Captain’s Comments
Friday May 15th 2009
It was great to see the community come together at the entertainment
commission meeting to voice their objections to an after hours permit
for their neighborhood. I am sorry the entertainment commission put off
their vote after such a good presentation. All the emails and
appearances at the commissions should make a difference but we’ll just
have to wait and see! Officers from Southern Station and our new permit
officer have been active on Friday and Saturday nights. Last weekend
another venue was shut down and the offender cited for operating without
any permits. An informative meeting was held at the St. Francis hotel
the other day with many of the business owners in the area stressing the
need for communication not only with the Police Department but with
other businesses to combat crime and other challenges. SF S.A.F.E. will
make a presentation to your business to help make the establishment
safer for you and your customers. It is this interaction between the
police, neighborhood community and businesses that help everyone enjoy a
safer San Francisco.

Arrest Log
Monday 5/4/09 12:10AM 34 6th St.: Officer Funk, Officer Wilhelm,
Officer Faye and Officer Altorfer were on foot patrol in the area when
they responded to a call of a robbery. The man stated he was walking
out of the hotel when a woman lunged towards him and pushed him to the
ground. Once on the ground the woman went through his pants pockets and
took his wallet. The Officers detained the two female suspects who the
victim positively indentified. The suspects were booked at County Jail
9.
Monday 5/4/09 4:32 PM Embarcadero South/Folsom St: Officer Cairel was
dispatched to a call of a person with a gun on a stationary Muni LRV.
Sgt. Woon, Officer Buhagiar, Officer Razzak, Officer Cole, Officer
Sherry, and Officer Castro also responded and were checking the Muni
LRV. Sgt. Woon and Officer Cole observed a suspect that matched the
description given by dispatch. When the Officers tried to detain the
suspect a struggle ensued until eventually the suspect was taken into
custody. Officer Buhagiar immediately conducted a pat search and
recovered a loaded pistol from his waistband. A record’s check revealed
that not only was the suspect 17 years old but that he also had strong
gang affiliations. After Gang Task Force and his mother were notified
the suspect was booked at YGC.
Monday 5/4/09 7:51 PM 1657 Market St.: Officer Sherry was dispatched to
a call of a fight in progress. Dispatch stated one of the people
involved was yielding a knife and threatening people. Officer Lum,
Officer Schwab, and Officer Chan also arrived on scene. When the
Officers responded to the third floor they located the suspect. The
suspect refused to drop the knife and started to step towards the
Officers. Officer Lum who was armed with the ERIW (Extended range
impact weapon) or otherwise called “less lethal” told the suspect to
drop the knife or he would shoot the less lethal weapon. The suspect
refused so Officer Lum shot the suspect in Zone 1. The suspect
continued to move forward toward the Officers. The suspect continued to
fight with the Officers until she was eventually taken into custody.
The Officers spoke to the victim who has been the suspect’s boyfriend
for the past five years. The victim stated they were in his room
drinking a beer when the suspect started yelling at him that she had met
someone else that treated her right and would give her drugs. The
suspect then punched the victim numerous times in the chest with a
closed fist. The victim tried to get the suspect out of the apartment
but the suspect refused and instead grabbed a knife and started swinging
it him stating she was going to kill him.
The victim also told the Officers that there had been three prior
incidents of Domestic Violence between them. The suspect was booked at
County Jail 9.
Tuesday 5/5/09 3:01 AM 652 Market St.: Officer Anderson and Officer
Cronin were on patrol when they responded to a call of a burglary at
Radio Shack. When the Officers arrived they observed a broken window
and a suspect exiting out of the window. The Officers ordered the
suspect to stop. Startled the suspect dropped his bag and fled the
scene. The suspect jumped into an awaiting vehicle and fled the scene.
A few moments later the suspect crashed at New Montgomery and Howard St.
and the suspect was taken into custody. Officer Cronin and Officer
Anderson recovered the bag the suspect dropped which contained seven
laptops and 8 iPods. The suspect was booked at County Jail 9.
