Captain’s Comments

Summer is just around the corner and that means it is the season for
many special events in the Southern District. The Giants are playing at
ATT Park attracting thousands of fans on a regular basis. The “How
Weird” Street Fair, Up Your Alley Fair (Dore alley), Folsom St Fair,
Pistahan Parade and Festival at Yerba Buena Gardens, Pride Parade,
Israel in the Garden (YBG), 4th of July Firework show, Triathlon on
Treasure Island, Taste of South Beach Festival, Oracle Convention Street
Closure, and Fleet Week are just some of the events scheduled. Each of
these events attracts large crowds. Southern Station Officers
regularly work extra hard during the Summer months to ensure the safety
of City


residents and all the extra visitors attracted to the district by
special events. The resources of the station are strained by all the
extra activity but the officers rise to the occasion every year to
provide a safe environment for residents and visitors. Many of the
officers have to give up their own weekend plans to staff these events.
The officers know it is in their job description to have to adjust their
work schedules and days off with little notice and they do it with
little or no complaint. Southern Station had a very dedicated and
professional group of officers and I commend them for the hard work
they do to keep the public safe.

Tuesday 3/23/10 7:30pm 4th and Townsend St: Officers Forneris and

Madrid were working a plainclothes assignment to suppress auto

burglaries in the area. They observed a man riding a bike the

wrong way on 4th St and looking in windows of parked cars. They

saw him stop at a green mini-van and break the side window and

quickly ride off. Auto burglars will often break a car window,

leave the vehicle, and come back a short time later to steal items

from the car. The Officers detained the 32 year old man. He

turned out to have a no bail Parolee at Large warrant for his

arrest. He had violated his parole for his conviction for

burglary. He was booked for his warrant and his current attempted

burglary.



Tuesday 3/23/10 1600 10 United Nations Plaza: Officers Ruetti,

Smith, and Mlaker were on foot patrol in the area when they

observed a 27 year old man loitering in the area. They saw him

cross Market Street against a red light and detained him. He had

no ID and gave the Officers a false name. Since the Officers

could not identify the man to cite him they placed him under

arrest and transported him to the station. There they

fingerprinted him and found that he was a Parolee at Large with a

no bail warrant. They placed him under arrest for the warrant and

searched him. They found in his pockets, packaged for sales,

Psilocybin Mushrooms, Marijuana, Ecstasy, Percocet, and Valium.

He was booked at County Jail on drug charges and his warrant.



Tuesday 3/23/10 2:45pm 7th and Stevenson: Officers Dong and

Garrett were on bicycle patrol in the area when they observed a 40

year old man drinking from a pint bottle of vodka in the alley.

They detained him and checked him for warrants. They booked him

for his $50,000 warrant for failure to appear on a charge of sales

of narcotics.



Monday 3/29/10 12:15am 4th and Berry: Officers Elias and Kane

stopped by the Central Warrants Bureau and picked up recently

issued Superior Court Warrants. They recognized one individual

upon whom a “No Bail” warrant had been issued for failure to

appear on a narcotics sales court hearing. The Officers developed

information that the 29 year old man was living in a homeless

encampment nearby. The Officers found him there and placed him

under arrest. They booked him at County Jail.



Monday 3/29/10 5:30pm Jessie and Mission St: Officer Dong was on

foot patrol when he was flagged down by an employee of an ice

cream store. She pointed out a 17 year old nearby and said he

tried to steal ice cream from the store. Officer Dong walked over

to talk to the juvenile who took off running. Officer Dong was

able to catch the youth and place him in custody. The juvenile

ran because he was an escapee from a youth juvenile correctional

facility. Officer Dong arrested him and notified the facility.

They sent a juvenile probation officer to take custody of the

youth.



Tuesday 3/30/10 6:30pm 6th and Jessie St: Officers Kerlegan and

and Pedroza were on patrol when they observed a 29 year old male

duck down between two cars. The man appeared to be hiding from

the two officers. They stopped and contacted them man. He said

he was on Parole. The Officers checked him for warrants and found

he had a Parolee at Large “No Bail” warrant for his arrest. They

booked him at County Jail.



