Friday May 14, 2010 is my last day as Captain of Southern Station. I am retiring on that day after 36 years with the San Francisco Police Department. I have been honored to have served the City and County of San Francisco for so many years. I have worked many different assignments during my career and worked with hundreds of great police officers and civilians, in and out of the Department. I look forward to moving on to new opportunities and enjoying time with my family.

Arrest Log
Thursday 4/22/10 1pm 890 Market St:Officer Dongon was on patrol on foot when an elderly man came up to him and said a man had just punched him in the head. A witness to the battery told the Officer the same story. They pointed to a 31 year old man nearby. The Officer walked up behind the suspect and identified himself. The man immediately turned around and threw a punch at the Officers face. The Officer avoided the punch and took the suspect into custody after a short struggle in which the Officer had to use his baton and pepper spray to subdue the unruly man. The suspect, who has no fixed address, was booked at County Jail for assault, assaulting a police officer, resisting arrest, and several outstanding warrants for his arrest.
Friday 4/23/10 6am 10 UN Plaza: Officers Perez and Constantine responded to Carl’s Jr’s restaurant in the Plaza on a report of a trespasser. The security guard directed the Officers to a 38 year old male sleeping at a table. The Officers woke the subject and asked for his ID. A records check discovered that the man was on Felony Probation for burglary and had a warrantless search condition. The Officers searched him and found in his pant pocket a vial of methamphetamine. They found in his backpack a bent screwdriver and a Dell Laptop Computer. The suspect, who has no fixed address, said he “found” the meth and the computer but could not say where. The Officers arrested him for possession of methamphetamine and probation violation. They could not determine the owner of the computer so they booked it for safekeeping. They booked the suspect at County Jail. At County Jail the Sheriff told them that the suspect had been released from jail at 10pm the night before.
Friday 4/23/10 10:30pm 1118 Harrison: Officers Christensen and McBride were on patrol in the area when the observed a 37 year old man leaning into the broken window of a parked vehicle. They stopped to investigate. They identified themselves and the suspect started running away carrying a backpack. They caught the suspect who immediately said “I didn’t break into the car, I just reached in”. The Officers searched him and found in his pockets a flashlight and a sparkplug with a string tied to it. They also found 2 rolls of quarters in his backpack. They checked the victim vehicle and found 2 rolls of quarters still in the open console glove box. The Officers were able to contact the owner of the vehicle who confirmed that he had several rolls of quarters in the center console. The suspect was booked at County Jail for burglary, possession of burglary tools, possession of stolen property and violation of his felony probation on a previous theft charge.
Sunday 4/25/10 6:15pm 1072 Market St: A squad of undercover officers from Southern Station were conducting a Robbery Abatement Project in the area of 7th and Market Streets. Due to the amount of narcotics and stolen goods transactions in the area many people are walking around with cash on their persons. Criminals and honest citizens alike become target of robbery from those would prey on them. An undercover officer walked slowly on Market Street until he was approached by a 19 year old man who asked him if he wanted to buy Marijuana. He declined and continued walking. The suspect spoke to another 19 year old nearby and the two quickly walked up to the undercover officer, grabbed him, and went through his pockets taking marked money from his pockets. The arrest team moved in and arrested the 2 men, one from Antioch and the other from Oakland, and recovered the stolen money. They were booked at County Jail for grand theft from a person.
Monday 4/26/10 4th and Mission: Officers Landi and Cacatian responded to this area on a report of an armed robbery. Two 18 year olds told the Officers that 3 young men had walked up to them at the bus stop, one of them pulled up his shirt revealing a gun, the other two went through their pockets, stealing among other things, an Ipod. The victims said the suspects fled and boarded an outbound bus on Mission St. Several Officers stopped the bus. One of the suspects fled the bus while the Officers were boarding. The other 2 suspects were located on the bus and one of them had the stolen Ipod in his possession. They were positively identified. The two 19 year olds, one from San Francisco the other from Bay Point were booked at County Jail for armed robbery.
Wednesday 4/28/10 7:30am 1100 Market St: Officers Pon, Lee, and Young were on foot patrol at 7th and Market Streets when then saw a 54 year old man with a belt wrapped around his hand approaching a 39 year old man in a wheelchair. The suspect began screaming at the wheelchair bound man that he was going to kill him. He began flailing the disabled man with the loose buckle on the belt. The three Officers subdued the suspect and placed him under arrest. They talked to the victim who said he had a verbal confrontation with the suspect at a nearby soup kitchen when the suspect was verbally harassing the Nuns who work there. The victim said the suspect at that time threatened to kill him later. The suspect, who has no local address, was booked for aggravated assault, terroristic threats, and several outstanding warrants.