Tuesday 5/5/09 8:03 AM 481 Minna St.: Officer Pon and Officer
Garcia-Morales were on foot patrol when they were notified by Sherriff
Deputy Folger that the suspect had an outstanding $50,000 warrant. The
Officers responded to the suspect’s address where they made contact with
the suspect, confirmed the warrant and took him into custody. The
suspect was booked at County Jail 9.
Tuesday 5/5/09 9:59 AM 534 Stevenson St.: Officer Lee, Officer Young,
and Officer Bandoni were on foot patrol when they observed a suspect
acting suspicious in an alcove in the area. The Officers detained the
suspect. A record’s check revealed the suspect had five warrants for
his arrest. The Officers also recovered two pieces of “rock” cocaine
and a bag containing clothing of petite size. (The suspect was 6’0
tall) The suspect was booked at County Jail 9.
Tuesday 5/5/09 10:51 AM 314 11th St. Officer Sovig and Officer Woo
responded to a call of a person breaking into a business. Upon arrival,
Sgt. Yee had a suspect in custody. The manager of the business told the
Officers he heard the front window of the business smash. The manager
stated he observed the suspect open and enter a side door. The manager
approached the suspect. The suspect then attempted to strike the
manager with a metal pipe. A record’s check revealed the suspect had
numerous warrants for his arrest. The suspect was booked at County Jail
9.
Tuesday 5/5/09 8AM 459 Turk St: Officers Morales and Pon attempted to
contact a subject they knew had an outstanding Felony warrant for his
arrest. They located the subject and this address and placed him in
custody. He was booked at CJ9 for his warrants for Possession of
Narcotics, Possession of Narcotics for Sales, and for Sales of
Narcotics.
Tuesday 5/5/09 1:30 PM 6th St/Mission St.: Officer Buhagiar and Officer
Razzak were working plain clothes in the area when they observed two
suspects in a narcotics transaction. The Officers detained the suspects
and recovered 17 pieces of rock cocaine. The suspects were booked at
County Jail.
Tuesday 5/5/09 5:24 PM Market St./7th St.: Officer Buhagiar and Officer
Razzak were working plain clothes in the area due to numerous complaints
of people selling stolen property . Officer Buhagiar was a decoy
officer in possession of a laptop. Officer Razzak acted as the arrest
team. When Officer Buhagiar was approached by the suspect, he told the
suspect he stole the computer from his boss at work and wanted $200.00
for the lap top. The suspect called his brother on the phone. Officer
Buhagiar spoke to his brother who stated he would only pay $100.00 for
the laptop since there wasn’t a camera on it. The suspect gave Officer
Buhagiar the $100.00 and Officer Buhagiar gave the suspect the laptop.
Officer Razzak was given the arrest signal, took the suspect into
custody and recovered the lap top. The suspect was booked at County
Jail 9.
Wednesday 5/6/09 11:45 AM City of Antioch: Officer Frost of Southern
Station along with a tactical entry team served a search warrant in the
City of Antioch. Two men, the residence, and one vehicle were listed on
the search warrant. The officers found the two men in the residence.
While the officers were making entry to the house, Officer Griffin who
was observing from the rear of the house saw one of the subjects appear
at the back window and throw something out the window. It turned out
to be a military type assault rifle with a loaded hi-capacity magazine.
Inside the residence, the Officers found handgun ammunition, rifle
ammunition, marijuana, a scale, narcotics packaging material, numerous
cell phones and a “Cannabis” club card with one of the subjects name on
it. The subject who admitted to throwing the rifle out the window is a
convicted felon, forbidden to own or possess firearms or ammunition,
much less an illegal assault rifle with a high capacity magazine. The
men were booked on numerous charges at the Antioch jail with the help of
the Antioch police.