Tuesday 3/30/10 11pm 8th, Heron: Officers Madrid, Forneris,

Buhagiar, and Razzak were working a plainclothes detail to

suppress auto burglaries. They observed a 41 year old man and a

61 year old woman casing vehicles. The female was shining a

flashlight into the passenger side windows of cars while the man

followed her. They stopped at a Dodge Charger and the man threw

something through the car window breaking it. The female was

standing by as a lookout. The man reached into the car, cutting

his arm on the broken glass and took several items from the center

console. Both suspects then fled. The Officers chased them and

took both into custody. The male suspect had an Ipod touch, a

charger, cologne, and other items he had taken from the car. He

told the Officers that he didn’t steal anything, that he had just

“found” the items on the ground next to the car. The Officers

pointed out to him that he had broken glass all over him, his arm

was bleeding, and that they SAW him break the window and steal the

items.

The Officers were able to locate the owner of the victim vehicle

at a nearby nightclub. He identified the property taken from the

vehicle as belonging to him. The man was on State Parole for

Burglary. He was on County Felony Probation for a separate

Burglary conviction. The Officers booked him for Burglary, Parole

Violation, Probation Violation and conspiracy. The female suspect

was on Felony Probation for a burglary conviction and also had a

“No Bail” warrant for her arrest for possession of narcotics.



Tuesday 3/30/10 2am 371 10th St: Officers Ocreto and Huang were

on patrol when they were flagged down by a man who said he thought

someone was burglarizing his warehouse where he lives. The

Officers saw a rope from an open 2nd story window. They found the

front door unlocked but blocked from the inside. The Officers

called for additional units and also the fire department for a

ladder to search the premise for a burglar.

Inexplicably the “victim” of the burglary tried to climb into the

warehouse before the Officers conducted a search. They stopped

him from doing so, reminding him that he had asked for their

assistance because they thought a burglar was inside. The

Officers conducted a search of the premise, with the assistance of

a K9 without finding anyone inside the building. HOWEVER,

during their search of the warehouse they saw in plain sight 2

large cargo shipping containers, each 30 feet in length. The

doors were wide open in the containers revealing an elaborate

marijuana growing operation. Over 100 potted marijuana plants

with irrigation systems and thousands of dollars worth of lighting

were in the containers. The Officers found electrical conduit

running from the containers directly to the power pole outside,

bypassing the PG&E meter. The Officers booked the man on

cultivation of marijuana charges at County Jail.



Tuesday 3/30/10 11pm 6th and Mission Streets: Sgt Bragagnolo saw

a vehicle driving on Misson St with no taillights. He stopped the

vehicle to cite the driver. The 20 year old driver’s license was

suspended. He also had a $20,000 warrant for failure to appear on

a DUI charge. He also had a package of cocaine in his wallet, a

package of ecstasy in wallet, a package of cocaine in his pant

pocket, and a vial of cocaine in the glove box of his car. He was

booked for the Narcotics charges and his warrant and his car was

impounded.



Monday 4/5/10 11:30pm 11th and Harrison Streets: Officer Forneris

and Madrid were working a plain clothes detail in the area to

suppress auto burglaries. They observed a 28 year old man looking

into car windows with a flashlight. They saw him swing a spark

plug chip on a string at a car window breaking it. He reached

inside and grabbed an Ipod off the seat and started running. The

Officers took him into custody. They recovered the iPod he stole

and the burglar tool (Spark plug chip) from his pocket. The

Officers located the victim nearby and advised her of the crime

and that the suspect was in custody. The man, who was on parole

for burglary, was booked at County Jail.



Monday 4/5/10 1:30pm Falmouth, Shipley: Officer Griffin was on

bicycle patrol in the area when he observed a 28 year old man

crouching down between two car and smoking crack. He detained the

man who said he was “on the way to his drug diversion meeting”.

