Captain’s Comments
Thursday, August 20th 2009
The last few days have seen some good police work being performed by the
Officers of Southern Station. Inspector Danker, of the Robbery Detail,
identified a series of robberies being committed by the same individual
which were occurring in the Southern. Inspector Danker alerted the
station to this. Diligent police work by Officers Perez and Constantine
led to the identification of the predator who was then arrested by
Officer Miranda. This suspect is believed to have
committed five strong arm robberies.
A night time burglar has also been giving the district problems. Two
individuals were caught lowering themselves on ropes through a skylight.
They too are in custody. Being in the right place at the right time is
good too. The other night Officers were flagged down by a victim who
had just been robbed at gunpoint. The Officers saw the suspect vehicle
and gave chase, eventually catching the suspects on Potrero Hill. A hit
and run driver who ran over a pedestrian was caught by alert Officers
who were investigating a previous crime, but saw the wanted vehicle go
by. That criminal is now in custody. I wish this was the case with
every crime but its not. Your Officers are always doing their best to
make it so. In all of these cited cases the department has had help
from the community who provided key information to make the arrests
possible. Here in the Southern we are lucky since the public constantly
steps forward to help. That is why I have a problem when I read in the
papers about a lack of trust between the police and the people we serve.
When shots were fired on Sixth St. the other day, a license plate from
the suspect’s vehicle was supplied by witnesses within minutes to the
Officers on the scene and calls came into the station. With this
continued cooperation things can only get better. Our new Chief of
Police George Gascon also has some great ideas to assist Officers on the
street with crime problems. This Department consistently strives to
improve its services. In the upcoming months you’ll see some different
approaches to on going crime problems and with your help we’ll make it
happen.
The Next Community Meeting will be held on September 9th 2009 at 6:00 PM
at the Old POA Building located at 510 7th St.

Wednesday 7/22/09 7:56 PM 5th St/Folsom St.: Officer Elias and Officer
Kane were on patrol when they observed a wanted suspect. The Officers
took the suspect into custody and he was booked at County Jail 9.
Wednesday 7/22/09 4:43 PM 735 Clementina St.: Officer Elias and Officer
Kane were on patrol when they observed a suspect who had three warrants
totaling over $150,000. The Officers took the suspect into custody
and he was booked at County Jail 9.
Wednesday 7/22/09 11:45 PM 5th St/Stevenson St.: Officer Kane and
Officer Elias were out on patrol again when the decided to check a
homeless encampment for suspect they knew had a NO BAIL warrant for his
arrest. The Officers came in contact with the suspect. A record’s
check confirmed the suspect’s warrant. The suspect was booked at County
Jail 9.
Thursday 7/23/09 1:12 AM 222 8th St.: Officer Rodelas, Officer
O’Connor, Officer Dickson, and Sgt. Espinoza responded to a call of a
vehicle burglary in progress. Sgt. Espinoza arrived on scene and
located the suspect. The suspect was positively identified by a
witness. The suspect was booked at County Jail 9.
Friday 7/31/09 11:08 PM Folsom St/5th St.: Sgt. Espinoza was on patrol
when he observed the suspect attack a citizen crossing the street. Sgt.
Espinoza attempted to detain the suspect who started to fight with him.
Sgt. Espinoza radioed for assistance. Officer Street, Sherry, Payne,
Jou, Kofman and Sgt. Gutierrez arrived on scene and the suspect was
taken into custody. Officers searched incident to arrest and recovered
a crack pipe. The suspect was booked at County Jail 9.
Monday 8/3/09 1:00 PM UN Plaza: Officer Cole, Officer Buhagiar, Officer
Razzak, and Sgt. Yee were conducting a narcotics buy bust operation.
Officer Buhagiar was acting as the decoy Officer. While Officer
Buhagiar was in the area he was approached by the suspect who asked him
if he wanted to buy some “chiba, chiba” (street term for Heroin in
Spanish) Officer Buhagiar agreed to buy the Heroin and gave the suspect
$20.00. The suspect then spat out two balloons of heroin from his mouth
and gave it to Officer Buhagiar. Officer Buhagiar gave the arrest
signal and the suspect was taken into custody without incident. Sgt.
Yee and the Officers recovered the $20.00 bill from the suspect. The
suspect was booked at County Jail 9.
Tuesday 8/4/09 5:15 PM UN Plaza: Lt. Balma was on foot patrol when he
observed the suspect place his right arm around the victim’s head and
neck and rammed his head into a concrete wall. The victim fell to the
ground and the suspect started to go through the victim’s pockets. Lt.
Balma ran over to the area and took the suspect into custody. The
suspect was booked at County Jail 9.