Wednesday 5/6/09 2:45 PM 1000 Block of Market St: Officers Buhagiar,
Bryant, Razzak and Wong were working in plainclothes and conducting
surveillance on Narcotics sales. They observed a male sell some
suspected marijuana to a female and saw the exchange of cash and
marijuana. They detained both parties. The buyer was cited and
released at the scene for possession of marijuana. The seller was
transported to Southern Station where he was identified and found to be
on felony probation for sales of marijuana. He was once again charged
with sales of marijuana and held at CJ9 pending revocation of his
probation.
Wednesday 5/6/09 11:20 PM 6th St at Minna Alley: Officer Pedroza along
with Officer Palladino were on patrol in the area when Officer Pedroza
recognized a 22 year old female he has arrested numerous times for sales
of narcotics in the area. He knew she had a court issued “Stay away”
order for this location for previous narcotics sales convictions. He
detained her and found she also had a no bail warrant for her arrest for
…..Sales of Narcotics. She was booked at CJ9 for the warrant and
violation of the stay away order.
Thursday 5/07/09 8:15 AM 445 Stevenson St: Officers Young and Lee were
on foot patrol when they observed a female sleeping on the sidewalk
inside a cardboard enclosure which blocked the sidewalk. They contacted
her and found she had a $35,000 warrant for her arrest for possession of
narcotics. She was booked at CJ9 for the warrant.
Thursday 5/07/09 10:25 AM 7th and Market Sts: Officers Pon and Morales
were conducting surveillance for narcotics sales. They observed 2 men
exchange cash for some pills. They detained the men and found that had
exchanged cash for xanax , a controlled substance. Both men were
arrested, one was on parole for sales of narcotics and the other was
on felony probation for sales of marijuana.
Sunday 5/10/09 1AM 1123 Folsom St: Officers Bertrand, Campbell, and
Buckner were doing nightclub permit checks. They observed Julies Supper
Club open for business. Officer Buckner knew from previous contact that
this business had been operating and selling liquor with no ABC liquor
license. The Officers saw a fully stocked bar with a bartender pouring
drinks for money. They asked the bartender for the ABC license who
directed them to the owner of the establishment. While they contacted
the owner, the bartender fled out the door. The owner grabbed a large
amount of cash off the bar area and fled to the bathroom. Officer
Campbell followed the owner into the bathroom and observed her stuffing
cash into her shoe. Officer Campbell seized about $500 from the owner’s
sock. A total of about $1,400 was seized from the business along with
DJ equipment and turntables. The owner was cited for operating without
a liquor license or a cabaret permit and for excessive noise. The club
was shut down (again). The Officers found a citation in kitchen from
the ABC for the business operating without a liquor license which was
issued on April 24 of this year.
Sunday 5/10/09 1:15PM 1100 Block of Howard St.: Officers Bernal and
Najarro responded to a report of Domestic Violence. They found a
female and her three children being abused by her boyfriend over a
Mother’s Day dispute. He had hit her and the children and refused to
let them leave the apartment. He had threatened to kill her and the
children. The boyfriend was booked for numerous charges at CJ9.
Sunday 5/10/09 7:11 AM 520 Stevenson St.: Officer Wilhelm and Officer
Faye were on foot patrol when they observed the suspect standing in the
middle of the roadway drinking a can of beer. The Officers detained the
suspect. A record’s check revealed the suspect had an outstanding
warrant for his arrest. The suspect was booked at County Jail 9.
Sunday 5/10/09 8:47 PM Pier 40: Officer Spears and Officer Castro were
dispatched to a call of a burglary in progress. When the Officers
arrived the victims told them that they believed someone was on their
boat. Officer Kofman and Officer Farinas also responded to the scene.
The Officers entered the boat and detained the suspect. The suspect
stated he thought the boat was for sale. The Officers observed a large
amount of garbage on the boat, a radio transmitter and large heater.
The victims stated the garbage, the transmitter nor was the heater
theirs. The hatch to the boat was also had over $2000.00 worth of
damage. The suspect was booked at County Jail 9.
