Captain’s Comments

Thursday April 16th 2009



The Community meeting which was held last night was very informative.

An open discussion was held regarding the changing look of the Southern

District. Although slow, there is a noticeable change in the core of

the Southern District. The alleys are populated by new homes and condos

with people who have a stake in the neighborhood. The Southern homeless

outreach teams have been making a dent in some of the areas. The

Officers are helping to make the streets less intimidating for those who

live here. It was nice to hear positive comments on the work being done

by the Officers at Southern. The District Attorneys Office was

represented at the meeting as they are at most of our community

meetings. The City Attorney will also be at our next meeting to discuss

any items that the public may have concern with. These meetings are

open to everyone and issues are discussed in an open forum with the

emphasis on trying to solve problems that affect the neighborhood.

So, I hope to see you there.

Arrest Log

Thursday 4/2/09 12:47 PM 1390 Market St.: Officer Goodin and Sgt. Yin
responded to a report of a suicidal person. The reportee was the mother
of the victim who stated she received a text message from her son
stating, “I’m sorry, please find a home for my dog.” Fearing that her
son was suicidal she contacted the Police.

Officer Goodin and Sgt. Yin responded to the location and attempted to
make contact with the son. The Officers knocked on the door several
times but there was no response. However, the Officers did hear a dog
angrily barking inside. Officer Goodin and Sgt. Yee were able to obtain
a mangers pass key. They were told that Animal Care and Control would
be delayed so they decided to carefully enter the residence. The
Officers could hear a man calling out for help from inside the room.
After calming the dog down and putting him outside on the balcony,
Officer Goodin and Sgt. Yee made entry into the residence. They
immediately saw the man lying in a large pool of blood on floor. The
man had several deep cuts to both his wrists and arms, and was fading in
and out of consciousness. Officer Goodin and Sgt. Yee applied direct
pressure to the man’s arms and wrists and attempted to stabilize him
until paramedics arrived. The paramedics arrived and immediately
transported him to SFGH. Upon further inspection, Sgt. Yin recovered
the knife the man used to cut himself.

Friday 4/3/09 11:38 AM 865 Market St.: Officer Lee and Officer Young
were on foot patrol when they observed a male running past their
location. Immediately after he passed, two males ran up to them stating
that they were employees at Nordstroms and the male running had just
stolen from the store. Officer Lee and Officer Young gave chase, caught
the suspect and recovered two pairs of sunglasses worth over $650.00.
The employees told the Officers the suspect not only stole from
Nordstroms, but he also stole from Bloomingdales.

The suspect told the Officers that since he got away with stealing the
first pair of sunglasses from Bloomingdales he went for the second pair
of sunglasses at Nordstroms. But the Nordstrom employees saw the
suspect, so the suspect ran.

The suspect told the Officers he went into both stores to steal. The
suspect stated he was going to sell what he stole for cash so he could
buy a suit, so he could get a job………Hummmmmmmm. Well, County Jail will
have a job for him and will provide him a suit to wear. The suspect was
booked on two counts of burglary and possession of stolen property.

Friday 4/3/09 12:40 PM 5th St/Market St.: Officer Yee and Officer
Sepich were dispatched to a call of a problem aboard a Muni Bus. When
the Officers arrived they observed Officer Ha and Officer Gonzalez had
two people detained. The victim told the Officers the suspects tried to
board the Muni bus thru the rear door. The driver told the suspects
they had to board the bus thru the front door. The suspects became
upset and started to push their way through a crowd of people. One of
the people in the crowd was a young woman holding a small infant who got
pushed. The woman told the suspect to stop pushing, so the suspect
started yelling obscenties at the woman. All of a sudden a Good
Samaritan intervened telling the suspect to leave the woman alone. The
suspect pushed his way through the crowd towards the Good Samaritan and
punched him in the face. The Good Samaritan fell to the floor with the
force of the punch. The suspect then kicked the victim in the face.
The other suspect then grabbed the victims two bags and started to exit
the bus. The victim yelled at the suspect to give the bags back to him!
The suspect did give the bags back and exited the bus. The two
suspects were booked at County Jail 9.

Friday 4/3/09 7:25 PM McCallister St/Jones St.: Officer Kane and
Officer Rockwell were on patrol when they observed the suspect who they
knew was on active parole. The Officers stopped and detained suspect.
At the time of the suspect’s detention, the suspect was with the 88 year
old victim he had embezzled thousands and thousands of dollars from.

