Captain’s Comments

Tuesday June 9th 2009




It's that time again. Wednesday June 10th at 6:00 at 510 7th St. I will

hold the monthly community meeting. Last time the city Attorney Jennifer

Choi was present and as luck would have it a person attending the

meeting had a code enforcement problem. Ms. Choi listened to the

information, went out to the building the next day and started a code

enforcement operation. It has been a busy time at Southern Station we

have had a number of demonstrations. On weekends we have been running

enforcement operations in the nightclub area in response to complaints.

Treasure Island recently opened a brand new playground for the youth

living in the area. Unfortunately some of the youth recently set the

slide on fire. If any one has information on this please

call Southern Station at 553 1373.

Please be careful with your laptops. Do not leave it unattended while

getting a cup of coffee in a restaurant or coffee shop. People have

been taken advantage of this and have been running off with laptops

throughout the city. If you own items such as laptops or iPods make

sure you keep the serial numbers if it does get stolen so it can be

identified. It is also helpful to check out Craig’s list or eBay for

your item since they sometimes end up there.

Arrest Log
Sunday 5/1709 11:00 PM 845 Market St. Officer Stechschulte and Officer
Canning were dispatched to a call of a theft. When the Officers arrived
on scene, Officer Edison and Officer Leung had the suspect detained.
The security guard was able to tell Officers that she observed the
suspect break into one of the Kiosk. The Officers made contact with the
owner of the second Kiosk. The Owner stated he was missing four jars of
body oil, 2 jars of body butter and a calculator and a stapler from his
desk area. And guess what was found on the suspect…….yes all the above
items. The suspect was booked at County Jail 9.

Monday 5/18/09 10:30 AM 2080 Mission St.: Officer Perez was on patrol
when the victim approached him and stated his bicycle had just been
stolen. As the victim described the bicycle to Officer Perez, he
shouted, “There’s my bike!” Officer Perez detained the man who had the
bicycle. A record’s check revealed the suspect was on parole. Officer
Perez found a methamphetamine pipe and a can of “OC” spray. The suspect
was booked at County Jail 9.

Tuesday 5/19/09 1:35 PM 7th St/Market St.: Officer Buhagiar and Officer
Razzak were conducting narcotics surveillance in the area when they
observed a narcotics transaction between two men. The Officers detained
the two men and recovered 48 pills of methadone. The suspects were
booked at County Jail 9.

Wednesday 5/20/09 11:12 AM 7th ST/Market St.: Officer Wilhelm and
Officer Wong were on foot patrol when they were approached by a citizen
who stated he saw a suspect selling narcotics. When the Officers walked
toward the suspect, the suspect jay walked across the street. The
Officers caught up with the suspect and detained him. A record’s check
revealed the suspect was on probation and had a search condition. When
the Officers conducted a probation search they located a piece of rock
cocaine in the headband of his baseball cap. The suspect was booked at
County Jail 9.

Wednesday 5/20/09 4:35 PM Market St/Taylor St.: Officer Buhagiar,
Officer Razzak, Officer Wong, and Officer Bryant were conducting
narcotics surveillance when Officer Bryant observed two females and a
male involved in a narcotics transaction. The Officers detained the
suspects and recovered a piece of rock cocaine. The suspects were
booked at County Jail 9.

Wednesday 5/20/09 5:00 PM Gateview Ave/Bayside Ct.: Sgt. Yee responded
to the area regarding a threat report. The mother stated that she and
her 7 year old daughter were out for a walk when the suspect threatened
her daughter. The mother stated her 7 year old daughter was walking 10
feet behind her, when the suspect approached them. The suspect said
hello to the mother and walked past her. While walking past the 7 year
old the suspect stated, “I’ll be back to get you.” The mother was very
concerned since she knew the suspect was involved in an incident with
Child Protective Services. Sgt. Yee attempted to make contact with the
suspect at his residence but there was no answer to the door.