Wednesday 4/28/10 10:15 1020 Market St: Officers Wilhelm and Funk were on foot patrol when the observed a 21 year old man running from someone on Market St. The victim of an attempted robbery told the Officers he was chasing a man who had just walked up to him and attempted to wrench his Iphone out of his hand while he was texting. He said he held on as tight as he could and the suspect tried to punch him in the face but just missed and then ran off. The Officers radioed for assistance and Tenderloin Officers apprehended the man 2 blocks away. The victim identified the man who tried to rob him. The suspect from Vallejo was booked at County Jail for attempted robbery.
Wednesday 4/28/10 11:20 798 Howard :Officer Griffin was on bicycle patrol in the Yerba Buena Gardens when the YBG security contacted him and told him a purse had just been stolen from the Carousel. YBG security gave Officer Griffin a description of the suspect and stolen purse. He quickly caught the 27 year old suspect nearby with the purse. He confronted her and she said she just “found” the purse and now wanted to return it to the owner. Officer Griffin asked her if anything was missing from the purse and the woman pulled a wallet out of her shirt that she had taken from the purse and put it back in the purse. She then asked the Officer to let her go “because her brother had just died” ????? The Officer arrested her. He contacted the victim and a witness at the Carousel. The victim said she put her purse in a stroller while she put her child on the Carousel and turned around and the purse was gone. The witness told the Officer that he saw the woman take the purse from the stroller when the mother turned her back to put the child on the Carousel. The Yerba Buena Gardens security office advised the Officer that they had closed circuit video footage of the entire incident. The Officer identified the suspect by her County Jail id bracelet that she carried in her pocket. She was booked at County Jail.
Wednesday 4/28/10 5pm 198 Valencia St: On Monday 4/26/10 at 7pm the Oil Changers business on Valencia St was robbed at gunpoint. One male walked into the business with a shotgun while a driver in a red and yellow Ford Crown Victoria waited outside. After the robbery both men fled in the car. Two days later, on Wednesday, the employees who were robbed saw the red and yellow car drive by the front of the business. The same driver was driving and the passenger was the person who had robbed them. They called the police and Officers O’Connor and Dickson responded with several other officers and stopped the vehicle and took the men into custody. The two suspects were positively identified as the robber and the getaway driver from 2 days previously. They men, both from San Francisco, were both booked for armed robbery.
Saturday 5/1/10 4:20am 576 Minna St: Officers Rosaia and Crosby responded to the 500 block of Minna St on a report of an auto burglary in progress. On arrival 2 other Officers had a man detained. This 50 year old male had been seen by witnesses breaking into cars with a hammer. There was a hammer at his feet and he had glass shards all over him. Four cars had their windows smashed and the interiors ransacked. The Officers did a “Cold Show” lineup and the witnesses identified the detained man as the one they saw breaking the windows of the cars. The homeless man was booked on several counts of auto burglary.
Saturday 5/1/10 1:45pm 1600 Mission St: Several squads of Officers were monitoring May Day marches and protests. One group of about 10 marchers, from 15 t0 20 years old and all residing outside of San Francisco, broke of f from the main group. They were dressed in all black and wearing black bandannas over their faces. Reports came in that some of them were carrying weapons. The Officers detained 6 of them. One of them tried to run away and Officers had to fight with him to take him into custody. In his backpack the Officers found a 2x4 block of wood with several nails and screws embedded in it with their points exposed. The block of wood could be a devastating weapon used in a crowd of people. They also found 2 large empty bottles in the backpack. The 19 year old from Daly City was booked at County Jail for possession of a deadly weapon.
Sunday 5/2/10 11pm 500 Natoma: Officers Kerlegan and Sgt Franco were on patrol on 6th Street and saw a vehicle in front of them with no brake lights. They made a traffic enforcement stop on the vehicle. The 29 year old female driver had never been issued a California Driver’s License. She had no registration or insurance for the car. She was on parole for Fraud. The Officers conducted a parole search on the car and found a checkbook and several checks in the car not in the driver’s name. They did a records check on the name on the checks and it came back that they were stolen in an auto burglary the week prior. The driver was booked for possession of stolen property, parole violation, and assorted vehicle code violations.