When the Officers asked the suspect for his name the suspect gave the
Officers a false name. The Officers asked the suspect again for his
name and this time he remembered it. A record’s check revealed a Parole
Warrant for his arrest. During a search of the suspect, the Officers
located an open bottle of alcohol in the suspect’s right front jacket
pocket.

The 88 year old victim stated the suspect was not trying to take MORE
money from him. The victim stated the suspect just brought him to the
area to get money to pay him back. Except when the Officers searched
the suspect, he did not have a wallet or money on him. The suspect was
booked at County Jail 9. The victim was transported back to his Nursing
Home by Officer Rockwell.

Saturday 4/4/09 2:53 PM 1586 Folsom St.: Officer Pena and Officer Leung
were dispatched to a call of a person ringing doorbells. When the
Officers arrived they spoke with the reportee who stated she was the
suspect’s ex-girlfriend. The suspect kept ringing her doorbell to gain
entry into her apartment. The victim stated she was afraid of him
because she knew the suspect had mental health problems and had stopped
taking his medications. The Officers observed the male standing on the
corner of 11th and Folsom St. When the Officers tried to detain the
male he started to fight the Officers saying, “I want him dead.” The
Officers were able to handcuff the male. The male kept saying that he
wanted to die. The Officers cited the male for resisting and
transported him to SFGH for a mental health evaluation.

Saturday 4/4/09 5:38 PM 1018 Mission St.: Officer Spears and Officer
Peltier were dispatched to a call of naked man on the roof. When the
Officers arrived, the Fire Department and Paramedics were already on
scene. The male had been helped off the roof and was now clothed. The
male had jumped to the neighboring roof which was five feet below him.
The male kept stating that people were after him and they were trying to
hurt him. The male stated that he is bipolar, suffers from severe
paranoia and had not been taking his medication. The Officers believed
he was a danger to himself so they transported him to SFGH for a mental
health evaluation.

Sunday 4/5/09 2:26 AM 1139 Market St.: Officer Anderson, Officer Pena,
and Officer Leung were dispatched to a call of a suicidal male. The
reportee stated that she had received a text message from the male
stating he was going to cut his wrists. The Officers responded to his
room where they attempted to make contact but there was no response at
the door. Due to the exigent circumstances the Officers forced open the
door and found the male hiding under the bed sheets wedged between the
mattress and the wall. The Officers transported the male to St. Francis
Hospital where he was admitted for a mental health evaluation.

Sunday 4/5/09 3:45 PM 100 block of Tucker St.: Officer Kane, Officer
Elias, Officer Oryall and Officer Dittmer were dispatched to a domestic
violence call. When the Officers arrived they spoke with the victim
who stated she was at her boyfriend’s house talking to his family when
he lost it. The boyfriend called her into his room and punched her
twice in the face. The boyfriend and girlfriend left the residence and
got into the girlfriend’s car. As she was driving the boyfriend punched
her again multiple times in the face and arm. Finally the couple got to
their destination and the girlfriend jumped out of the vehicle, fled the
area and called the police. The Officers detained the suspect who was
still sitting in the girlfriend’s car. The suspect was booked at County
Jail 9.

Monday 4/6/09 8:10 AM 106 6th St.: Officer Altorfer and Officer Wilhelm
were on foot patrol when they observed the suspect drinking from an open
container of alcohol. The Officers made contact with the suspect. A
record’s check revealed the suspect had a NO BAIL warrant for her
arrest. The suspect was booked at County Jail.

Monday 4/6/09 11:06 AM 1 Powell St.: Lt. Garrity was approached by a
citizen who stated a male was hanging around an ATM machine, harassing a
lady and trying to get people’s ATM Card numbers. Officer Constantine
and Lt. Garrity made contact with the suspect. A record’s check
revealed the suspect was on Active Parole with a warrantless search
condition. A search recovered a “crack pipe”. The suspect was booked
at County Jail 9.

Monday 04/06/2009 04:55PM, United Nations Plaza: Ofcs. Razzak, Cole &
Buhagiar were conducting undercover narcotics surveillance in the area.
These officers know this area to have an ongoing problem with illegal
narcotics activity. Immediately into the surveillance the officers
observed a narcotics transaction between two male subjects and made the
arrest. The seller had (18) rocks of crack cocaine in his possession
and the buyer had (2) rocks of cocaine that the officer observed him
purchase from the seller. Both were booked for felonies.