Wednesday 5/20/09 8:50 PM 1018 Mission St.: Officer Lum and Officer
Schwab responded to the area on a call of a fight. When the Officers
arrived they observed the suspect (31 year old son) yelling at his
mother. The mother stated her 13 year old son had called her 31 year
old son a REALLY BAD WORD. The 31 year old got so upset that he slapped
his brother in the face. However a witness told the Officers that the
suspect didn’t just slap his younger brother, he punched him several
times and when the 13 year old fell to the floor, he kicked and stomped
on him. The 13 year old confirmed the witness’s statement. The suspect
was booked at County Jail 9.

Thursday 5/21/09 12:50 PM 88 Turk St.: Officer Wong, Officer Bryant and
Sgt. Yee were conducting narcotics surveillance in the area when they
observed a male and a female involved in a narcotics transaction. The
Officers and Sgt. detained the suspects and recovered a piece of rock
cocaine. The suspects were booked at County Jail 9.

Thursday 5/21/09 2:06 PM 457 Minna St.: Officer Garcia-Morales was on
foot patrol when he observed a suspect he knew had outstanding warrants.
A record’s check confirmed the suspect had two $50,000 warrants for her
arrest. The suspect was booked at County Jail 9.

Thursday 5/21/09 7:50 PM 181 New Montgomery: Officer Komarchuk, Officer
Yamamoto and Officer Garrett were dispatched to a call of an assault.
When the Officers arrived they spoke to three witnesses of the incident.
(The victim had already been transported to SFGH) The witnesses stated
the victim was jay walking across the street when the driver of vehicle
had to stop suddenly to avoid hitting the victim. The victim turned
around and flipped the driver of the vehicle off. (Gave him the bird)
The driver exited his vehicle, approached the victim and punched him in
the face. The victim then fell to the ground. The suspect dragged the
victim from the front of his vehicle to the sidewalk. The suspect got
back into his vehicle and fled the scene. Minutes later, dispatch
informed the Officers the suspect was on the phone saying he was feeling
remorseful and wanted to turn himself in. Officer Byrne and Officer
Montoya responded to the suspect’s house and took him into custody. The
witnesses positively identified the suspect. The suspect was booked at
County Jail 9.

Saturday 5/23/09 2:40 AM 7th St/Howard St.: Officer Snyder and Officer
Pedroza were dispatched to a call of a vehicle burglary. Officer
Cunningham, Officer Kane, and Officer Palladino also responded to the
scene. The Officers observed the suspect exiting the vehicle. When the
suspect saw the Officers he started running. The Officers gave chase
and were able to take the suspect into custody and recover the stolen
items. At first the suspect would not give the Officers his correct
name. When the Officers told the suspect he was going to be
fingerprinted, he suddenly remembered his real name. A record’s check
revealed the suspect was a Parolee at Large and had a NO Bail warrant
for his arrest. The suspect was booked at County Jail 9.

Sunday 5/24/09 1:16 AM 214 Clara St.: Officer Bertrand and Officer
Canning were on patrol in plain clothes with Inspector Granelli from the
Entertainment Commission when they observed a large amount of people
entering the above location. The Officers were told it would be $5.00
for entry. The male at the front door even told the Officers, “We have
to keep it down.” Once inside the Officers observed people drinking
cans of beer. The Officers seized over $559.00, 2 CD players, a mixer,
and wristbands. The suspect who threw the party stated he knew it was
illegal, but he needed the money. The suspect was cited and all the
items seized were booked as evidence at Southern Station.

Sunday 5/24/09 4:16 AM 445 Stevenson St.: Officer Bertrand along with
other units responded to the area on a call of a fight at an after hours
party. When Officer Bertrand entered the premise he observed
approximately 100 people, dancing, drinking alcohol, and
standing/sitting around. Officer Bertrand seized the money collected, a
music mixer, two cd/dvd players, and a notebook detailing plans for an
underground nightclub. The person who organized the event was cited and
released from the scene. The seized items were booked at Southern
Station as evidence.