Tuesday 5/12/09 11:45 PM 900 Block of Market: Officers Rosaia and
Frost were patrolling when they observed a vehicle with a brake light
out. They pulled the car over and smelled a strong odor of marijuana
coming from the vehicle. They asked the 27 year old male if he had been
smoking marijuana and said he had smoked some earlier. The Officers
removed the driver and 16 year old female passenger to search the car.
Officer Rosaia saw a baggie of pills drop from the driver’s pants leg to
the ground. They turned out to be 33 tablets of Ecstasy. Officer
Rosaia then searched the driver and found several packages of cocaine in
his hat. The driver offered the information that he had some more
narcotics hidden in his rectum. The driver removed 10 more packages of
cocaine from where he had hidden them. He was booked for many narcotics
violations at CJ9. The juvenile passenger was found to have two no bail
warrants for her arrest, one for grand theft and one for possession of
narcotics. She was booked at YGC
Friday 05/08/2009 09:45PM, 93 6th Street: Ofc. Rockwell & Ofc. Lum
responded to the area on the report of a battery. On arrival, they
observed two small statured older women crying for help. According one
of the women, she was leaving her apartment when her neighbor suddenly
came out of his apartment and said: “I’m gonna kick your ass bitch”.
The suspect then proceeded to strike the women in her face with his
closed fist. Another women and friend of the victim attempted to
intervene and was also assaulted by the suspect, who is 6ft3in and
240lbs. The suspect was arrested for two felonies including threats and
assault.
Saturday 05/09/09 07:20AM, 29 Sixth Street: Ofc. Mariles assigned to the
Market Street foot beat was in the area when he observed a female
subject drinking from an open can of Steel Reserve beer. The Officer
made contact with the subject for the purpose of issuing a citation and
discovered she had an outstanding $15,000 warrant for her arrest. She
was transported to County Jail.
Sunday 05/10/2009 02:42AM, 4th & Howard: Ofc. Dickson & O’Connor
responded to the area on the report of several male juveniles engaged in
a fight. On arrival, they immediately observed a group of juveniles who
were involved in the fight and attempted to detain them. The juveniles
ran different directions and one of the juveniles was intercepted by
Ofc. Bertrand and Campbell as he was running up 4th Street. Officer
Campbell ordered the male juvenile to stop and she then observed him
drop a firearm on the ground. The 16 year old juvenile was arrested and
transported to Southern Station where he was cited and released to his
parent. The firearm was found to be a replica BB gun.
Sunday 05/10/2009 02:45AM, 526 Natoma: Ofc. Canning responded to the
area on the report of a vandalism. On arrival, he met with the
victim/witness who pointed to a male suspect down the street and said
that he had just jumped on the trunk of his vehicle and damaged the
hood. The male suspect was standing with a group of other males and
when Ofc. Canning attempted to make contact with them, one of the
subjects took off running. Ofc. Canning detained him a short distance
later and it was determined he was not involved in the vandalism.
Nevertheless, he was cited for resisting arrest and the suspect who was
responsible for the vandalism was cited and released from the scene.
Case UPDATE
Monday 2/23/09 3:00 PM 4th/Howard St.: Traffic Enforcement Officer
Henderson was in the area when he observed a vehicle with expired
registration. Officer Henderson effected a traffic stop and made
contact with the driver. The driver stated he did not have a driver’s
license or any identification. The passenger of the vehicle handed
Officer Henderson the registration and insurance which was expired as of
2005. When Officer Henderson was walking back to his vehicle, he
observed hand movement between the driver and the passenger. Officer
Henderson walked back to the vehicle and asked the passenger if she any
identification, which she replied “No”. The passenger opened her purse
and while looking in her wallet for identification, Officer Henderson
saw what looked like a weapon. Officer Henderson grabbed the
passenger’s arm and placed her into hand cuffs. The driver yelled out,
“it’s my gun.” Officer Arnswald, Officer Canton, Officer Pena, Officer
Najarro, Officer Cibotti, Officer Simmons, Officer Donga, Officer Cueba,
Sgt. May and Officer Carcelen arrived on scene. Sgt. May cleared the
weapon that had tape on the hand grip, trigger guard, and trigger. (So
no fingerprints could be found.) The gun was cocked with one round in
the chamber and the serial number was filed off. The suspects were
transported to Southern Station. The driver (boyfriend of the
passenger) stated the gun was his and his girlfriend didn’t know about
the gun until he had put it in her purse. (NICE BOYFRIEND!) Both the
driver and passenger were booked at CJ 9.