Tuesday 8/4/09 11:35 PM 6th St/Mission St: Sgt. Christ and Sgt.
Bragagnolo observed a vehicle fail to use their turn signal when
changing lanes. The Sergeants effected a traffic stop and made contact
with the driver and three passengers. Sgt. Bragagnolo could smell a
strong odor of alcohol coming from the driver and his speech was very
slurred. Sgt. Bragagnolo had the driver exit the vehicle. Sgt. Christ
observed a clear bottle of alcohol lying on the floor next to the front
seat passenger. Officer Elias and Officer Rodarte responded as back up.
Sgt. Christ had the passenger exit the vehicle. Officer Rodarte asked
the suspect if he was carrying any weapons. The suspect did not respond
to the Officers question. Officer Rodarte checked the suspect and
recovered a fully loaded firearm from his waistband. The passenger
suspect was taken into custody. (A further search of the suspect
recovered 7 pieces of rock cocaine and 4 baggies of ecstasy.) The
suspect was transported to Southern Station.
Officer Cunningham and Officer O’Keefe who were on scene conducted the
DUI investigation of the driver. The driver failed the field sobriety
tests and blew .13 on the breathe test. The suspect was taken to
Mission Station where a blood test was conducted. While the blood test
was being performed the suspect pointed to the Officers and stated,
“It’s because of these guys, we have to carry guns.”
A record’s check of the gun revealed it was stolen out of Sacramento.
Both suspects were booked at County Jail 9.
Tuesday 8/4/09 7:08 PM Natoma St./11th St.: Officer Rodarte and Officer
Elias were dispatched to 1455 Market St. regarding a stabbing. When the
Officers arrived they met with the victim. The victim told the Officers
he was walking down the alley when the suspect yelled “Get out of my
alley.” The suspect then brandished a meat cleaver and swung it at the
victim. The victim received a ½” cut to his left arm. The Officers
searched the area for the suspect to no avail.
Saturday 8/01/09 8:45AM 500 Hyde St: Officers Altorfer, Hodge, and
Toomer were on foot patrol when they observed a male holding a crack
pipe in his hand. The man threw the pipe to the ground along with 3
“rocks” of crack cocaine. They placed him under arrest and checked him
for warrants. They found he had a no bail warrant for parole violation.
He was booked at County Jail 9 with a hold for State Parole.
Saturday 8/01/09 1:20 PM Jones and Market St. :Officers Razzak and
Buhagiar were conducting a narcotics “buy/bust” investigation at
Market and Jones. The officer designated as the “buy” officer walked on
Market St and was approached by a suspect who said “what do you need? “
The buy officer said “weed” and the seller produced a baggie of
suspected marijuana which was exchanged for a $20 bill. The buy
officer notified the backup officer who arrested the seller. The
Officer recognized the seller as someone he arrested for a warrant 3
weeks prior. The reason for the warrant? Failure to appear on a
previous arrest for selling marijuana.
Saturday 8/01/09 2:20 PM 7th and Market St. :Officers Razzak and
Buhagiar were back on the street conducting a narcotics investigation
when they observed a male exchange US currency for a baggie of suspected
marijuana. They arrested both suspects and found the suspected seller
with over $100 in small bills and another baggie of suspected marijuana.
The buyer could not provide identification so he was booked at County
Jail 9 along with the seller.
Sunday 8/02/09 9:30AM UN Plaza: Officers Razzak and Buhagiar were
conducting a narcotics investigation in the area of UN Plaza. The
Officers observed a female give cash to a male, who then spit out a rock
of cocaine into his hand and give it to her. The officers placed the
female under arrest. The Officers walked over to where the suspected
seller was and watched him make another crack cocaine sale to a male.
The Officers placed both suspects under arrest. All 3 suspects were
booked at County Jail 9.
Sunday 8/02/09 11:45AM Market and Eddy: Officers Razzak and Buhagiar
were conducting yet another narcotics investigation when they saw a man
and a woman approach a woman on Market St and give her cash. The woman
spat out 2 rocks of cocaine from her mouth into her hand and gave one to
each of the buyers. The officers arrested all three suspects and
booked them at CJ9.
Sunday 8/02/09 12:44AM 91 6th St: Officers Wilhelm and Funk were on
foot patrol when they observed a male drinking from a 16oz can of beer
in a restaurant that doesn’t sell beer in cans. They went into the
restaurant and the owner asked that they remove the person from the
restaurant. The Officers checked the subject for warrants and
discovered he had over $3,000 in misdemeanor warrants. The Officers
placed him under arrest and searched him. The officers discovered a
baggie containing crystal methamphetamine in his pants pocket. The
subject was booked at County Jail 9 for possession of methamphetamine
and warrants.