Sunday 5/24/09 10:40 AM 7th St/Folsom St.: Sgt. Yee responded to a call
of a person lying in the street. Upon arrival, Lt. Mannix was present
and speaking with the person. At roughly the same time, a passerby
informed Sgt. Yee that there was a fight up the street. The suspect
involved in the fight was detained. A record’s check revealed the
suspect was on active probation. Lt. Mannix recovered 7 methadone
pills. St. Yee recovered a rock of “crack” cocaine and “crack” pipe.
The suspect was booked at County Jail 9.

Sunday 5/24/09 9:33 PM 20 12th St.: Officer Snyder and Officer Pedroza
were dispatched to a call of a fight. When the Officers arrived they
observed a man and a woman in a physical altercation. The man was 6’6
and the woman was 5’5. The Officers took the suspect into custody. The
female stated she had just met the male downstairs in the lobby. Later
the male showed up at her door. The male kept banging on the door, and
eventually kicked it in. The victim had a laceration below her right
eye and a swollen bloody nose. The neighbors informed the Officers that
the female just moved in three days ago. And for the past few days,
they heard different men every night outside the victim’s door yelling
at her to pay for the drugs she took from them. The suspect was booked
at County Jail 9. Medic 85 responded to the scene but the victim
refused any medical attention.

Wednesday 5/27/09 5:42 PM 899 Market St.: Officer Salazar, Officer Lum,
Captain McDonagh, Sgt. Thoshinsky, Officer Muselman and Officer Moylan
responded to a call of a person with a gun inside Burlington Coat
Factory. When the Officers arrived they detained two suspects who
matched the description given by dispatch. Sgt. Thoshinsky recovered a
LOADED HANDGUN concealed under one of the suspects t-shirts. (The
serial number on the handgun was removed) The Officers recovered
marijuana from both suspects. The suspects were booked at County Jail
9.

Saturday 5/30/09 9:46 PM 6th St/Jessie St.: Sgt. Bragagnolo and Sgt.
Christ were on patrol when they observed a vehicle turn S/B 6th St to
E/B Jessie St. failing to use it’s turn signal. The Sgts. approached
the driver. A computer check revealed the suspect was driving on a
suspended license and had three warrants for his arrest. The suspect
was booked at County Jail 9. The vehicle was towed with a hold for
STOP.

Sunday 5/31/09 8:37 PM 6th St./Market St.: Officer Cunningham and
Officer Bernal were on patrol when they observed a male holding an open
container of alcohol. The Officers detained the suspect. A record’s
check revealed the suspect had four warrants for his arrest. A search
of the suspect recovered a crack pipe. The suspect was booked at County
Jail 9.

Sunday 5/31/09 10:36 PM 1000 Harrison St.: Officer Crosby and Officer
Rosaia responded to a call of intoxicated male refusing to leave the Gas
Station. When the Officers approached the suspect they could smell a
strong odor of alcohol coming from breath. When the Officers tried to
escort the suspect from the scene he started to fight the Officers.
During the fight on the ground the suspect kicked Officer Rosaia in the
head. The suspect was placed into handcuffs and booked at County Jail
9.

Monday 6/1/09 10:36 AM 65 6th St.: Officer Constantine and Officer
Perez were advised by two sheriff deputies that the suspect had a
warrant. The Officers observed the suspect, made contact with him and
confirmed the NO BAIL warrant. The suspect was booked at County Jail 9.

Monday 6/1/09 12:53 PM Unit block of 7th St. : Officer Pon and Officer
Garcia-Morales were on foot patrol when they observed a narcotics
transaction between three suspects. Officer Dong and Lt. Mannix along
with Officer Pon and Officer Garcia-Morales detained the three suspects
and recovered 24 pills of methadone. The suspects were booked at County
Jail 9.

Monday 6/1/09 6:30 PM Market St/Mason St.: Officer Kuglar was on patrol
in full uniform and driving a marked patrol vehicle observed a woman jay
walking. While jay walking the woman nearly got hit by a bus. Officer
Kuglar attempted to detain the woman, who refused to stop. The woman
kept stating, “I’m not Paula” and tried to flee the area. Officer
Kuglar attempted to stop the woman but she kept resisting him. Other
units arrived on scene and the woman was taken into custody. A search
incident to arrest recovered a “crack” pipe. The woman was cited fro
resisting and delaying a police officer, possessing narcotics
paraphernalia, and for jaywalking.

