Captain’s Comments
Friday July 24th 2009
Homicides are down in the City by 52% and crime is down in almost every
category! In the summer, with a recession in progress this is quite an
accomplishment. What is the reason for all this? The Department is
staffed better then it has been in a number of years, new programs such
as zone enforcement have been implemented, and the District Attorney is
prosecuting crimes that the previous District Attorney wouldn’t and the
Community is engaged. All of this assisted with this trend. We’ll make
sure it continues. Please find an attachment you can
download for more information.
The “Up Your Alley” Street Fair is coming up and there has been concern
that the Police Department is trying run rough shod over it. This is
not the case. I have met with the event organizers and we are all in
agreement that certain standards need to be met just as in the Bay to
Breakers. We worked out a new security plan that only effects those who
won’t abide by the law. The volunteers who staff this fair are very
sure this event will still reflect the community and be orderly. Recent
events have gone without major incidents in the Southern District. The
Warp Tour, Kenny Chesney Concert, TI Triathlon, etc. and that has a lot
to do with the Officers who comprise my staff here at Southern Station.
Many hours go into event planning, permit operations, and many behind
the scenes activities that are not glamorous or fun. Sgt. Knight and
her staff of Officers Glaser, Kelly, Leonard, and Buckner deserve a lot
of credit for the work they perform.

Arrest Log
Monday 6/22/09 12:47AM 1500 Block of Howard St.: Officer Reyes and
Officer Marquez responded to a call of domestic violence. Officer
Canning, Officer Anderson, Officer Payne, and Officer Dickson also
responded to the scene. When the Officers arrived they could hear
arguing between a male and a female inside the room. Both parties
refused to open the door. Officer Dickson told Officer Reyes that she
had responded to this apartment before on a domestic violence incident.
Officer Anderson kicked open the apartment door. The Officers found the
victim and the suspect who appeared to be under the influence of alcohol
inside the apartment. Neither the suspect nor the victim had any
visible injuries. A record’s check of the suspect and the victim
revealed there had been a restraining order issued that the suspect was
not allowed to come within 150 feet of the victim. The suspect was
booked at County Jail 9.
Wednesday 6/24/09 2:38 AM 12th/Stevenson St.: Officer Snyder and
Officer Pedroza were on patrol when they were dispatched to a call of a
robbery. When they arrived they spoke to the victim who stated he was
walking on 12th St. at Stevenson when two suspects approached him. One
of the suspects told the victim that he had just been released from
prison and needed a couple of dollars. The victim reached into his
pants pocket to give him a couple of dollar bills when all of a sudden
one of the suspects punched the victim in the face. The victim fell
back and both of the suspects jumped on top of him and started to punch
him. The suspects grabbed the victim’s money and took off running until
Sgt. Christ detained both of them. A search of one of the suspects
revealed he had three pieces of rock cocaine. Both suspects were booked
at County Jail 9
Wednesday 6/24/09 11:08 AM 6th St/Howard St.: Officer Holder was on
patrol when he received an alert-hit on his computer monitor from a
license plate camera reader. The monitor indicated a stolen vehicle.
The vehicle was traveling in front of Officer Holder’s vehicle. Officer
Constantine was in the area conducting an unrelated investigation when
he heard Officer Holder’s report of the stolen vehicle. Officer Holder
and Officer Constantine conducted a traffic stop on the stolen vehicle
and took the suspect into custody. The suspect was booked at County
Jail 9.
Thursday 6/25/09 11:00 PM Lapu Lapu/Harrison St: Officer Leung
responded to the area on a report of a citizen holding a prisoner. When
he arrived other Southern Units were on scene and had the suspect
detained. The victim stated she and her friend were at City Nights.
When they returned to their parked car she observed her purse was
stolen. The victim called her cell phone and the suspect picked it up.