He had an No Bail warrant from the US Marshalls service for

possession or narcotics. He was booked at County Jail.



Wednesday 4/7/10 8am 1101 Market St: Officers Young and Lee were

on foot patrol in the area of 7th and Market Streets when they

observed a woman selling a man some pills. They detained both

parties. The 30 year old man told the Officers that the pills in

his possession were his and that he did not by them from the

female. The female said she “gave” the pills to the man because

he looked sick. Prescription drugs are often sold in this area.

The 50 year old woman had $10 (from the recent transaction) and

several prescription bottles of Controlled Drugs in her

possession. They included vicodin, valium, zanax , and Percocet.

They had all been filled 2 days earlier and each had just a few

pills remaining. She was arrested for selling controlled

substances and possession of a crack pipe. The man was arrested

for possession of a controlled substance without a prescription

also violating a court ordered stay away order prohibiting him

from the area of 7th and Market. His 9 inch knife he was carrying

on his belt was confiscated. They were both booked at County

Jail.



Wedenesday 4/7/10 2:15pm 18 7th St: Officer Bautista responded to

a report of a fight at this location. On arrival the fight was

over but one of the parties was still on the scene. The Officer

checked the man for warrants and found that he had a warrant for

failure to appear on a charge of possession of methamphetamine. He

was booked at County

Jail.



Wednesday 4/7/10 5pm 7th, Market: Officer Gonzalez was on foot

patrol in the area when they observed a 32 year old female running

in and out of traffic and almost getting hit by cars. She

returned to the sidewalk on her own where she began yelling at

random passerby and trying to kick them. The Officer detained her

and determined that she was in an “altered mental state”. She was

taken to SF General Hospital for a mental health evaluation.



Wednesday 4/7/10 5pm 6th and Natoma: Officers Razzak, Buhagiar,

and Yick were in plain clothes when they observed a group of young

men on the corner playing dice. This group is here loitering

regularly and they call themselves the “6th Street Hustle Boys”.

The Officers observed a hand to hand narcotics transaction between

a 20 year old member of the group and an older man. The older man

exchanged $100 for 2 grams of methamphetamine. The Officers

detained both men. The seller is on felony probation for sales of

narcotics, the buyer is on felony probation for possession of

narcotics. Both were booked at County Jail.



Wednesday 4/7/10 7:15pm 6th, Mission: Officers Pedroza and

Kerlegan where on patrol when they saw a man they knew was wanted

for burglary. The 37 year old man had recently been videotaped

stealing a bicycle out of a garage and punching a security guard

that had tried to stop him. The Officers detained him. They

found he was on Felony Probation for Burglary and had 12 prior

arrests for theft, grand theft, and burglary. The Officers

searched him and found several burglar tools in his possession and

also a pair of brass knuckles. He was booked at

County Jail for possession of the brass knuckles and burglar tools

and also probation violation.



Thursday 4/8/10 1:45am 1170 Howard St: Officer Kerlegan and

Pedroza were dispatched to a report of a “tagger” in the area

spray painting buildings. The Officers found and detained a 19 yr

old from Newport Beach who had 4 cans of spray paint in his

backpack and paint on his hands. He admitted spraying one

building but denied tagging the 5 other buildings with similar

fresh graffiti on them. He was cited for vandalism and given a

court date.



Friday 4/9/10 6:40am 1035 Mission St: Officer Perez was on patrol

when he saw a 35 yr old man he recognized from a wanted flier. He

was wanted for Burglary on a “No Bail” warrant. Officer Perez

arrested him and found a pair of vise grip pliers in his backpack.

Vise grip pliers are a common tool used by burglars to gain entry

to locked buildings and storage containers. The man was booked

for his warrant and possession of burglar tools.



Friday 4/9/10 9:40am 1751 Market St: Officer Choi responded to a

report of a homeless man taking all the free newspapers from news

racks in the area and throwing them all over the street. The

citizen said this man had done this several days in a row. The

Officer contacted the man who denied throwing the papers all over.