Monday 5/3/10 10:30pm 48 6th St: Officers Dongon and Bryant were on patrol on 6thth St when they saw a 35 year old man drinking from an open can of “211 Steel Reserve” malt liquor. They detained the man to cite him for drinking in public. The man provided several names until settling on one. The Officers did a warrant check on him and found that he had a no bail Parole Violation warrant for his arrest. He was also a 290PC Sex Offender Registrant who was out of compliance with his registration requirements. He was booked at County Jail for the failure to register and his parole warrant.
Tuesday 5/4/10 2am 1468 Folsom: Officers Crosby and Huang were on patrol in the area when they saw a man standing in the traffic side of a parked car and reaching inside the broken window. The 31 year old man saw the Officers and started running. The Officers quickly took him into custody. The suspect was covered in glass and had a spark plug on a string in his pocket. These are often used to break car windows. He also had the face plate from the stereo of the car he broke into and a small tool kit. The Officers contacted the owner of the vehicle who confirmed the stereo faceplate and tool kit belonged to her and was left in her car. The man was booked for burglary. He was also booked for violation of parole, being on parole for burglary. He was also booked on violation of probation for his three previous burglary convictions that he was currently on probation for.
Tuesday 5/4/10 3am 1455 Market Street: Officers Bryant and Dongon responded to the 1400 block of Market Street on a report of 3 people tagging building with graffiti. On arrival they detained 3 men, 20, 21, and 23 years old. They all had backpacks and all were defacing large areas of the nearby buildings. They all were in possession of spray paint and marking pens. They all had paint and marking pen ink on their hands. They were responsible for several thousand dollars worth of damage to walls, windows, metal facings and doors. These mindless vandals who gave home addresses in San Francisco, Chico, and Los Angeles County were booked for felony vandalism, conspiracy, and lying to police about their true names.
Tuesday 5/4/10 6:30am 6th and Jessie: Officers Constantine and Perez were on bicycle patrol when they saw a 45 year old woman they recognized as having a no bail warrant for her arrest. They detained her. She had no identification on her and insisted she was not the person they were looking for. They called her Parole Agent and obtained a photo of her and confirmed her identity. She was booked for a parole warrant for escaping from a drug rehabilitation program in which she was enrolled in lieu of State Prison.
Tuesday 5/4/10 11:30am 50 7th Street: Officers Lee, Young, and Pon were on foot patrol in the area when they saw a 47 year old woman drinking from an open bottle of brandy. They contacted her to cite her for drinking in public. They checked her for warrants and found she had a no bail warrant for her arrest for sales of narcotics. They arrested and searched her. They found in her purse individually wrapped rocks of “crack” cocaine and pill bottles with, among other items, oxycontin. She was booked for her warrant and possession of narcotics.
Tuesday 5/4/10 1:50pm 6th and Minna St: Officer Woo was on patrol when he observed a 32 year old man standing in the street talking to someone in a parked car. He contacted the man and asked for his ID. He checked the man for warrants and found he had a no bail parole warrant for his arrest. He was booked at County Jail.
Tuesday 5/4/10 2:40pm 499 Minna St: Officer Pedroza was on patrol on 6th St when he saw a 37 year old man who he knew was wanted for parole violation. He arrested the man and booked him at County Jail for his warrant.
Tuesday 5/4/10 5pm 135 6th St: Officer Christensen was walking to his patrol car parked on 6th Street when he saw a 46 year old man beating another man with a cane in front of the Sunnyside hotel. The 45 year old victim was trying to duck out of the way of the cane which shattered over his head. The victim sustained cuts on his head and arm. The suspect was arrested for robbery and aggravated assault.
Tuesday 5/4/10 5pm 135 6th St: Officer Najarro was interviewing a man regarding the assault in the previous call. He checked the man for warrants and found he had a $30,000 warrant for his arrest for possession of narcotics. He was booked at County Jail.
Tuesday 5/4/10 7:15pm 4th and Townsend: Officer Elias and Canning were looking in the area for a wanted felon. They located the 54 year old man who lives under the freeway in a homeless encampment. They arrested him for outstanding warrants for sales of narcotics, burglary, grand theft, probation violation and possession of a crack pipe.