Monday 04/06/2009 05:15PM, Mission & Jessie: Ofc. Reynolds and Giles
were dispatched to the Westfield Mall on the report of a theft from a
person inside the mall. On arrival, the officers were directed by mall
security to a group of male juveniles who were walking near by.
According to security, one of the male juvenile subjects was observed
taking an iphone from a female inside the mall. The incident was
captured on video and showed the group surrounding the female victim and
her friend as they were walking out of Bloomingdales. According to
witnesses the group of male juveniles surrounded the victim and one of
the males proceeded to grab her iphone out of her hand. The male
juvenile then fled on foot through the Bloomingdale department store and
exited the mall. The suspect then handed over the iphone to his female
friend outside the store. A positive identification was made and the
male juvenile was booked for robbery. His female companion was booked
for possession of stolen property.

Tuesday 04/07/2009 09:59PM, 480 Minna: Ofc. Payne and Campbell were on
patrol in the area when they observed a subject sitting on the sidewalk
with a syringe in his hand. Upon making contact with the subject to find
out what he was doing he responded: “I found the needle on the ground”.
Considering the officers know that people don’t generally pick up
needles that they find on the ground they conducted a routine criminal
check against the subject and discovered a no bail warrant for a parole
violation. The subject was transported to County Jail and booked
accordingly.

Tuesday 4/7/09 1:51 PM Market St/Mason St.: Officer Razzak and Officer
Buhagiar were conducting narcotics surveillance when Officer Razzak
observed a male approach a female and hand her paper currency. The
female then handed the male two pieces of rock cocaine. The Officers
detained the male and recovered the two pieces of rock cocaine. As the
Officers approached the female they observed her stuff a plastic bag
into her pants. The Officers transported the suspects back to Southern
Station. Officer Tuimauave (a female Officer) conducted a strip search
and observed a piece of plastic sticking out of the female’s backside.
When Officer Tuimauave pulled on the plastic she recovered a plastic
sack containing 33 additional rocks of crack cocaine. A records check
revealed that the female suspect was on active Parole for narcotics.
The two suspects were booked at County Jail 9.

Wednesday 4/8/09 9:32 PM Market St/5th St.: Officer O’Connor and
Officer Dickson were dispatched to a call of an assault. Dispatch
advised the Officers that a male was waving a metal baton at people and
throwing a plastic bottle as they walked westbound on Market St. While
enroute to the location, Sgt. Thoshinsky detained four males and one
female. Officer Canning and Officer Payne arrived on scene to assist in
the investigation. Officer Inocencio arrived on scene and located the
metal pipe and plastic bottle. Since none of the detainees had
identification they were transported to Southern Station. Using the PID
(fingerprint) machine the Officers were able to identify the detainees.
One of the detainees had a NO Bail juvenile warrant for his arrest. The
suspect was transported and booked at the Youth Guidance Center. The
rest of the detainees were released from Southern Station to their
guardians.

Thursday 4/9/09 10:46 AM 33 New Montgomery St.: Officer Holder, Officer
Castro and Officer Lee were dispatched to a call of a Bank Robbery.
Dispatch broadcasted a description of the suspect. Officer Gonzalez saw
a man matching the description. The suspect was going into a clothing
store on Market St. Officer Gonzalez observed the suspect purchasing a
jacket and putting the jacket he was wearing into a bag. Officer
Gonzalez flagged down Officer Robison and Officer Booth. The Officers
entered the store and detained the suspect. During a search of suspect,
the Officers recovered over $1900.00 in his sock, over $3500.00 on his
person and two GPS tracking devices from the Bank.

The bank tellers stated the suspect passed them a note stating, “Put the
money in the bag or I’ll kill you.” Both bank tellers feared for their
life.

The inspector stated the suspect matched the description of several
completed bank robberies that recently occurred in San Francisco. The
suspect was booked at County Jail 9.

Thursday 4/9/09 2:10 PM 140 Turk St.: Officer Wong and Officer Bryant
were on narcotics surveillance when they observed a female sell another
female several pieces of rock cocaine. The female was then approached
by a male who she sold more rock cocaine to. The Officers detained the
suspects and recovered four pieces of rock cocaine and 10 pieces of
Heroin. The suspects were booked at County Jail 9.