Tuesday 6/2/09 8:10 AM 330 Clementina St.: Officer Constantine and
Officer Perez were contacted by Parole Agent Hazelton stating he had a
NO BAIL Parole warrant for the suspect. The Officers responded to the
suspects address and took him into custody. The suspect also had a stay
away order from……you guessed it…330 Clementina. The suspect was booked
at County Jail 9 for the warrant and the stay away order violation.

Tuesday 6/2/09 9:50 AM Jessie St/6th St.: Officer Wong and Officer
Toomer were on foot patrol when they were dispatched to a call of a
suspicious person. The Officers made contact with the suspect. A
record’s check revealed she had a warrant for her arrest. During a
search incident to arrest, Officer Wong seized a crack pipe. The
suspect was booked at County Jail 9.

Tuesday 6/2/09 12:52 PM 1095 Market St.: Officer Garcia-Morales and
Officer Pon were on foot patrol when they observed a male trying to sell
an I Phone. The Officers detained the suspect. A record’s check
revealed the suspect was on felony probation and had a search condition.
When the Officer’s search the suspect they recovered one balloon of
heroin, needles, alcohol swabs, cotton balls, and other drug
paraphernalia. The Officers checked the I Phone and located a number
listing for the name Dad on the phone. The Officers contacted the Dad,
who told them that his son’s vehicle had been broken into and his I
Phone was stolen. The suspect was booked at County Jail 9.

Tuesday 6/2/09 4:45 PM 7th St/Market St.: Officer Farinas was on patrol
when a victim ran up his patrol vehicle and stated he had just been
robbed by four suspects. The victim pointed out one of the suspects who
Officer Farinas detained. While doing a pat search for weapons, Officer
Farinas recovered the stolen cell phone from the suspects left pants
pocket. The suspect was booked at County Jail 9.

Tuesday 6/2/09 8:14 PM Stevenson St./12th St.: Officer Elias and
Officer Kane were on patrol when they observed three individuals sitting
on the sidewalk behind four shopping carts. The first suspect the
Officers spoke with they recovered a piece of rock cocaine and a “crack”
pipe. The second suspect the Officers recovered four pieces of rock
cocaine. A record’s check revealed the third suspect had a NO Bail
warrant for her arrest. All three suspects (two of the three were on
parole) were booked at County Jail 9.

Tuesday 6/2/09 1:40 PM Market St/Taylor St. : Officer Buhagiar, Officer
Razzak, Officer Bryant, and Officer Wong were conducting narcotics
surveillance when they observed a female and a male conducting a
narcotics transaction. The Officers detained the suspects and recovered
15 pieces of rock cocaine. The suspects were booked at County Jail 9.

Wednesday 6/3/09 4:38 PM 1400 Folsom St.: Officer Simmons was
dispatched to a call from a victim stating someone was trying to sell
her, her own bike. The victim told Officers Simmons that her bike was
stolen out of her residence and had she had filed a police report.
While searching on Craigslist, the victim came across someone selling a
bike that matched her bike’s description. The victim contacted the
seller who agreed on price and to meet at Storage Place. When the
suspect showed up with the bike, Officer Simmons confirmed it was the
stolen bicycle and took the suspect into custody. The suspect was
booked at County Jail 9.

Wednesday 6/3/09 11:14 PM 53 Bluxome St. Officer Bernal and Officer
Cunningham were on patrol when they observed a man swing a bag of
recyclables against a wall. The Officers detained the suspect. A
computer check revealed he had a NO Bail warrant for his arrest. During
a booking search, the Officers seized a bag of marijuana and NO cannabis
card. The suspect was booked at County Jail 9.

