Captain’s Comments

Friday July 31st 2009


Last week an incident was in the news that occurred back east. It

brought to mind advice my parents had given me when growing up. My

parents advised that if I was ever stopped by the Police to do exactly

as they told me. That advice served me well. When I was a young man a

couple of times I found myself in the wrong place at the wrong time.

When questioned by the police I cooperated. I watched my compatriots

not cooperate and pay a price for it. As I grew up and became a

Police Officer I realized how wise my parents were. I learned that when

a citizen gets stopped or detained by the police they are not privy to

all the information the police have. Sometimes an officer is handling a

critical situation and doesn’t have time to fully explain the

situation to you. There are many reasons why an officer might be

abrupt with you. You may not appreciate the way the officer speaks to

you but the best way to handle the situation is to fully cooperate with

the Officer. When the situation is resolved and you feel that the

Officer did something offensive or wrong bring it to a police

supervisor’s attention. If after an explanation you aren’t satisfied,

you can make a formal complaint. Arguing with or refusing to cooperate

with an officer in a critical situation can lead to a detention or

arrest and a huge inconvenience.

Arrest Log

Sunday 7/5/09 11:00 PM 399 4th St.: Officer Kugler and Officer Spears
were dispatched to a call of a person making threats. An employee of
the store stated he was getting phone calls from another employee
stating he would shoot their boss and anybody else in the store if he
got fired. The suspect left numerous voicemails stating this. In the
past the suspect had showed the employee a gun that he carried in his
backpack. The suspect was taken into custody and booked at County Jail
9.

Monday 7/6/09 11:45 AM 6th St/Natoma St.: Officer Constantine responded
to a call of victim who stated he saw the suspect who had robbed him on
June 24th 2009. When Officer Constantine arrived on scene he detained
the suspect. The suspect was booked at County Jail 9.

Wednesday 7/8/09 3:55 PM 85 6th St.: Sgt. Yee was on foot patrol when
he observed the suspect coming out of the Philippine Senior Center.
Sgt. Yee detained the suspect who was under the influence of narcotics.
Sgt. Yee recovered a bag of methamphetamine from his left pants pocket.
The suspect was booked at County Jail 9.

Friday 7/10/09 8:20 AM Minna St./6th St.: Officer Young and Officer Lee
were on foot patrol when they made contact with the suspect. A record’s
check revealed the suspect had a NO BAIL warrant for his arrest. The
suspect was booked at County Jail 9.

Friday 7/10/09 10:24 PM 2nd St/Bryant St.: Officer Forneris and Officer
Madrid were dispatched to a call of vehicle break in. The Officers
detained a suspect who matched the description given by the victims.
The Officers recovered all the stolen items and the suspect was booked
at County Jail 9.

Friday 7/10/09 7:50 PM 9th St/Market St.: Officer Festa and Officer
Poggio were on foot patrol at 8th and Market St. when they heard gun
shots coming from 9th and Market St. The Officers responded to the area
and located the crime scene. The Officers along with numerous other
Officers detained 17 suspects. One of the suspects was detained when he
entered SFGH to be treated for a gun shot wound. Another suspect was
detained while trying to run through the BART Station. The suspect who
was taken into custody in the BART Station was carrying a loaded
firearm. The two suspects were positively identified by two witnesses.
The two suspects were booked at County Jail 9.

Saturday 7/11/09 6:07 PM 150 Division St.: Officer Kane and Officer
Auyoung were on patrol when they received a hit on their Lojack monitor
that a stolen vehicle was near. Officer Griffin and Officer Bowman also
responded to the scene. The Officers located the stolen vehicle and
effected a felony traffic stop. The Officers made contact with the
driver and the passenger. A records check revealed the driver had a
warrant for her arrest AND was driving without a valid license. The
driver was booked at County Jail 9 and the passenger was cited for
possession of marijuana.

Saturday 7/11/09 9:45 PM 6th St/Howard St.: Sgt. Bragagnolo and Sgt.
Christ were on patrol when they observed a vehicle nearly hit a cyclist.
The sergeants effected a traffic stop and made contact with the
occupants. The Sergeants could smell a strong odor of marijuana coming
from the vehicle. When the sergeants searched the occupants and the
vehicle, they found a bag of marijuana and a LOADED Firearm. All four
occupants were booked at County Jail 9. The three male suspects were
from Oakland and the female suspect was from San Francisco.

Saturday 7/11/09 7:41 AM Mission St/7th St.: Officer Young, Officer
Pon, and Officer Morales were on foot patrol when they observed a male
drinking a beer. The Officers made contact with the suspect. The
suspect had no identification and gave the Officers a false name.
During a search the Officers recovered adult pornographic material, a
crack pipe, and wallet belonging to someone else. The Officers were
able to positively identify the suspect who was a sex registrant who was
also OUT of compliance with his registration. The suspect was booked at
County Jail 9.

Tuesday 7/21/09 12:01 PM 759 Natoma St.: Officer Garcia-Morales and
Officer Pon were on patrol when they observed a verbal fight between two
people. The Officers detained the two people. A record’s check
revealed one of the suspects had a NO Bail warrant out of Oakland. The
suspect was booked at County Jail 9.

Saturday 7/25/09 1:40 AM Lapu Lapu/Harrison St. Officer Dickson and
Officer O’Connor were dispatched to a call of a stabbing. When the
Officers arrived, Reserve Officer Martinez, Cariffe, and Ashton already
had the suspect detained. The suspect was arguing with his girlfriend
inside the BOSS nightclub. The security for the nightclub asked the
suspect to leave. The security escorted the suspect out the back door.
Once outside the suspect pulled out a knife. The suspect stated, “I’m
from Oakland, I’m going to open you up.” The suspect then cut the
security guard with the knife on his left hand. The suspect was
booked at County Jail 9.

