks currently the Academy has been
restructured to a 26 weeks program.

Cell Phone Safety
This lady has changed her habit of how she lists her names on her mobile
phone after her handbag was stolen. Her handbag, which contained her
cell phone, credit card, wallet... Etc...was stolen. 20 minutes later