He checked the man for warrants and found he had a “No Bail”

warrant for his arrest for Burglary. He booked the man at County

Jail.



Sat 4/10/10 9:15pm 24 Willie Mays Plaza: Several Officers

responded to a fight at ATT Park during a Giants game. Two groups

totaling about 25 people were in a heated verbal altercation. The

first Officers on the scene ordered the groups to disperse which

they mostly did. But of course there is one in every crowd and

this was no exception. A 22 year old male, 6-2 200 pounds and

highly intoxicated charged into the group and incited a wild melee

that ended up with 3 Officers injured and 2 people, including the

instigator, going to jail for assaulting police. To add insult

to injury, the Giant’s lost for the first time all year.



Sunday 4/11/10 2:20am 2nd and Natoma: Several Officers from

Southern Station responded to reports of shots fired in this area.

There are several parking lots adjacent to night clubs in this

area. When the Officers arrived they found 4 people with gunshot

wounds and over one hundred people milling around. The Officers

secured the scene and located 4 gunshot victims. All had serious

gunshot wounds, one of them a fatality, shot in the head. An

automatic pistol was found on the scene and indications that at

least 2 weapons were involved. Witnesses gave descriptions of 2

vehicles fleeing the scene of the shooting, one with 4 or 5 males

in it.

Officers patrolling in the area of Westpoint and Middlepoint

Streets located a possible suspect vehicle parked nearby with

several men standing around it. The Officers were able to detain

several of the men for questioning about the shooting. They were

all tested for gunshot residue on their hands. One was arrested

for possession of Narcotics and probation violation. At this time

there is no one in custody for the shooting.



Sunday 4/11/10 5:20pm Powell and Market: Officer Borromeo

observed a 42 year old man loitering near the ATM machine at this

location. He saw the man check the ATM machine for receipts or

forgotten ATM cards after every customer used them. The Officer

was very familiar with this subject who is a chronic problem at

the Cable Car Turnaround. The Officer contacted the man and found

he had several outstanding warrants for his arrest for a variety

of charges including burglary, possession of a crack pipe,

threats, violating stay away orders, and delaying police. He was

booked at County Jail.



Monday 4/12/10 11:45am 716 3rd St: Officer Cunningham responded to

a report of a robbery. Several citizens had called the police

reporting that a man had robbed a female of her Ipod and run away.

The Officer located the suspect who was out of breath from

running. He located an Ipod on the person. Witnesses were

contacted who identified the suspect. Unfortunately the victim

could not be found. The suspect did have a felony no bail warrant

for burglary and was booked at County Jail. The Ipod was booked

into evidence along with the clothing of the suspect in case the

victim contacted the police.



Tuesday 4/13/10 12:15am 1550 Howard: Officers Forneris, Madrid,

and Razzak were woking a plain clothes assignment to suppress

auto burglaries. They observed a 36 year old man casing vehicles

and stop at a Toyota Pickup Truck. The man jumped in the back of

the truck, pried open the rear window, slide into the truck and

unlock the passenger door. The man then returned to the sidewalk

and opened the passenger door and ransacked the vehicle. He took

an Ipod and a video game from the vehicle. The Officers detained

the man and asked if the truck was his. The man said the truck

wasn’t his, that he was walking down the street and saw the car

door open and stolen items just laying on the sidewalk. He was

booked at County Jail for burglary.



Tuesday 4/13/10 11:45 pm 39th, Ortega: Officers Pedroza and

Kerlegan were dispatched to this location in the Taraval District

on a station assignment. On arrival they noticed a truck at the

curb with the passenger door open. They noticed a pair of feet

sticking out of the vehicle. They quietly approached the person

in the truck. The asked the man what he was doing he ignored

them. What he was doing was pulling and clipping the wires from

the steering column in an attempt to hotwire and steal the truck.

They again asked what he was doing and without turning to look at

the Officers the suspect asked to borrow a flashlight. The

Officers identified themselves and told the man to get out of the

truck. He refused. The Officers located the owner of the truck

nearby who said he had no idea who the person in his truck was.

