Monday, September 21, 2009
If you haven’t noticed 6th St is looking a lot better. Soon there will
be two ambassadors plying the streets. They will be trained in first
aid and how to help those in need of assistance. These ambassadors will
augment those already walking Market St., Union Square and the Yerba
Buena area. These individuals are hired by the business improvement
district to further improve the area by having knowledgeable people
available who know the retail stores, the people on the street and how
to get help for those in need. Southern Station looks forward to
working with these fine individuals.
The Market St trial traffic diversion is fast approaching. All
eastbound traffic starting at 8th St will be directed to turn right off
Market St. This is to decrease the riding time of Muni and make Market
St. a more enjoyable area. For more information go to

Thursday 8/13/09 9:41 PM 6th St/Market St: Officer Nazzal and Officer
Pedroza were on patrol when they observed a suspect drinking a beer.
The Officers detained the suspect. The suspect stated he was on parole.
A record’s check revealed the suspect had just been released from Prison
that morning at 10:00 am. The suspect stated that he did not have a “no
alcohol” clause as a condition of his probation. During a search of the
suspect the Officers recovered a crack pipe. The Officers contacted the
suspect’s parole agent who confirmed the suspect DID have an alcohol
clause. The parole agent placed a parole hold on the suspect. The
suspect was booked at County Jail 9.
Thursday 8/13/09 3:27 AM 106 6th St.: Officer Rosaia was flagged down
by a citizen who stated there was drug dealing going on inside one of
the rooms. Officer Rosaia, Officer Junio, and Officer Palladino
responded to the room, knocked on the door and announced themselves as
Police Officers. A voice on the other side of the door told them to
come in. When the Officers entered the room they saw the suspect
sitting on the ground. The Officers asked the suspect if he had any
narcotics on him. The suspect stated he had narcotics in his rear end.
The suspect pulled out the bag from his rear end. The baggie contained
ten rocks of cocaine. The suspect was booked at County Jail 9.
Friday 8/14/09 4:48 AM 989 Market St.: Officer Junio, Officer
Palladino, Officer Rosaia, Officer Edison, Officer Leung, Officer
Stechschulte, Officer Pedroza, and Officer Nazzal responded to a call of
a burglary in progress inside a commercial building. The Officers
exited the elevator to search the building. While searching the
hallway, Officer Rosaia saw two suspects holding laptops and think pads.
Both suspects dropped the laptops when they saw Officer Rosaia. The
suspects were taken into custody without incident. Officer Palladino
observed that the sky light was broken and a long piece of rope was tied
beneath it. A records check revealed that one of the suspects had a NO
BAIL warrant for his arrest. Both suspects were booked at County Jail
9.
Saturday 8/15/09 10:50 PM Alameda/San Bruno: Officer Kane was on patrol
when he observed a suspect inside a stolen vehicle. Officer Dittmer,
Officer Lum, Officer Day, Officer Cunningham, Officer O’Keeffe, Officer
Elias and Sgt. Espinoza responded to the scene as back up. The suspect
was taken into custody without incident. During a search of the
vehicle, Officer Kane recovered numerous pieces of paperwork that did
not belong to the suspect. In fact the paper work belonged to two
different victims. One of the victims had her vehicle broken into and
the other victim had his house burglarized while he was at home. The
suspect was booked at County Jail 9.
Saturday 8/15/09 12:38 AM 10th St/Harrison St: Officer Stechschulte and
Officer Palladino were on patrol when they observed a vehicle without
any license plates. The Officers effected a traffic stop and made
contact with the driver. A records check revealed the driver was on
probation and the vehicle was stolen. The suspect was booked at County
Jail 9.
Sunday 8/16/09 1:54 AM Folsom St/10th St.: Officer Edison and Officer
McKelley were on patrol when they observed a vehicle driving the wrong
way down a one way street. With the assistance of Sgt. Espinoza, the
Officers effected a traffic stop and made contact with the driver. The
Officers could smell a strong odor of alcohol coming from his breath.
The driver asked if he could just park his car and rest. The driver
asked if there was anything that could be done to help him since his
father was Chief of Police of a city near by. The driver failed all
field sobriety tests and blew .103 and .107 on the breath test. The
suspect was booked at County Jail 9.