The victim told the suspect she would give him $500.00 if he would
return her purse. The suspect agreed to meet her and showed the victim
her purse. The victim and suspect argued until the Police arrived on
scene. The Officers recovered the victims debit card, passport and cell
phone from the suspect. Simultaneously Officer Lozano and Officer
Tapang had affected a traffic stop and made contact with another
suspect. As the Officer made their approach on the vehicle they
observed numerous purses and wallets and one debit card belonging to
Officer Leung’s victim. When the Officers contacted some of the other
victims they stated that their vehicles were broken into on Lapu Lapu
and their belongings were stolen. Both suspects were booked at County
Jail 9.
Friday 6/26/09 1:45 PM 660 3rd St. Officer Giles and Officer Shangaran
were dispatched to a call of a burglary. When the Officers arrived they
observed two men holding down the suspect. One of the men had witnessed
the suspect break the front window of a vehicle, take a black bag and
flee on a bicycle. The witness gave chase to the suspect and grabbed
him off his bicycle and held him down. Another witness also helped hold
the suspect down. The owner of the vehicle responded to the scene and
identified the bag as his. During a search of the suspect Officer
Shangran recovered heroin from the suspect and Officer Giles recovered
approximately 20 hypodermic needles from the suspect’s pocket. A
records check revealed the suspect was on active parole and had an
outstanding warrant for his arrest. The suspect was booked at County
Jail 9.
Saturday 6/27/09 1:18 PM 799 Market St.: Officer Pon was working at 799
Market St. when an unknown male approached him to tell him two males
had just offered to sell him mushrooms. Officer Pon walked to the area
and detained the two suspects. Officer Pon recovered 54 stems of
mushrooms, a glass pipe containing marijuana, and plastic baggies. The
suspect was booked at County Jail 9. The other suspect was detained and
released from the scene.
Saturday 6/27/09 10:58 PM 177 Fremont St.: Officer Payne, Officer
Leung, Officer Campbell and Officer McKelley were on patrol when they
were dispatched to a burglar alarm. Officer Campbell and Officer Payne
entered the building and found the suspect hiding. Officer Campbell
told the suspect to get on the ground. While the suspect was getting on
the ground, he was still on the phone and said, “Yeah boo, they got me.”
The suspect was taken into custody and a screwdriver was recovered from
his rear pants pocket. The Officers found pry marks on the front door
and a bag stuffed with 8 lap tops. A record’s check revealed the
suspect was on active Parole. The suspect was booked at County Jail 9.
Sunday 6/28/09 3:06 AM Jessie/6th St.: Officer Palladino and Officer
Edison were dispatched to vehicle break in. The Officers spoke to the
victim who stated he saw the suspect break into the vehicle. The
Officers broadcasted the description of the suspect and Sgt. Espinoza
and Sgt. Bragagnolo located and detained him. Sgt. Bragagnolo recovered
a flashlight and I-phone charger which the victim identified as hers,
lorazapam, clonazapam, and a two crack pipes. A record’s check
revealed the suspect had been arrested numerous times for auto burglary.
The suspect was booked at County Jail 9.
Sunday 6/28/09 7:13 PM 1360 Harrison St.: Officer Sherry and Officer
Street were on patrol when they heard a vehicle alarm go off. The
Officers also observed the suspect peaking over the passenger side of
the window. When the Officers tried to detain the suspect he fled on
his bicycle. Officer Sherry gave chase on foot, while Officer Street
followed the suspect in the patrol vehicle. Officer Sherry was able to
grab the suspect who continued to fight the Officers until he was
handcuffed. The Officers recovered the stolen items which the victim
identified. A record’s check revealed the suspect was on active
probation and had six warrants for his arrest. (One of the warrants was
a NO Bail warrant for auto burglary) The suspect was booked at County
Jail 9.
Wednesday 7/1/09 8:00 AM 6th ST/Jessie St.: Officer Lee and Officer
Young were on foot patrol when they observed the suspect with an open
container of alcohol. The Officers detained the suspect. A record’s
check revealed the suspect not only had a No Bail warrant for his arrest
but he also had 11 other infraction warrants. The suspect was booked at
County Jail 9.