Thursday 4/9/09 10:18 AM 5th St./Folsom St.: Officer Cibotti and
Officer Cronin were dispatched to a vehicle break in. While enroute to
the scene, dispatch said the suspects were leaving the parking lot in a
truck. Officer Payne, Officer Reyes, Officer O’Connor and Officer
Dickson executed a traffic stop. The Officers recovered the stolen GPS
and Radar Detector. The Officers also recovered a spark plug on a
string which thieves commonly use for breaking vehicle windows. The
witness positively identified the two suspects in the truck. A record’s
check revealed that one of the suspects was on active parole. Both of
the suspects were booked at County Jail 9.

Friday 4/10/09 6:19 AM 201 8th ST.: Officer Bernal and Officer Ramos
were dispatched to a call of a naked female. When the Officers arrived
they observed the female completely naked and causing a disturbance by
flashing her naked body to several staff members. The Officers spoke to
the woman who became very hostile toward Officer Holder who had arrived
on scene. The Officers observed the woman’s feet and ankles were
completely swollen. The Officers determined that the woman was a danger
to herself so she was transported to SFGH for a mental health
evaluation.

Friday 04/10/2009 02:59AM, Harrison & 11th: Ofc. Campbell and Bertrand
responded to the area to provide backup assistance to Sgt. Espinoza
regarding four male subjects spray painting U-Haul trucks. On arrival,
Ofcs. Campbell & Bertrand observed the subjects walking up 11th Street.
The officers stopped and upon doing so one of the four subjects took off
running and was apprehended a short distance away. On scene witnesses
confirmed that these four subjects were responsible for damaging several
U-Haul rental trucks as well as City property. The four subjects were
in possession of spray cans and markers that were consistent with the
wet spray paint found on the damaged property. In addition, their
vehicle was full of graffiti materials. Due to the extensive damages,
all four were booked on various felony charges and their vehicle was
towed.

Friday 04/10/2009 11:36PM, 1018 Mission: Ofc. Cibotti & Cronin were sent
to the Kean Hotel regarding a mentally disturbed person. On arrival,
the officers met with the subject who was causing a disturbance at the
Hotel. A criminal record check revealed a no bail warrant for his
arrest and he was subsequently transported to County Jail.

Saturday 04/11/2009 02:36PM, 1083 Market: Ofc. Pon & Morales were on
foot patrol when they saw the victim yelling at two suspects. The
Officers responded to the scene. The victim told the Officers he wanted
the two suspects escorted out of his restaurant. The suspects were
intoxicated and were acting up. The suspects were advised and left the
area. Later, another call came in stating the suspects were back and
there was a fight inside the restaurant. When the Officers arrived they
observed the victim’s chin was cut and his t-shirt was covered in blood.
The victim stated the two suspects returned and started threatening him.
Once the victim got the two suspects outside, one of the suspects threw
a bucket at the victims face. The other suspect picked the bucket off
the ground and hit the victim in the face again. Both of the suspects
then punched the victim in the face. Both suspects were booked at
County Jail 9.

Saturday 04/11/2009 07:19PM, Folsom & Falmouth: Ofc. Leong & Garrett
responded to the area on the report of a suicidal person. According to
dispatch, the subject was holding a shard of glass and threatening to
kill himself. Officers responded to the scene and detained the subject
without incident. The suicidal man told the Officers that he wanted to
cut his wrists because “life was not worth living”. He was transported
to SFGH for mental health evaluation.

Sunday 04/12/2009 09:58AM, 455 Stevenson: Ofc. Lee and Young were
working the Market Street foot beat when they came across a subject who
was sitting on the public sidewalk and obstructing it with several
pieces of luggage. Officer Lee could see in plain view that the subject
had a crack pipe in his possession. The Officer asked the subject if he
was on probation and he confirmed that he was. A record check revealed
an outstanding warrant for burglary and he was transported to County
Jail.