Sunday 8/16/09 1:25 AM 800 block of Howard St.: Officer Shangaran and
Officer Giles were on patrol when they were flagged down by a witness
who stated that two suspects involved in a robbery just took off
running. The Officers gave chase and caught the suspects. The Officers
met with the victim who stated he was the loss prevention agent for
Burlington Coat Factory. The agent observed two females stealing
numerous pieces of clothing. When the suspects exited the store the two
loss prevention agents detained the two females and got the stolen
merchandise back. The loss prevention agents were walking back with the
merchandise to the store when a vehicle pulled up next to them. Two
male suspects exited the vehicle, approached the loss prevention agents
and punched one of them in the face multiple times. The suspects then
took the stolen merchandise off the loss prevention agents and fled the
scene. One of the female suspects was cited for theft and released from
the scene. One of the male suspects who was 17 years old was booked at
YGC on robbery charges. The other male suspect was booked at County
Jail 9 on robbery charges.
Monday 8/17/09 2:42 PM Turk/Jones: Officer Razzak, Officer Buhagiar,
and Officer Queba were in the area when they heard dispatch give the
description of a hit and run vehicle that just had struck an elderly
woman at Turk and Jones St. The Officer observed the vehicle and
effected a traffic stop. The vehicle and driver were positively
identified. The suspect was booked at County Jail 9.
Monday 8/17/09 11:17 PM 300 5th St.: Officer Bertrand and Officer
Campbell were on patrol when they observed a white Infiniti with a rear
license plate that belonged to a Buick. The Officers made contact with
the vehicles occupants. Officer Dickson and Officer Payne arrived on
scene as back up. A records check revealed the driver’s license was
suspended. During an inventory search of the vehicle Officer Bertrand
found a balloon of heroin inside the middle console. Officer Cole found
a silver scale and a box of baggies. Both suspects were booked at
County Jail 9.
Tuesday 8/18/09 12:20 AM 270 Dore Alley: Officer Lum responded to a
call of an auto burglary. When he arrived he spoke to the victim who
stated he was in bed asleep when he heard his car alarm go off. The
victim ran outside and observed the suspect inside his vehicle. The
victim yelled at the suspect who stated, “Alright, alright I’m leaving.”
Officer Kuglar detained the suspect a few minutes later and recovered
the victim sunglasses, and tire air gauge. The suspect was booked at
County Jail 9.
Tuesday 8/18/09 1:34 AM Golden Gate Ave/Taylor St.: Officer Dickson and
Officer Payne were on patrol when they observed a vehicle parked with
three people inside. All of a sudden the Officers observed a male jump
out of the car, scream, and run towards Market St. The driver of the
vehicle saw the Officers looking at them. The driver then accelerated
and fled the scene. Officer Dickson and Officer Payne tried to pull the
vehicle over with their lights and sirens but the vehicle continued to
flee. The man who jumped out of the vehicle flagged down Officer
Khersonskiy and Officer Dudy and told them he had just been car jacked
at gun point by the two suspects inside the vehicle. Officer Dickson
and Officer Payne followed the vehicle to the 900 block of Connecticut
St. where the suspects jumped out of the car and took off running. The
Officers gave chase on foot. The two suspects split up. Officer Payne
and Officer Dickson continued to chase the one suspect they had a visual
on. With the assistance of Officer Cader and Officer Burkhart the
suspect was taken into custody. The suspect was booked at County Jail
9.
Saturday 9/5/09 10:10 AM Cyril Magnin/Ellis St: Officer Constantine was
in full police bicycle uniform when he was approached by a man who
stated that a man had just threatened to kill him and tried to punch
him. Officer Constantine detained the suspect. A record’s check
revealed the suspect was on probation. A search of the suspect revealed
a crack pipe and a driver’s license and three credit cards with a
woman’s name on it. The suspect was booked at County Jail 9.
Officer Constantine was able to get in touch with the woman whose name
was on the driver’s license and credit cards. The woman stated that her
wallet had been stolen and over $14,000.00 worth of purchases were made
on her cards.
Sunday 9/6/09 12:15 Market St/4th St: Officer Bertrand was on patrol
when he observed a male lying across the steps of the Muni/Bart
entrance. When Officer Bertrand approached the male he could smell a
strong odor of alcohol coming from his breath. The male jumped to his
feet and started yelling derogatory statements at Officer Bertrand.
When Officer Bertrand attempted to place the male under arrest, he
started to fight Officer Bertrand. Other units showed up on scene and
the suspect as taken into custody. The suspect was booked at County
Jail 9.
Monday 9/7/09 7:50 AM 60 Columbia St.: Officer Constantine and Officer
Perez were on bicycle patrol when they observed the suspect inside the
Park. The Officers approached the suspect who they knew had a search
condition. During a search the Officers recovered four stolen credit
cards. The suspect was booked at County Jail 9.
Monday 9/7/09 4:10 AM Columbia Square Park: Officer Stechschulte and
Officer Oryall were on patrol when they observed a male swinging a
baseball bat against a chain link fence. The Officers detained the
suspect who stated he was upset and wanted to hurt someone or himself.
The suspect was transported to SFGH for a 72 hour evaluation.