Wednesday 7/1/09 10:00 AM: 1011 Howard St.: Officer Ramos was
dispatched to a call of a person with a knife threatening an employee.
When Officer Ramos and Officer Goodin arrived on scene Officer Woo had a
suspect detained. The victim stated he was checking the bathroom on the
third floor when the met the suspect in the hallway. The suspect
started to argue with the victim about the bathroom. The suspect then
pulled out a knife and lunged at the victim not once but twice. Each
time he lunged towards the victim the suspect stated, “I’m going to kill
you!” The suspect was booked at County Jail 9.
Wednesday 7/1/09 11:20 AM 1018 Mission St: Officer Garcia-Morales and
Officer Pon were on foot patrol when they observed a male spray painting
the wall of the Kean Hotel. The suspect stated he had permission from
the owner to paint the wall with his art. The manager confirmed that it
was ok for the suspect to paint the wall and she did not want any police
action taken. However, when a record check of the suspect was
performed, it was revealed the suspect had a $50,000 warrant. The
suspect was booked at County Jail 9.
Wednesday 7/1/09 4:42 PM 850 Bryant St.: Officer Sherry and Officer
Street were dispatched to a call of fight on a Muni Bus. Upon arrival
Officer Aleman was already scene and had a suspect detained. Officer
Sherry spoke to the Muni driver who stated the suspect entered the bus
at 7th and Bryant. The Muni driver told everyone to hold on because the
traffic was bad. The suspect became agitated and told the driver to
stop mid block. The Muni driver stated he couldn’t stop and so the
suspect started banging on the front glass door damaging it. The
suspect who was on active parole was booked at County Jail 9.
Wednesday 7/1/09 9:41 PM 6th St/Minna St.: Officer Snyder and Officer
Pedroza were on patrol when they observed a male jaywalking. The
Officers detained the suspects. A record’s check revealed the suspect
had a stay away order from the area. The suspect was also on probation
and had a search condition. During a search of the suspect the Officers
recovered a meth pipe. The suspect was booked at County Jail 9.
Wednesday 7/1/09 11:36 PM 101 6th St/Mission St.: Officer Bertrand and
Officer Cronin were on patrol when they heard loud music coming from a
vehicle parked in the crosswalk outside of a night club. A record’s
check revealed the suspect had a warrant for his arrest. During an
inventory search of the vehicle the Officers recovered a plastic
container full of marijuana. The suspect was booked at County Jail 9.
Friday 7/3/09 1:08 AM 1693 Market St.: Officer Palladino and Officer
Junio were traveling southbound on Market St. when they observed a male
spray painting the side of the Muni Platform. The Officers detained the
suspect along with two other males. A search of the suspects revealed
the 7 cans of spray paint and 5 paint pens, and a glass jar filled with
marijuana. A record’s check revealed the suspect had a warrant for his
arrest. One of the suspects was booked at County Jail 9, one suspect
was cited, and the other suspect was released from the scene.
Friday 7/3/09 1:38 AM 1535 Folsom St.: Officer Bertrand and Officer
Cronin responded as back up for Officer Pedroza, Officer McKelley, Sgt.
Christ and Sgt. Bragagnolo were attempting to disperse a large fight
outside of 1535 Folsom St. One suspect was asked to leave the area
several times since he was attempting to start fights with passersby.
As Officer Bertrand attempted to detain that suspect, another suspect
pushed the Officer Bertrand. Both suspects continued to fight Officers
until they were taken into custody. The suspects were booked at County
Jail 9.
Friday 7/3/09 9:36 AM 445 Stevenson St.: Officer Balmy, Officer Bandoni
and Officer Young were on foot patrol when they observed a male blocking
the suspect. The Officers made contact with the suspect. A records
check revealed he was on Parole and had four warrants. A search of the
suspect revealed he was carrying a narcotics glass pipe. The suspect as
booked at County Jail 9 with a hold for Parole.