Sunday 04/12/2009 10:55AM, 1183 Market Street: Lt. Balma was on foot
patrol in the area when he observed a subject who appeared to be selling
commercial tools. This area is known to Southern Station officers for a
high amount of illegal activity including the sales of stolen property.
Lt. Balma asked the subject if the tools belonged to him and he replied
they were given to him. Further check revealed the subject was on
active parole for robbery and grand theft. A parole search of the
subject discovered stolen financial information and checkbooks that did
not belong to the subject. He was arrested for possession of documents
with intent to defraud.

Sunday 04/12/2009 01:33PM, 88 5th Street: Ofc. Morales and Pon were on
the foot beat assignment in the area of 5th and Mission when they
observed a male subject sleeping in front of the main entrance door of
the Old Mint Building. Southern Station Officers receive ongoing
complaints from the building staff regarding homeless subjects
trespassing and sleeping on the grounds. Considering there was a
current posted ‘No Trespassing’ sign posted directly next to where the
Officers observed this subject sleeping they contacted him for the
purpose of issuing a citation. A record check revealed a no bail
warrant for his arrest for a parole violation. He was arrested and
transported to Jail for a parole hold.

Sunday 04/12/2009 05:37PM, 935 Mission: Ofc. Peltier and Cunningham
responded to 5th and Mission on the report of a robbery. On arrival,
they learned that the victim was standing on the corner, talking on his
iPhone, when he was approached by two suspects who demanded that he hand
over his iPhone. One of the suspects stated: “give me your phone and
there ain’t gonna be no problem”. The victim feared for his safety when
the suspect motioned toward his sweatshirt pocket as though he was
armed. The suspects fled with the victim’s iPhone where they were
detained a short time later by Ofcs. Buhagiar and Razzak who was working
undercover in the area. The iPhone was recovered and one of the two
suspects was booked for felony robbery. It was also discovered that
this suspect was on active felony probation out of Oakland for Grand
Theft from a Person.

Monday 04/13/2009 12:39AM, Market & South Van Ness: Ofc. Pedroza and
Anderson was in the area of Market and South Van Ness when they
on-viewed a domestic incident that was just broadcast by dispatch. Upon
contacting the two subjects, a male and female, he observed that that
female was upset and crying. The male subject was showing signs of
intoxication. Both subjects were uncooperative and there was no
evidence of a physical altercation between the two subjects. Further
investigation revealed that the male subject had an outstanding warrant
out of Merced County for Driving on a Suspended License. He was booked
at County Jail for public intoxication and the outstanding $12,500
warrant.

Monday 04/13/2009 05:30PM, Market & Taylor: Ofc. Buhagiar, Razzak and
Cole was working undercover surveillance in the area when they observed
two female subjects engage in a narcotics transaction. This area is
known to these Officers as having a ongoing problem with illegal
narcotics activity. Upon observing the narcotics transaction both the
buyer and seller were arrested and transported to Southern Station for
the felony charges. A search of the suspects revealed the narcotics to
be crack cocaine.

Monday 04/13/2009 11:30PM, 20 12th Street: Ofc. Dittmer responded to
this location on the report of a woman who had called 911 threatening to
set herself on fire. Ofc. Dittmer contacted the woman and she told him
that she did not trust herself to be alone and unsupervised because she
was hearing voices which were telling her to burn herself and that when
she woke up she was holding a lighter. Based on this information, Ofc.
Dittmer transported her to SFGH for a mental health observation.

Monday 04/13/2009 08:07AM, 520 Jessie: Ofc. Lee and Young were on their
assigned foot beat detail when they observed an adult female standing
between two parked cars. When the female subject noticed the officers
approaching she started walking away. These Officers know this subject
from prior contacts and know that she is on active probation with a
search condition. Upon making contact with her, Ofc. Young asked the
subject if she had any illegal contraband and she proceeded to hand over
an illegal crack pipe. Knowing that this subject has an active search
condition, the Officers searched her and discovered marijuana in her
possession. A criminal record check also revealed that this criminal
has an active stay away order from 531 Jessie which was only 17 yards
from where the officers had her detained. She was arrested for
violation of a court order, probation violation and possession of
narcotics paraphernalia and marijuana.

Monday 04/13/2009 03:17PM, 5th and Mission: Ofc. Constantine and Perez
were in the area when they observed a vehicle make an illegal turn at
the same intersection. They also recognized this vehicle as the same
vehicle that was stolen from 272 9th Street earlier the same day. The
Officers conducted a traffic stop of the vehicle and along with Ofc.
Canton and Ofc. Griffin detained the driver and passenger without
incident. Further investigation revealed that the victim did not know
the driver or passenger and did not give them permission to use the
vehicle. The driver, who was on active probation for burglary and
vehicle theft, was booked for felony possession of a stolen auto, stolen
property, driving without a license and probation violation.