The Officers arrested the 37 year old man for attempted auto

theft. Even with the actual owner of the vehicle on the scene the

suspect kept insisting that the truck belonged to him. He was

booked for attempted auto theft, possession of burglary tools, and

auto burglary.



Thursday 4/15/10 11:20am 144 6th St: Officers Hodge and Wong

responded to this location on a report of a man selling drugs.

They saw a man leaning against a fence for a while who fit the

description of the suspect. The Officers contacted the man and

checked his ID. They ran a warrants check on him and found he had

a court ordered stay away order for the very same address due to a

previous narcotics conviction. They placed the 57 year old man

under arrest for the violation of the court order. They searched

him before transporting him to jail and found over 100

individually wrapped rocks of cocaine in his pockets. He was

booked at County Jail for possession of narcotics for sales and

for violating the stay away order.



Friday 4/16/10 9:45am 100 Jones St: Officers Wilhelm and Funk were

on foot patrol in the area when they saw a 54 year old man holding

out a baggie of marijuana to a female. The Officers contacted the

man and who identified himself with his State Parole ID card.

They checked him for warrants and found he had a No Bail warrant

for parole violation. They booked him at County Jail.



Sunday 4/18/10 9:45pm 101 6th St: Sgt Franco was on patrol on 6th

Street when she was flagged down by citizen. The man told her he

had just seen a man pointing a gun at a police officer across the

street. He told the Sgt that the man took a two handed stance and

pointed a black gun directly at the Officer who was writing a

traffic citation. He said the man with the gun saw that he was

looking at him and tried to put the gun in his waistband but

dropped it on the ground. He then picked it up and put it in his

pocket. While the witness was telling the Sgt about the incident

he saw the man again and pointed him out. The Sgt and other

Officers quickly took him into custody. They recovered a very

real looking plastic gun from the man. They questioned him about

pointing it at police officers and he admitted that he did. He

provide no reason on why he pointed the fake gun at officers. He

was booked at County Jail for exhibiting an imitation firearm and

assorted warrants.



Saturday 4/17/10 12 Noon 181 3rd St: Sgt Fraser and several other

Officers responded to the W Hotel. A room cleaner had reported to

security that she found an alarmingly large amount of blood in the

room, in the bed, on the walls, and in the bathroom. The Officers

did a sweep of the room finding no one inside. They contacted the

front desk and found who was staying in the room previously and

attempted to contact him. The man who was registered there was

from Arizona so a request was sent to Phoenix PD to do a well

being check on the man. Phoenix PD contacted him and found him OK

except for a large gash on his arm that had been recently stitched

up. The man told Phoenix PD that he was staying at the W and was

in the bar and became very intoxicated. He went back to his room

where he fell down and cut his arm on a vase. He said he didn’t

think it was too bad so he went to sleep. He apparently checked

out the next morning without mentioning to anyone that he bled all

over the room from a self inflicted injury. He told the Phoenix

Officer that he had his arm stitched up at Peninsula Hospital

before his flight home. He said the reason he had it stitched up

before his flight was that the airline refused to allow him to

board the plane with an untreated bleeding gash on his arm. His

story was verified through the airlines and Peninsula hospital and

huge bar bill from the W the night before.



Monday 4/19/10 10pm Larkin and Ellis: Several Officers from

Southern Station were conducting a buy/bust narcotics operation.

With information developed from sources, one of the Officers

approached a 54 yr old woman and asked her for “a hundred” street

slang for $100 worth of heroin. The woman furnished the drugs to

the Officer and took the marked money in exchange. The support

team came in and made the arrest, recovering the marked money used

to make the buy. The woman was booked for Sales of Heroin.