Monday 9/7/09 8:30 AM 1011 Howard St. Officer Oryall and Officer
Stechschulte responded to St. Francis Hospital on a call of a battery
that occurred on Howard St. The victim stated he was sitting on a bench
when his neighbor approached him and told him to move over so he could
sit down too. A verbal argument ensued between the suspect and victim.
The suspect then pushed and punched the victim. The suspect picked up
the victim and threw him onto the sidewalk…head first. The suspect
proceeded to kick the victim in the ribs with such great force that the
victim had trouble breathing. The victim asked the witness to call an
ambulance. The Officers responded to Howard St. and took the suspect
into custody. The suspect was booked at County Jail 9.
Monday 9/7/09 12:25 AM 6th St./Mission St. Officer Crosby and Officer
Pedroza were working plain clothes when they saw a suspect engaged in
suspicious activity. The Officers detained the female suspect who told
the Officers she was on active probation. A records check confirmed
this. Officer Dickson, a female Officer arrived on scene to search the
suspect. When the suspect saw Officer Dickson she became very nervous
and urinated on herself. Officer Dickson recovered a baggie of numerous
pieces of rock cocaine from her pants pocket. The suspect was booked
at County Jail 9.
Tuesday 9/8/09 6:49 AM 7th St/Market St.: Officer Pon an Officer
Garica-Morales were on foot patrol when they observed two suspects jay
walking. The Officers detained the suspects and ran a record’s check.
The check revealed the suspects had warrants for their arrest. Both of
the suspects were booked at County Jail 9.
Tuesday 9/8/09 8:08 AM Stevenson/6th St.: Officer Funk and Officer
Cabuntala were on foot patrol in the area of when they observed the
suspect ingesting narcotics through a glass “crack pipe”. The Officers
detained the suspect. A record’s check revealed the suspect had a No
Bail Parole warrant for his arrest. The suspect was booked at County
Jail 9.
Wednesday 9/9/09 4:03 PM 227 9th St.: Officer Charanghat and Officer
Najarro responded to back up Captain McDonagh on a call of an assault.
Upon arrival the Officers observed Captain McDonagh speaking with the
victim. The victim stated the two suspects had just pushed him,
attempted to punch him and threatened to kill him. The victim pointed
out the two suspects who were at 8th/Howard St. The Officers along with
Officer Schwab and Officer Sherry detained the two suspects. The
suspects were booked at County Jail 9.
Wednesday 9/9/09 6:13 PM 6th St/Market St.: Officer Schwab and Officer
Sherry were on patrol when they were dispatched to a call of a robbery.
When the Officers arrived they spoke with the victims. The victim
stated her car was broken into and her cell phone stolen on 9/4/09.
When she called her cell phone today the suspect answered and stated she
would sell back her cell phone to her for $20.00. The suspect and
victim agreed to meet at 6th and Market. While the victim waited for
the suspect, the victim’s 14 year old nephew approached her. The nephew
stated he was going to buy a doughnut and would be back. As the nephew
took $35.00 out of his pocket the suspect approached them. The suspect
threw the phone at the victim and pushed her. The suspect then punched
the nephew in the chest, took his $35.00, and fled the scene. Lt.
Vintero, Officer Maracha, Officer Rockwell, Officer Salazar, Officer
Komarchuk, and Officer Stechschulte arrived on scene and searched for
the suspect. Officer Salazar and Officer Sherry detained the suspect.
A cold show was conducted and both victims positively identified the
suspect. The suspect started to fight the Officers. The suspect
continued to the resist the Officers as she was transported to County
Jail 9. At CJ 9, the suspect was still so combative the staff had to
strip her of her clothing and place her into a safety cell. A record’s
check revealed the suspect was on active felony probation for aggravated
assault.
Sunday 9/13/09 9:15 AM 61 Sherman St.: Lt. Mannix and Officer
Constantine were on bicycle patrol when they observed a suspect acting
suspicious next to a bicycle. The Lt. and Officer detained the suspect.
A record’s check revealed the suspect was on probation. A search of the
suspect revealed numerous burglary tools. A records check of the bicycle
revealed the bicycle was stolen today outside of…………850 Bryant St. Yes
the Hall of Justice. The victim locked his bicycle on a metal bike lock
post right in front of 850 Bryant St. When the victim returned 15
minutes later…..the bicycle was gone. The victim positively identified
the bicycle as his. The suspect was booked at County Jail 9.