Tuesday 04/14/2009 03:24AM, 568 Natoma: Ofc. Canning & Palladino were on
patrol in the area when they observed a vehicle veer off the street and
onto the sidewalk in front of 568 Natoma. Two people exited the vehicle
and entered a home nearby. The driver remained inside the vehicle and
the Officers stopped for the purpose of conducting a well being check.
Upon making contact with the driver, they discovered an outstanding
felony warrant for $20,000. The driver was arrested and transported to
County Jail.

Wednesday 04/15/2009 10:45AM, Hyde & Fulton: Ofc. Faye, who is assigned
to the Market Street foot beat, was in the area when he observed a
subject drinking Paps Blue Ribbon Beer. Ofc. Faye detained the subject
for the purpose of issuing a citation and the subject provided the
Officer with a false name. Further investigation revealed the true name
of this subject and the fact that he had an outstanding $50,500 warrant
out of Stanislaus County for weapons explosives. He was booked at
County Jail and returned to Stanislaus County.

Wednesday 04/15/2009 04:42PM, Market & Hayes: Ofc. Razzak & Buhagiar
were conducting their plain clothes detail when they received a tip from
a reliable informant that there were two Latin males at Market & Hayes
who were in possession of crack cocaine and keeping quantities of crack
under the bus shelter seat and in their mouth. The Officers responded
to the area and observed these subjects engaging in the sales of crack
cocaine. They observed both subjects working together and concealing
some of the crack cocaine in the nearby bus shelter. Both subjects were
arrested for felony sales of crack cocaine, approximately 33 rocks were
seized along with $108. U.S. Currency.

Wednesday 04/15/2009 12:05PM, 6th & Mission: Ofc. Altorfer & Wilhelm
were on their Market Street foot beat detail when Ofc. Altorfer
recognized a subject who he has previously arrested eight times for a
variety of offenses including warrants, possession of controlled
substances, narcotics paraphernalia and stay away order violations.
Ofc. Altorfer also was aware that this subject had an active stay away
order from 150 yards away from 91 and 93 6th Street. Considering he was
only 40 yards away from this location, the Officer contacted this
subject and placed him under arrest for violation of a court order.
Based on the fact that this subject was on active felony probation, the
Officers also placed a probation violation hold on him and booked him at
County Jail. Now Stay Away.

Wednesday 04/15/2009 05:00PM, 51 6th Street: Ofc. Peltier and Sgt.
Ernest responded to this location on the report of a battery. On
arrival they discovered that the victim had been pushed down by her
boyfriend of 15 years. The suspect, who returned to the scene, was
arrested for domestic battery as well as an outstanding warrant.
Wednesday 04/15/2009 08:08PM, 1018 Mission Street, Ofc. Schwab and Lum
responded to the Keane Hotel on the report of a fight. The reporting
party advised that there was a subject climbing the fire escape and
attempting to break into rooms at the Hotel. On arrival, the Officers
observed the subject screaming vulgarities and hanging from the Hotel
awning. The subject saw the Officers and proceeded to jump down
approximately 10 feet to the ground. He then started running toward the
officers and screaming incoherently. The Officers observed obvious
signs of an altered mental state based on his behavior and the fact that
he was sweating profusely. When asked for a name he responded:
“Grateful Dead Family”. Based on his behaviors and the fact that the
Officers felt he was a danger to himself, he was transported to SFGH for
a mental health evaluation.

Sunday 2/9/09 1:47 AM 11th St/Kissling St.: Officer Payne and Officer

Crosby were on patrol in front of Club Caliente when the Officers

observed a victim screaming and holding his left hand which was covered

in blood. Numerous club patrons started pointing at three males who

were coming out of Kissling St. The Officers detained the three males

and rendered aid to the victim. Officer Ha, Officer Reyes, Officer

Dickson, and Officer O’Connor also responded to the scene. The victim

told the Officers he was in Club Caliente when he got into a fight with

the suspect. (They were beating each other with their pant belts inside

the club.) The fight was broken up and the two men were escorted out of

the club. Around the corner from the club, the suspect approached the

victim and stabbed him in the hand. The victim’s cousin tried to stop

the suspect by grabbing his necklace. The suspect in turn, punched her

in the face and tried to stab her. The suspect was positively

identified. Officer Lucas recovered the knife from the scene. The

suspect was booked at County Jail 9.