Tuesday 4/20/10 10am O’Farrell and Stockton: Sgt O’Mahony was

working foot patrol in the area when he boarded an inbound #38

Geary Muni Bus. He walked toward the back where he interrupted 2

teenagers tagging the bus with “Sharpie” Pens. There were

extensive fresh tags on the back of the bus, the ceiling and the

windows. The two juveniles immediately fled from the bus when

they saw the Sgt walking toward him. Sgt O’Mahonoy requested

assistance from other Officers who were able to catch one of the

suspects. The 16 old had sharpie pens in his pant pocket that

matched the tags on the bus. He also had sandpaper in his

backpack that he had used to scratch graffiti on the bus windows.

He was arrested for felony vandalism. He admitted to the tagging

and scratching the windows. He has two previous arrests for

felony vandalism.



Wednesday 4/21/10 9:45am 7th and Stevenson: Two squads of Foot

Beat Officers were deployed on a sting operation to combat the

chronic problem of people buying and selling stolen property in

the area of UN Plaza. An undercover Officer was carrying a

“stolen” laptop under his jacket. The laptop was visible under

the jacket he was carrying. Three men in their early 30’s

approached the Officer and offered to buy the computer. They

buyer insisted on walking around the corner where the surveillance

camera from the Federal Building couldn’t see them. They haggled

for a while over the price of the MacBookPro which the Officer

told the suspect he had just stolen. They finally agreed on a

price of $300. They exchanged the cash for the computer and went

their separate ways. The watching Officers arrested the 3 men and

recovered the computer. The men were booked for possession of

stolen property and conspiracy. One of the men was also charge

with probation violation since he was on felony probation for

robbery.











CASE FOLLOWUPS



On 1/24/10 at 12:30am Officers arrested a 30 year old man for

assault with a deadly weapon. This was the result of an argument

in a bar at 46 Minna St. The suspect smashed a bar glass in the

face of 25 year old man opening a large cut on his face. The

suspect had a preliminary hearing on 4/13/10 and was held to

answer on a felony charge of assault with a deadly weapon. His

next court date is 4/28/10. He is currently out of custody on

bail



On 12/15/09 at 2:30 am there was a large fight outside the

Mezzanine Nightclub on Jessie Street. Police Officers attempted

to arrest one very intoxicated person who was starting fights with

anyone he could. During the arrest the 37 year old man punched

and kicked one of the Officers. He was booked for assaulting a

police officer. He is currently in custody and waiting trial on

6/2/10.



On 12/12/09 there were a fight and robbery reported at the club

“1015 Folsom” 2 men and 2 women assaulted and robbed two other

women on the dance floor. The four were arrested in front of the

club. While handcuffed in front of the club, one of the arrested

women headbutted one of the victims who was telling the police

what had happened in the club. The four suspects from Vallejo,

Susuin, and Fairfield, all in their 20’s, are free on bail or

their promise to appear at their preliminary hearing on 5/5/10



On 11/11/08 a 49 year old man punched and robbed a teenage girl
waiting for a bus at 8th and Market St. Southern Station Officers

quickly tracked down the suspect and arrested him. The man was

recently sentenced to 2 years in State Prison for robbery.



On 2/25/10 at 6am a 32 year old women was walking to work from

CalTrain. When she was at 7th and Townsend a 56 year old man

punched her in the face knocking her to the ground. She broke her

tailbone when she hit the sidewalk, an extraordinarily painful

injury. The suspect tried to take the victim’s purse from her

shoulder while she was on the ground. He was chased off by a

security guard. A very alert Off Duty police officer saw the

suspect running and took him into custody. As with most street

robberies this was a very cowardly act. The suspect was 6-1 200

pounds and the victim 5-3 115 pounds. When the suspect was

arraigned on the felony robbery charge his attorney claimed that

due to mental illness the suspect was not competent to stand trial

and requested a mental evaluation. On 4/19/10 the Court received

the report finding the suspect competent to stand trial. His

preliminary hearing is set for 4/26. The suspect has been in

custody since the robbery on $75,000 bail.