Case Follow Up
On 03/09/2009 at 2120hrs, Ofcs. Cambell and Ofc. Rosaia responded to the
report of a robbery at the area of 4th and Market. Upon meeting with
the victim, they discovered he was walking southbound on 4th Street
toward Folsom when he was approached by three Hispanic male suspects who
proceed to stick what appeared to be a firearm in his back and say “Give
me all of your stuff, and don’t do anything!” The victim complied and
the suspects proceeded to ransack him for all of his personal
possessions including his cell phone, back pack, laptop and wallet.
They then made their get-away in a nearby vehicle. Our vigilant
Officers responded back to the scene where the suspects were seen
driving away from and located a security camera which later was helpful
in positively identifying the suspects. Two of the suspects were later
arrested by San Bruno police in possession of the stolen property. One
of the suspects was a known Surreno gang member.
Follow UP: The robbery and conspiracy charges were dismissed on both
suspects due to the lack of evidence. The receiving stolen property
charges were released to San Bruno.
Saturday 3/7/09 1:18 PM 3rd St/Folsom St.: Officer Dickson and Officer
O’Connor were on patrol when they were dispatched to a call of a fight.
As Officer Dickson and Officer O’Connor were traveling to the area,
Officer Bertrand and Officer Cronin were already on scene. Officer
Bertrand and Officer Cronin advised the units that the victim was
suffering from multiple head injuries. Officer Bertrand also advised
that four male suspects fled the area in a red pick up truck. While
Officer Dickson and Officer O’Connor approached the area they observed
the suspect’s truck. The Officers conducted a traffic stop, pulled the
vehicle over and extracted the four suspects with out further incident.
The suspects were from Hayward, San Bruno and Union City. Three of the
suspects were 18 and one was 14. The victim was transported to SFGH.
Three witnesses who were still on scene stated they saw four suspects
punch the victim multiple times in the face. The victim then tried to
escapee but the suspects ran after him. The four suspects caught up to
the victim and pushed him to the ground. The four suspects than began
to kick the victim multiple times in the head. All three witnesses
positively identified the four suspects. The three 18 year old suspects
were booked at County Jail 9. The 14 year old suspect was booked at
Youth Guidance Center. (YGC)
Follow UP: All three adult suspects were found guilty and received 17
days in county Jail and three years probation. However two of the
suspects were undocumented residents and were taken into custody by ICE.

San Francisco SAFE is gearing up to host its first ever 5K Fun Run/Walk
for SAFEty event designed to promote awareness of personal and family
safety, while raising funds for all of its important community services.
The event will be held on Sunday, October 25, 2009 at Peacock Meadow in
Golden Gate Park. Registration begins at 10:00am and the race is set to
start at 11:00am. For all the hard work and participation of our
runners/walkers, volunteers and SAFE supporters there will be a post
race BBQ from 11:30am - 2:30pm.
Help SAFE support its mission – building safer, stronger communities
through crime prevention education and public safety services. Join SAFE

Join The San Francisco Community Police Academy
The Community Police Academy is a 15-week program that meets once a week
and is designed to inform and teach interested participants various
aspects of municipal policing, including patrol and investigations
procedures, vehicle operations, arrest and control techniques, firearm
procedures and emergency communications.
The Academy’s goals are to develop community awareness through education
and to develop a closer understanding and working relationship between
the San Francisco Police Department and its communities. Members of the
community are encouraged to join and learn about the San Francisco
Police Department. Participants can ask questions and offer comments
within each class. The next class is scheduled to start on February 17,
2009. We now also have a Youth Community Police Academy, geared towards
high school students and will last 10 weeks, starting on March 24, 2009.
The Community Police Academy participants are selected by the program
coordinator after an application process. Enrollment is limited to
twenty-five students per class.

What is 311? 311 is a toll free, NON-EMERGENCY phone number that the
public can call to access information about government services. A live
customer service representative will be available 24 hours a day, seven
days a week, and 365 days a year. The service is available to both wired
and wireless customers. Wireless customers should call
(415) 701-2311.
311 employees will be able to provide translations services in more than
145 languages and dialects and will employ a diverse staff of customer
service representatives. Additionally, 311 is set up to accept calls
form the hearing impaired by utilizing a TTY System.
Cell phone 911:
How does 911 work on cell phones in San Francisco?
If you are on surface streets in San Francisco and dial 911, your call
will be answered by the San Francisco Department of Emergency Management
Services. Once the San Francisco Department of Emergency Management
Services determines what emergency services are needed, they will then
route your 911 call to the San Francisco Police Department or the San
Francisco Fire Department, including ambulance service.
If you are on a freeway in San Francisco and dial 911, your call will be
answered by either by the San Francisco Department of Emergency
Management Services or the California Highway Patrol Dispatch Center.
Regardless, your 911 call will be routed to the proper emergency agency,
the San Francisco Police Department, the California Highway Patrol, or
the San Francisco Fire Department, including ambulance service.