Case follow up: The suspect was sentenced to 59 days in jail and three

years probation.









Monday 3/30/09 1:00 PM: Officer Yamamoto and Officer Auyoung were
dispatched to check on the well being of a missing juvenile that might
be at a Motel being held against her will. The girl’s mother had been
receiving text messages from her 16 year old daughter asking for help and to send the police. The mother gave the Officers the room number
and responded to the scene. The Officers knocked on the door and a
woman answered. Inside the room the Officers could see three other
females. Two of the girls were 18 years old and the third was the
missing 16 year old. The 16 year old girl told the Officers she had met
the woman who answered the door on Craig’s List. The girl told the
woman that she wanted to try to live life on her own but didn’t realize
how hard it was. The woman told the girl that she would make money with
her and live at her house as long as she wanted. The woman told the
girl that there were only girl’s living at her house and they were
professional prostitutes and never got in trouble with the police. The
woman told the girl her age didn’t manner, as long as she wanted to
work. The victim boarded a BART train and headed for the city. The
woman met her in the city and brought her to a motel where she met the
two other girl’s. The woman immediately posted escort ads on Craig’s
List for the girl. After a while they did not receive any calls so the
woman made her go the “track” where she was introduced to a pimp. The
girl was solicited by an unknown male who drove her to an unknown nearby
area where they had sex. The man then handed her $45.00 which she in
turn gave to the pimp. During her time on the “track” the girl was
repeatedly harassed and chased by pimps in the area. One pimp chased
her down an unknown street where she fell causing injury to her elbow
and leg. While the victim was on the ground, the pimp continued to kick
the girl in the ribs. The woman took the girl back to the Motel, where
they received a phone call from the Craig’s List ad. Later a man
arrived at the Motel, had intercourse with the girl while the woman and
the other girl waited in the bathroom. The man paid the girl $100.00.
When the man left the room, the pimp showed up at the Motel and the girl
gave him the $100.00. The next day another man called about the ad for
the girl on Craig’s list. The man responded to the Motel and the girl
had intercourse with him. The girl was paid $170.00 for the act. The
man left, the pimp showed up and the girl gave the pimp the $170.00.
The pimp gave the woman some money and told her to buy food and
cigarettes for the girls. The pimp purchased alcohol for the girls,
which they spent the rest of the day drinking. The three girls and
woman were transported to Southern Station. The 16 year olds mother
responded to Southern Station and took custody of her daughter. Vice
Crimes Inspectors and Sergeants responded to Southern Station to further
investigate. The two 18 year old girls were released from Southern
Station. The woman was booked at CJ9.

Case follow up: Case dismissed due to lack of evidence.

In the wake of the Sandra Cantu tragedy in Tracy, it is a harsh reminder
that we all need to exercise best practices and safety education with
the children in our lives that we love and care for. It is unfortunate
that an incident like this brings to light the importance of strong
communication with children and instilling them with the knowledge of
what to do in a situation that makes them uncomfortable and could
potentially be dangerous. Parents, caregivers, and those that work with
children should discuss and plan ways to be as safe as possible.

|Here are just a few tips for you and your kids: |
|Keep open communication with your children. Discuss all types of safety with them. |
|Allow kids to tell you what makes them fearful, and encourage them to communicate their |
|feelings on being safe. |
|Teach them how to recognize potentially dangerous situations; whether it's with someone they |
|know, or someone they don't know. |
|Always play or travel with a friend. |
|Always tell an adult where you are going, even if it's just across the street to a friend's |
|house. |
|Sometimes it's okay to say “no” to an adult. Talk about the times when they need to listen to |
|adults and when it’s appropriate to say “no”. |
|Get to know your children’s friends and families. |
|If a child is spending time at home alone, make rules for the house with the child’s help. |
|Discuss the rules and the reasons for having each one in place. |
|Talk about the difference between strangers and trusted adults with children. Encourage them to|
|share with you when they are uncomfortable with the trusted adults. |
|Children need to know which adults they can go to in case of an emergency (police officers, |
|trusted neighbors, store owners, relatives, etc.). |

Police Chief Search Questionnaire On-line

The Police Commission has developed a questionnaire regarding its search
for candidates for the next Chief of Police. It is available to
interested parties (including Dept members) and can be found on the
Commission www page, accessed directly at
www.sfgov.org/policecommission. Follow the blue highlighted link on the
page. The questionnaire can be filled out and returned on-line.
The Commission continues to conduct a series of community meetings to
receive commentary and suggestions regarding the executive search for
candidates for Chief of Police.