Thursday 6/4/09 12:19 AM 6th St/Harrison St.: Lt. Crenshaw was
conducting traffic enforcement in the area when he observed a vehicle
with no license plates. Lt. Crenshaw affected a traffic stop and made
contact with the driver and passenger. The vehicle did not have any
registration, nor proof of registration, or insurance. Officer Thompson
and Officer Seto arrived as back up. A computer check revealed the
driver was driving on a suspended license. During a visual search of
the vehicle, the Officers recovered a plastic baggie containing over 40
pieces of rock cocaine. The suspects were booked at County Jail 9.

Wednesday 6/4/09 7:21 942 Market St.: Officer Wilhelm and Officer
Johnson were on foot patrol when they observed a suspect drinking a can
of beer. When the Officers told him to stop, her refused and downed the
beer. The suspect took the empty can and threw it to the ground. The
Officers detained the suspect. A record’s check revealed the suspect
has a No Bail Warrant for his arrest. The suspect was booked at County
Jail 9.

Wednesday 6/4/09 7:23AM 1101 Market St.: Officer Toomer and Officer
Wong were on foot patrol when they observed a man trying to sell items.
The Officers made contact with the man. A record’s check revealed the
suspect had a US Marshalls No Bail warrant. A search of the suspect
recovered a bag of methamphetamine. The suspect was booked at County
Jail 9.

Wednesday 6/4/09 10:05 AM 11th St/Mission St.: Officer Altorfer and
Officer Funk were on foot patrol when they observed a suspect they knew
was on probation with a search condition. The Officers made contact
with the suspect and conducted a probation search. During the search of
the suspect the Officer recovered two baggies of methamphetamine and a
crack pipe. The suspect was booked at County Jail 9.

Friday 6/5/09 11:05 AM 929 Market St. Officer Wong and Officer Toomer
were on foot patrol when they were dispatched to a call of person with a
knife threatening the manager. The manager asked the suspect to leave
the store but the suspect refused, pulled out a knife and threatened to
slash him. The suspect was taken into custody. A search of the suspect
recovered the knife and a bag of marijuana. The suspect was booked at
County Jail 9.

Join The San Francisco Community Police Academy

The Community Police Academy is a 15-week program that meets once a week
and is designed to inform and teach interested participants various
aspects of municipal policing, including patrol and investigations
procedures, vehicle operations, arrest and control techniques, firearm
procedures and emergency communications.
The Academy’s goals are to develop community awareness through education
and to develop a closer understanding and working relationship between
the San Francisco Police Department and its communities. Members of the
community are encouraged to join and learn about the San Francisco
Police Department. Participants can ask questions and offer comments
within each class. The next class is scheduled to start on February 17,
2009. We now also have a Youth Community Police Academy, geared towards
high school students and will last 10 weeks, starting on March 24, 2009.
The Community Police Academy participants are selected by the program
coordinator after an application process. Enrollment is limited to
twenty-five students per class.

As we enter the last month of the fourth quarter of FY 2008/09, here are
updates, highlights and information for upcoming activities:

The SFPD Written Examination was re-instated as of May 2009 (testing had
been postponed from Nov 2008 to May 2009). The Exams Unit hosted the
E-128 (1) Written Examinations on May 20th and May 22nd. We are pleased
to say we had 538 Q2 applicants processed / testing for SFPD Career
opportunities.

Recruitment Events
SFPD Recruitment along with Broadmoor PD and Colma PD are this year's co
sponsors of Kops & Kids 2009 event. The event is scheduled for Saturday,
June 6, 2009 from 1000hrs to 1600hrs at Serra Bowl in Daly City located
at 3301 Junipero Serra.

The event is free to the public and public safety Officers. All families
are invited. The event will kick off the Kops & Kids free bowling
program, formerly known as the the "say no to drugs, say yes to bowling"
program.

SFPD Police Internship Program
SFPD offers unpaid college internships for students who are interested
in exploring career options within law enforcement. Orientation for this
program takes place three times a year: June (for summer semester),
August (for fall semester) and February (for spring semester).

Lateral Entry Program
SFPD is seeking Police Officers with valid POST certificates and 2 years
of current active patrol experience to consider joining the premier law
enforcement agency. To learn more about the SFPD, we have a member of