Sunday 8/02/09 5:10PM 855 Folsom St : Officers Charanghat and Sherry
responded to a report of an auto burglary on Folsom St. When they
arrived they contacted the victims who said their suitcases and other
property was stolen from their locked car. The Officers and victims
searched the immediate area for their stolen property and located
someone wearing a leather jacket belonging to them. The officers placed
the subject under arrest for possession of stolen property and found a
screwdriver on him along with other possessions from the victim’s cars.
He was found to be on State Parole and also had a crack pipe in his
possession. He was booked at CJ9.
Tuesday 8/4/09 1:45 PM Cyril Magnin and Eddy St.: Officers Balmy and
Bandoni were on foot patrol in the vicinity of Hallidie Plaza when they
observed the suspect lighting a newspaper stand on fire. The Officers
detained the suspect. The Officers recovered a crack pipe and the
lighter she was using to set fire to the newspapers inside the stand.
The suspect was booked at County Jail 9.
Tuesday 8/4/09 12:03 PM 60 Columbia Square: Officer Constantine and Lt.
Mannix were on bicycle patrol when the observed the suspect asleep
inside Victoria Manalo Draves Park. They made contact with the suspect
who stated he was on parole. A search of the suspect revealed two crack
pipes. A record’s check revealed the suspect had a NO BAIL warrant for
his arrest. The suspect was booked at County Jail 9.
Case Follow Up
Friday 2/6/09 9:15 PM 1659 La Salle Ave. Officer Cabuntala and Officer
Thompson responded to the area regarding a robbery. Prior to the
Officers arrival, Officer Jamison had been flagged down by one of the
victims. The victim stated two men had entered the residence, pointed a
gun at them, ordered them to get naked and give them all their money.
The victim stated she was walking into the house when she saw the
suspects with the gun so she fled the house and flagged down Officer
Jamison. (There were four children ages 8, 7, 5 and 4 who were also in
the residence) When Officer Jamison made his was to the above
location, he observed the two suspects running from the house and
jumping into a light blue truck. Officer Jamison pursued the vehicle
onto 101 Northbound where he lost sight of the truck. However seconds
later, Officer Liddicoet observed the vehicle and continued the pursuit
onto the Bay Bridge where Sgt. Espinoza took over the pursuit. Sgt.
Espinoza followed the vehicle onto the streets of Oakland where the
driver of vehicle lost control. Sgt. Christ, Sgt. Espinoza, and several
other SFPD Officers arrived on scene and took the suspects into custody.
A record’s check revealed that one of the suspects was already on
probation for burglary. The suspects were booked at County Jail 9 on
numerous charges!
FOLLOW UP: Charges were dropped because the victim was unavailable.

Join The San Francisco Community Police Academy
The Community Police Academy is a 15-week program that meets once a week
and is designed to inform and teach interested participants various
aspects of municipal policing, including patrol and investigations
procedures, vehicle operations, arrest and control techniques, firearm
procedures and emergency communications.
The Academy’s goals are to develop community awareness through education
and to develop a closer understanding and working relationship between
the San Francisco Police Department and its communities. Members of the
community are encouraged to join and learn about the San Francisco
Police Department. Participants can ask questions and offer comments
within each class. The next class is scheduled to start on February 17,
2009. We now also have a Youth Community Police Academy, geared towards
high school students and will last 10 weeks, starting on March 24, 2009.
The Community Police Academy participants are selected by the program
coordinator after an application process. Enrollment is limited to
twenty-five students per class.

What is 311? 311 is a toll free, NON-EMERGENCY phone number that the
public can call to access information about government services. A live
customer service representative will be available 24 hours a day, seven
days a week, and 365 days a year. The service is available to both wired
and wireless customers. Wireless customers should call
(415) 701-2311.
311 employees will be able to provide translations services in more than
145 languages and dialects and will employ a diverse staff of customer
service representatives. Additionally, 311 is set up to accept calls
form the hearing impaired by utilizing a TTY System.
Cell phone 911:
How does 911 work on cell phones in San Francisco?
If you are on surface streets in San Francisco and dial 911, your call
will be answered by the San Francisco Department of Emergency Management
Services. Once the San Francisco Department of Emergency Management
Services determines what emergency services are needed, they will then
route your 911 call to the San Francisco Police Department or the San
Francisco Fire Department, including ambulance service.
If you are on a freeway in San Francisco and dial 911, your call will be
answered by either by the San Francisco Department of Emergency
Management Services or the California Highway Patrol Dispatch Center.
Regardless, your 911 call will be routed to the proper emergency agency,
the San Francisco Police Department, the California Highway Patrol, or
the San Francisco Fire Department, including ambulance service.