Tuesday 5/4/10 11pm 338 Spear St: Officer Kane and Sherry responded to this location on a report of an attempted auto burglary. On arrival they encountered a man and a woman who were trying to get into a locked SUV. The Officers noticed that the keys were in the ignition of the locked car. The people trying to get into the car said it belonged to them. The Officers asked for identification to confirm it belonged to them. The records check revealed the vehicle belonged to the 36 year old woman who said it was hers. It also revealed that she had a $110,000 warrant for her arrest out of Alameda County for sales of Narcotics. She was booked at County Jail.
CASE FOLLOWUPS
On 1/6/10 at about 2am a man ran past security guards at 155 5th St, an office building. Once inside, he grabbed several laptop computers and fled down the stairs and fled out of an emergency exit. Southern Station Officers quickly apprehended him and recovered the stolen computers. The 53 year old man was already wanted on a parole violation. He recently had a preliminary hearing where he was held to answer on burglary charges. Due to his extensive criminal record this case is being tried as a “three strikes” offense. He is currently in custody on $155,000 bail. Trial is set for June 18.
On 3/3/10 at 7:30am a 27 year old woman wearing a construction hard hat gained entry to a large apartment building on Main St under the guise of an “inspector” for ABC parking. She told the person at the door she needed to inspect the parking garage for any signs of decay, leaking pipes etc. She walked around for a while and the security guard became suspicious. She quickly left the building. The security officer called the SFPD. Southern Station Officers responded and found the women walking down the street nearby. They detained her and asked for identification that she worked for a parking vendor. She had no ID on her at all. They finally determined who she was and found she was on probation for several burglaries, thefts, and using and selling narcotics charges. The Officers searched her and found in her backpack a bolt cutter (a common burglary tool) and several sets of keys to nearby apartment buildings. One of the sets of keys had the address listed on them. The Officers checked with that building and found that the keys were master keys to the entire building and every unit in it that were recently reported stolen. She was booked for possession of stolen property and possession of burglar tools. She was released on her own recognizance (OR) meaning she was given a court date and did not have to make bail. She failed to appear for her preliminary hearing on April 29 and a bench warrant was issued for her arrest. She was rearrested on 5/4/10 and released again on OR and is scheduled for a preliminary hearing on 5/12.

SFPD offers unpaid college internships for students who are interested in exploring career options within law enforcement. Join The San Francisco Community Police Academy
The Community Police Academy is a 15-week program that meets once a week and is designed to inform and teach interested participants various aspects of municipal policing, including patrol and investigations procedures, vehicle operations, arrest and control techniques, firearm procedures and emergency communications.
The Academy’s goals are to develop community awareness through education and to develop a closer understanding and working relationship between the San Francisco Police Department and its communities. Members of the community are encouraged to join and learn about the San Francisco Police Department. Participants can ask questions and offer comments within each class. The next class is scheduled to start on February 17, 2009. We now also have a Youth Community Police Academy, geared towards high school students and will last 10 weeks, starting on March 24, 2009.
The Community Police Academy participants are selected by the program coordinator after an application process. Enrollment is limited to twenty-five students per class.

311 Customer Service Center:
What is 311? 311 is a toll free, NON-EMERGENCY phone number that the public can call to access information about government services. A live customer service representative will be available 24 hours a day, seven days a week, and 365 days a year. The service is available to both wired and wireless customers. Wireless customers should call (415) 701-2311. 311 employees will be able to provide translations services in more than 145 languages and dialects and will employ a diverse staff of customer service representatives. Additionally, 311 is set up to accept calls form the hearing impaired by utilizing a TTY System.
*311 will also take police reports if you DO NOT have any suspect description and the crime is not in progress. After meeting these conditions these are the reports 311 will take: Harassing phone calls, vehicle break in, vehicle tampering, lost property, theft, and vandalism/graffiti reports.

How does 911 work on cell phones in San Francisco?
If you are on surface streets in San Francisco and dial 911, your call will be answered by the San Francisco Department of Emergency Management Services. Once the San Francisco Department of Emergency Management Services determines what emergency services are needed, they will then route your 911 call to the San Francisco Police Department or the San Francisco Fire Department, including ambulance service.
If you are on a freeway in San Francisco and dial 911, your call will be answered by either by the San Francisco Department of Emergency Management Services or the California Highway Patrol Dispatch Center. Regardless, your 911 call will be routed to the proper emergency agency, the San Francisco Police Department, the California Highway Patrol, or the San Francisco Fire Department, including ambulance service.