SFPD Recruitment

Due to budgetary constraints:
The written tests for Police Officer have been cancelled. We anticipate
that the testing program will resume later in Spring 2009. No dates have
been given at this time.

The SFPD Academy is no longer 31 weeks currently the Academy has been
restructured to a 26 weeks program.

Cell Phone Safety

This lady has changed her habit of how she lists her names on her mobile
phone after her handbag was stolen. Her handbag, which contained her
cell phone, credit card, wallet... Etc...was stolen. 20 minutes later
when she called her hubby, from a pay phone telling him what had
happened, hubby says 'I received your text asking about our Pin number
and I replied a little while ago.’ When they rushed down to the bank,
the bank staff told them all the money was already withdrawn. The
thief had actually used the stolen cell phone to text 'hubby' in the
contact list and got hold of the pin number. Within 20 minutes he had
withdrawn all the money from their bank account.

Moral of the lesson: Do not disclose the relationship between you and
the people in your contact list. Avoid using names like Home, Honey,
Hubby, Sweetheart, Dad, Mom, etc...... And very importantly, when
sensitive info is being asked through texts, CONFIRM by calling back!!
Also, when you're being text by friends or family to meet them
somewhere, be sure to call back to confirm that the message came from
them. If you don't reach them, be very careful about going places to
meet 'family and friends' who text you. Along with that if you have an
entry called 'Home' with your actual home phone number it's not too hard
to do a reverse lookup on the
number to find the address. Now the robber has your home number, keys,
AND address.



Join The San Francisco Community Police Academy

The Community Police Academy is a 15-week program that meets once a week
and is designed to inform and teach interested participants various
aspects of municipal policing, including patrol and investigations
procedures, vehicle operations, arrest and control techniques, firearm
procedures and emergency communications.
The Academy’s goals are to develop community awareness through education
and to develop a closer understanding and working relationship between
the San Francisco Police Department and its communities. Members of the
community are encouraged to join and learn about the San Francisco
Police Department. Participants can ask questions and offer comments
within each class. The next class is scheduled to start on February 17,
2009. We now also have a Youth Community Police Academy, geared towards
high school students and will last 10 weeks, starting on March 24, 2009.
The Community Police Academy participants are selected by the program
coordinator after an application process. Enrollment is limited to
twenty-five students per class.

Graffiti Alert:
Day Watch Sgt. Christie is the Graffiti Abatement coordinator. Each
month he collects surveys from the various beat officers to report
graffiti to DPW and our own Graffiti Unit within the police department.

311 Customer Service Center:
What is 311? 311 is a toll free, NON-EMERGENCY phone number that the
public can call to access information about government services. A live
customer service representative will be available 24 hours a day, seven
days a week, and 365 days a year. The service is available to both wired
and wireless customers. Wireless customers should call (415) 701-2311.
311 employees will be able to provide translations services in more than
145 languages and dialects and will employ a diverse staff of customer
service representatives. Additionally, 311 is set up to accept calls
form the hearing impaired by utilizing a TTY System.

Cell phone 911:
How does 911 work on cell phones in San Francisco?
If you are on surface streets in San Francisco and dial 911, your call
will be answered by the San Francisco Department of Emergency Management
Services. Once the San Francisco Department of Emergency Management
Services determines what emergency services are needed, they will then
route your 911 call to the San Francisco Police Department or the San
Francisco Fire Department, including ambulance service.

If you are on a freeway in San Francisco and dial 911, your call will be
answered by either by the San Francisco Department of Emergency
Management Services or the California Highway Patrol Dispatch Center.
Regardless, your 911 call will be routed to the proper emergency agency,
the San Francisco Police Department, the California Highway Patrol, or
the San Francisco Fire Department, including ambulance service.