Sunday 7/26/09 2:58 AM 1077 Market St: Officer Payne, Officer Campbell,
Officer Pedroza, Officer Gonzalez, Sgt. Christ were dispatched to a call
of a man with a gun. The Officers spoke to the reportee who stated a
man entered the Market Street Cinema and showed him a gun in his waist
band. The Officers entered the Cinema and detained the suspect who was
indeed carrying a loaded handgun. (And the gun had a bullet in the
chamber!) The suspect stated, “There is a good reason why I have that!”
A record’s check revealed the suspect had been arrested before in Contra
Costa County on gun charges. The suspect was booked at County Jail 9.

Tuesday 7/28/09 1:49AM 6th/Minna: Sgt. Christ and Sgt. Bragagnolo were
on patrol when they observed a male acting suspicious. The sergeants
detained the suspect and recovered a hypodermic needle and baggie
containing methamphetamine. The suspect was booked at County Jail 9.



Case Follow Up

Thursday 3/4/09 1:40 PM 6th St/Natoma St. Lt. Flynn, Officers Healy,

Wong, Razzak, Buhagiar, Cueba, Canton, Perez, and Bryant were conducting

a Robbery Abatement Operation in the area. Officer Healy was the decoy

Officer. The suspect approached Officer Healy and asked him for a

cigarette. Officer Healy handed the suspect a cigarette. The suspect

then said, “hey what’s that?” Officer Healy looked at the direction the

suspect was pointing. The suspect then grabbed the Marked City Funds

(US Currency) out of Officer Healy’s shirt pocket. The Officers arrived

on scene and arrested the suspect. The suspect was booked at County

Jail 9.



Follow up: The suspect pled guilty to all charges. However, when the

suspect was supposed to show up for court to hear his sentence, he

didn’t. A warrant has been issued for his.


Thursday 3/4/09 2:10 PM Tehama St./6th St.: Lt. Flynn, Officers Healy,

Wong, Razzak, Buhagiar, Cueba, Canton, Perez, and Bryant were again

conducting a Robbery Abatement Team on 6th St. Officer Healy was the

decoy Officer and all the other above Officers were the arrest team.

Officer Healy was supplied with Marked City Funds (MCF) of US Currency.




Officer Healy was walking n/b on 6th St. when the suspect asked him for

a cigarette. Officer Healy gave the suspect one. The suspect asked

Officer Healy to join him for a can a beer around the corner. Once they

got into the alley Officer Healy pretended he had to urinate behind a

parked car. The suspect then reached over Officer Healy’s left shoulder

and took out the marked city funds which were protruding from his left

breast shirt pocket. Officer Healy asked the suspect for the money back

but the suspect refused. The signal was given and the arrest team took

the suspect into custody and recovered the marked city funds. The

suspect was booked at County Jail 9.



FOLLOW UP: The suspect pled guilty and received a sentence of 57 days in

jail and 3 years of probation.

SFPD Recruitment


Due to budget challenges, it was determined that The Exams Unit will not
offer any more written examinations between August 2009 and December
2009.



SFPD Police Internship Program


SFPD offers unpaid college internships for students who are interested
in exploring career options within law enforcement. Orientation for this
program takes place three times a year: June (for summer semester),
August (for fall semester) and February (for spring semester).

Join The San Francisco Community Police Academy

The Community Police Academy is a 15-week program that meets once a week
and is designed to inform and teach interested participants various
aspects of municipal policing, including patrol and investigations
procedures, vehicle operations, arrest and control techniques, firearm
procedures and emergency communications.
The Academy’s goals are to develop community awareness through education
and to develop a closer understanding and working relationship between
the San Francisco Police Department and its communities. Members of the
community are encouraged to join and learn about the San Francisco
Police Department. Participants can ask questions and offer comments
within each class. The next class is scheduled to start on February 17,
2009. We now also have a Youth Community Police Academy, geared towards
high school students and will last 10 weeks, starting on March 24, 2009.
The Community Police Academy participants are selected by the program
coordinator after an application process. Enrollment is limited to
twenty-five students per class.

311 Customer Service Center:
What is 311? 311 is a toll free, NON-EMERGENCY phone number that the
public can call to access information about government services. A live
customer service representative will be available 24 hours a day, seven
days a week, and 365 days a year. The service is available to both wired
and wireless customers. Wireless customers should call (415) 701-2311.
311 employees will be able to provide translations services in more than
145 languages and dialects and will employ a diverse staff of customer
service representatives. Additionally, 311 is set up to accept calls
form the hearing impaired by utilizing a TTY System.

Cell phone 911:
How does 911 work on cell phones in San Francisco?
If you are on surface streets in San Francisco and dial 911, your call
will be answered by the San Francisco Department of Emergency Management
Services. Once the San Francisco Department of Emergency Management
Services determines what emergency services are needed, they will then
route your 911 call to the San Francisco Police Department or the San
Francisco Fire Department, including ambulance service.

If you are on a freeway in San Francisco and dial 911, your call will be
answered by either by the San Francisco Department of Emergency
Management Services or the California Highway Patrol Dispatch Center.
Regardless, your 911 call will be routed to the proper emergency agency,
the San Francisco Police Department, the California Highway Patrol, or
the San Francisco Fire Department, including ambulance service.