Follow UP: The female suspect had all charges dismissed because it was
the criminal responsibility of another. The male suspect had all
traffic violations dropped but he DID get three years probation for
carrying a loaded and concealed weapon.
Sunday 2/9/09 3:51 PM 500 Battery St.: Officer Cole and Officer Razzak
were working the plain clothes detail when they heard a call of a bank
robbery that had just occurred. Officer Castro broadcasted the
suspect’s name. The Officers were able to print up his San Francisco
Mug Shot. The Officers spoke with Patrol Specialist Hart who stated the
suspect looked familiar to him. The Officers responded to the hotel in
which Patrol Specialist Hart believed the suspect lived in. The
Officers knocked on the door and announced their presence. The suspect
was taken into custody without incident. Officer Castro and Sgt.
O’Malley responded to the scene and seized the $2021.00 in US Currency
from the suspect’s pants pocket. The suspect was positively
indentified. The suspect was booked at County Jail 9.
Follow UP: The suspect was given three years court probation.

Due to budgetary constraints:
The written tests for Police Officer have been cancelled. We anticipate
that the testing program will resume later in Spring 2009. No dates have
been given at this time.
The SFPD Academy is no longer 31 weeks currently the Academy has been
restructured to a 26 weeks program.

Join The San Francisco Community Police Academy
The Community Police Academy is a 15-week program that meets once a week
and is designed to inform and teach interested participants various
aspects of municipal policing, including patrol and investigations
procedures, vehicle operations, arrest and control techniques, firearm
procedures and emergency communications.
The Academy’s goals are to develop community awareness through education
and to develop a closer understanding and working relationship between
the San Francisco Police Department and its communities. Members of the
community are encouraged to join and learn about the San Francisco
Police Department. Participants can ask questions and offer comments
within each class. The next class is scheduled to start on February 17,
2009. We now also have a Youth Community Police Academy, geared towards
high school students and will last 10 weeks, starting on March 24, 2009.
The Community Police Academy participants are selected by the program
coordinator after an application process. Enrollment is limited to
twenty-five students per class.

Day Watch Sgt. Christie is the Graffiti Abatement coordinator. Each
month he collects surveys from the various beat officers to report
graffiti to DPW and our own Graffiti Unit within the police department.

What is 311? 311 is a toll free, NON-EMERGENCY phone number that the
public can call to access information about government services. A live
customer service representative will be available 24 hours a day, seven
days a week, and 365 days a year. The service is available to both wired
and wireless customers. Wireless customers should call
(415) 701-2311.
311 employees will be able to provide translations services in more than
145 languages and dialects and will employ a diverse staff of customer
service representatives. Additionally, 311 is set up to accept calls
form the hearing impaired by utilizing a TTY System.

How does 911 work on cell phones in San Francisco?
If you are on surface streets in San Francisco and dial 911, your call
will be answered by the San Francisco Department of Emergency Management
Services. Once the San Francisco Department of Emergency Management
Services determines what emergency services are needed, they will then
route your 911 call to the San Francisco Police Department or the San
Francisco Fire Department, including ambulance service.
If you are on a freeway in San Francisco and dial 911, your call will be
answered by either by the San Francisco Department of Emergency
Management Services or the California Highway Patrol Dispatch Center.
Regardless, your 911 call will be routed to the proper emergency agency,
the San Francisco Police Department, the California Highway Patrol, or