Friday 7/3/09 3:55 PM 101 4th St. Officer Griffin and Officer Canton
were dispatched to a call of a man lighting garbage cans on fire. The
Officers detained a suspect who matched the description given by
dispatch. A witness told Sgt. Thoshinsky that he observed the suspect
set multiple trash cans on fire. When they witness confronted the
suspect, the suspect stated, “Go ahead call the police!” The Officers
recovered 5 lighters, 3 narcotic glass pipes, 2 nitrite containers, and
two torches from the suspect. A record’s check revealed the suspect
also had a warrant for his arrest. The suspect was booked at County
Jail 9.
Friday 7/3/09 9:58 PM 300 Townsend St.: Sgt. Espinoza was on patrol
when he observed a vehicle traveling on 4th St. Sgt. Espinoza checked
the plate with the SFPD “Hot Sheet” and observed it matched the sheet.
Officer McKelley and Officer Rodelas arrived on scene to assist. The
Officers initiated a traffic stop and pulled the vehicle over. Two of
the passengers were juveniles and transported back to their group home.
One of the passengers was 18 and was released from the scene. The
driver who was 16 was cited and released to her mother.
Friday 7/3/09 11:45 PM Mission St/7th St.: Officer Junio and Officer
Pallidino responded to a call of an assault. When the Officers arrived
they detained three suspects that matched the description given by
dispatch. One witness told the Officers “you got the right guys.” The
victim was walking down Mission St. when he was jumped by three
suspects. The suspects punched and kicked him multiple times. The
suspects kept saying, “Get his money! Take his jewelry!” Three
witnesses who saw the suspects beat and kick the victim, positively
identified the suspects. Two of the three suspects were juveniles. The
adult suspect was booked at County Jail 9. The two juveniles were
booked at the Youth Guidance Center.
Sunday 7/5/09 10:20 AM 6th St/Mission St: Officer Altorfer and Officer
Funk were on foot patrol when they observed a suspect they knew was on
active probation with a search condition. The Officers made contact
with the suspect and confirmed his probation status. The suspect kept
saying he didn’t have anything on him. A probation search revealed 5
baggies of methamphetamine, 3 squares of acid, and 1 bag of marijuana.
(So much for not having anything!) The suspect was booked at CJ
9…..this time he definitely didn’t have anything.
Sunday 7/5/09 10:58 AM 91 6th St.: Officer Wilhelm and Officer Toomer
were on foot patrol when they observed a male sleeping on a table at one
of the restaurants. The Officers recognized the suspect from previous
contacts and knew he was on active probation. A search of the suspect
revealed the he was carrying a pair of brass of knuckles. The suspect
was booked at County Jail 9.
Sunday 7/5/09 1:40 PM 1117 Market St.: Officer Funk and Officer
Altorfer were on foot patrol when they made contact with the suspect.
The Officers recovered a pellet gun from his waistband and four plastic
baggies of marijuana. The suspect was issued a citation and released
from the scene.
Sunday 7/5/09 2:14 PM 50 United Nations Plaza: Officer Toomer and
Officer Wilhelm were on foot patrol when they observed two males
drinking from a single beer can. A record’s check revealed one of the
suspects had a warrant for his arrest. The suspect was booked at County
Jail 9. The other suspect was cited and released from the scene.