The SFPD recognizes that this goal can only be achieved by leadership at
the neighborhood level. Each day new strategies and initiatives are
being developed that empower communities - a great way to learn about
them is by attending the Neighborhood Empowerment Network’s 2010 Clean
and Green Summit on Saturday, May 8th in the Mission District.
This all day event features
Great Workshops - Featuring service providers and community leaders who
will share their experiences and offer valuable insights on how to
overcome barriers to success. Workshops will include “Demystifying the
community challenge grant process” and “How to green your neighborhood’s
open spaces – Pavement to Parks and Street Parks”. Check out the
complete list of workshops on the Events page at www.empowersf.org.

The NEN Resource Fair – Always a NEN favorite, the Resource Fair will
feature organizations such as: BeeCause, Friends of the Urban Forest,
Neighborhood Fruit, GraffitiWatch, The PUC, Dept. of the Environment,
Garden for the Environment, The Parks Trust, The Neighborhood Parks
Council, 311 and more…

Walking Tour of the Mission – The Mission neighborhood, which surrounds
the Summit, has an amazing collection of community led clean and green
projects. The Tour will visit the local community garden, the
“Greenest” house in San Francisco, the famous Balmy alley, and we’ll
check out the latest in permeable landscaping strategies.

Community Court

Community Court is a restorative justice program that addresses
misdemeanor crimes which occur in your neighborhood. As a panelist, you
have a unique opportunity to hear offenses that impact your quality of
life, determine its consequences, and figure out how best to resolve it

offer any more written examinations between August 2009 and December
2009.



SFPD Police Internship Program


SFPD offers unpaid college internships for students who are interested
in exploring career options within law enforcement. Orientation for this
program takes place three times a year: June (for summer semester),
August (for fall semester) and February (for spring semester).

SFPD is seeking Police Officers with valid POST certificates and 2 years
of current active patrol experience to consider joining the premier law

Join The San Francisco Community Police Academy

The Community Police Academy is a 15-week program that meets once a week
and is designed to inform and teach interested participants various
aspects of municipal policing, including patrol and investigations
procedures, vehicle operations, arrest and control techniques, firearm
procedures and emergency communications.
The Academy’s goals are to develop community awareness through education
and to develop a closer understanding and working relationship between
the San Francisco Police Department and its communities. Members of the
community are encouraged to join and learn about the San Francisco
Police Department. Participants can ask questions and offer comments
within each class. The next class is scheduled to start on February 17,
2009. We now also have a Youth Community Police Academy, geared towards
high school students and will last 10 weeks, starting on March 24, 2009.
The Community Police Academy participants are selected by the program
coordinator after an application process. Enrollment is limited to
twenty-five students per class.

311 Customer Service Center:
What is 311? 311 is a toll free, NON-EMERGENCY phone number that the
public can call to access information about government services. A live
customer service representative will be available 24 hours a day, seven
days a week, and 365 days a year. The service is available to both wired
and wireless customers. Wireless customers should call (415) 701-2311.
311 employees will be able to provide translations services in more than
145 languages and dialects and will employ a diverse staff of customer
service representatives. Additionally, 311 is set up to accept calls
form the hearing impaired by utilizing a TTY System.

*311 will also take police reports if you DO NOT have any suspect
description and the crime is not in progress. After meeting these
conditions these are the reports 311 will take: Harassing phone calls,
vehicle break in, vehicle tampering, lost property, theft, and
vandalism/graffiti reports.

Cell phone 911:
How does 911 work on cell phones in San Francisco?
If you are on surface streets in San Francisco and dial 911, your call
will be answered by the San Francisco Department of Emergency Management
Services. Once the San Francisco Department of Emergency Management
Services determines what emergency services are needed, they will then
route your 911 call to the San Francisco Police Department or the San
Francisco Fire Department, including ambulance service.

If you are on a freeway in San Francisco and dial 911, your call will be
answered by either by the San Francisco Department of Emergency
Management Services or the California Highway Patrol Dispatch Center.
Regardless, your 911 call will be routed to the proper emergency agency,
the San Francisco Police Department, the California Highway Patrol, or
the San Francisco Fire Department, including ambulance service.