Case Follow Up
Friday 1/23/09 9:23PM Brannan St/6th St.: Officer Yick was on patrol
when he observed a vehicle with a strong odor of marijuana coming from
it. Officer Yick observed the driver was extremely nervous and sweating
profusely. The driver failed to give a proper signal indication prior
to turning. Officer Yick initiated a traffic stop and pulled the
vehicle over. Officer Lum and Officer Schwab arrived on scene to assist
in the investigation. Officer Yick made contact with the driver and two
passengers. The driver and one of the passengers told Officer Yick
they had marijuana on them. During a search of the vehicle, Officer Lum
recovered a loaded firearm and a loaded spare magazine in the center
console of the vehicle. The driver told the Officers he had just found
the firearm a few days ago. During a search incident to arrest, Officer
Yick recovered $671.00 in US Currency and a pay/owe sheet from the
suspect’s pocket. The driver was booked at County Jail 9. The other
passenger with the marijuana was cited for the marijuana violation and
released from the scene. The last passenger was released from the
scene. The driver is from Daly City, the passengers were from Milpitas
and Pacifica.
Case follow up: The marijuana charges were dismissed but the gun
charges weren’t! However…….the suspect failed to show up for court.
Now there is a warrant issued for his arrest.
Sunday 10/19/08 4:30 PM 150 9th St.: Officer Street and Officer Gomez
responded to a call of a trespasser. The victim informed the Officers
when he returned to his apartment, he observed the lock looked
different. The victim entered the apartment and observed the suspect
sitting on his armchair. The suspect told the victim, don’t be
frightened I just had to escape from one of your neighbors. Officer
Street and Officer Gomez put out a description of the suspect and
Officer Reynolds and Officer Toomey detained a suspect. The Officers
recovered a watch and a bottle of oil during a search of the suspect.
The victim positively identified the suspect as the man that was in his
apartment. The victim also identified the watch and the bottle of oil
as his property. The suspect was booked at County Jail 9.
Case follow up: The suspect was given 171 days in County Jail and 3
years probation.

SFPD Recruitment
Due to budgetary constraints:
The written tests for Police Officer have been cancelled. We anticipate
that the testing program will resume later in Spring 2009. No dates have
been given at this time.
The SFPD Academy is no longer 31 weeks currently the Academy has been
restructured to a 26 weeks program.
The SFPD Recruitment Unit is participating in local/regional events.

Join The San Francisco Community Police Academy
The Community Police Academy is a 15-week program that meets once a week
and is designed to inform and teach interested participants various
aspects of municipal policing, including patrol and investigations
procedures, vehicle operations, arrest and control techniques, firearm
procedures and emergency communications.
The Academy’s goals are to develop community awareness through education
and to develop a closer understanding and working relationship between
the San Francisco Police Department and its communities. Members of the
community are encouraged to join and learn about the San Francisco
Police Department. Participants can ask questions and offer comments
within each class. The next class is scheduled to start on February 17,
2009. We now also have a Youth Community Police Academy, geared towards
high school students and will last 10 weeks, starting on March 24, 2009.
The Community Police Academy participants are selected by the program
coordinator after an application process. Enrollment is limited to
twenty-five students per class.

311 Customer Service Center:
What is 311? 311 is a toll free, NON-EMERGENCY phone number that the
public can call to access information about government services. A live
customer service representative will be available 24 hours a day, seven
days a week, and 365 days a year. The service is available to both wired
and wireless customers. Wireless customers should call
(415) 701-2311.
311 employees will be able to provide translations services in more than
145 languages and dialects and will employ a diverse staff of customer
service representatives. Additionally, 311 is set up to accept calls
form the hearing impaired by utilizing a TTY System.
Cell phone 911:
How does 911 work on cell phones in San Francisco?
If you are on surface streets in San Francisco and dial 911, your call
will be answered by the San Francisco Department of Emergency Management
Services. Once the San Francisco Department of Emergency Management
Services determines what emergency services are needed, they will then
route your 911 call to the San Francisco Police Department or the San
Francisco Fire Department, including ambulance service.
If you are on a freeway in San Francisco and dial 911, your call will be
answered by either by the San Francisco Department of Emergency
Management Services or the California Highway Patrol Dispatch Center.
Regardless, your 911 call will be routed to the proper emergency agency,
the San Francisco Police Department, the California Highway Patrol, or
the San Francisco Fire Department, including ambulance service.
