Captain’s Comments

Friday June 26th 2009

Well a new Chief has been named for the SFPD. It will be
interesting for the Department and the Public when the new Chief takes
the reins…I am sure there will be changes made that will effect both the
department and the community we serve in some way. No matter what
personnel or policies may be changed or implemented the public should be
aware the service we provide will stay the same. When you call the
police we will come.

It has been and continues to be busy for the Southern District.
The First Lady appeared at the Moscone Center along with several
dignitaries. This weekend is the Gay Pride Parade and associated
events. Gathering like these require a lot of resources from the
department so be patient if your calling regarding something minor as it
may take time for officers to get to you or try 311 as that service may
be able to solve your issue.

Please have a fun and SAFE 4th of July! Be aware that Fireworks are
illegal in the City and County of San Francisco!

The Next two Community Meetings will be held on Wednesday July 8th at

6:00 PM and August 12th 2008 at 6:00 PM at the Old POA Building located

at 510 7th St.

Arrest Log

Friday 6/5/09 1:00 PM 106 6th St.: Officer Salmonson, Officer Schwab
and Officer Woo responded to the “Henry Hotel” on a report of an
assault. When Officer Salmonson arrived he observed Officer Schwab
giving the victim chest compressions. Officer Schwab continued life
saving efforts until SFFD Medics arrived. Officer Schwab had entered
the victim’s room and observed the victim hanging from a wire wrapped
around his neck. The Medics transported the victim to SFGH. The medics
stated prior to their departure the victim was breathing.

Saturday 6/6/09 9:43 PM Minna/6th St.: Officer Snyder and Officer
Pedroza were on patrol when they observed a male urinating. The
Officers detained the suspect. A records check revealed the suspect was
on active parole. The Officers contacted the suspect’s Parole Agent who
stated he was issuing a warrant for his arrest. A search of the suspect
revealed a stolen wallet. The suspect was booked at County Jail 9.

Sunday 6/7/09 8:06 PM 1319 Stevenson St. Officer Yamamoto and Officer
Auyoung were on patrol when they were dispatched to a call of a domestic
violence incident. Officer Leong and Officer Garrett also responded to
the scene. The victim stated her boyfriend pushed her and would not
allow her to leave the apartment. The victim stated she had locked
herself in the bathroom to protect herself. When the Officers arrived,
the suspect would not let the Officers enter the apartment to check on
the victim. Finally the Officers were able to gain entry and made
contact with the victim. The victim stated she came over to her
boyfriend’s house to drop off their dog. Once inside the apartment the
boyfriend pushed her and refused to let her leave the apartment. The
suspect was booked at County Jail 9.

Monday 6/8/09 4:54 PM 1599 Harrison St. Officer Kane and Officer Elias
were on patrol when they observed the rear door to a vacant warehouse
open. As the Officers went to investigate they observed two people
inside the building. The Officers detained the two suspects for
trespassing. A record’s check revealed one of the suspects had a
warrant and the other suspect was on probation. A search of the suspect
who was on probation revealed he was carrying numerous baggies of
marijuana. Just then the Officers heard a motorcycle engine start. The
motorcycle drove straight towards where the Officers standing. The
Officers ordered the suspect to stop. A search of the suspect revealed
he was carrying a pair of nunchakus and two baggies of methamphetamines.
Also the motorcycle he was driving…..was stolen! The Officers recovered
a second stolen motorcycle inside the warehouse. All three suspects
were booked at County Jail 9.

Monday 6/8/09 9:40 PM 400 Stevenson St.: Officer Rosaia and Officer
Crosby were on patrol when they made consensual contact with the
suspect. A record’s check revealed the suspect was on active probation
with a search condition and had three warrants for his arrest. A search
incident to arrest, recovered a piece of rock cocaine. During a booking
search, Officer Crosby located a GPS tracking device. The suspect was
booked at County Jail 9.

Monday 6/8/09 11:38 PM 151 Turk St.: Officer Bertrand and Officer
Cronin were on patrol when they observed a male and female involved in a
narcotics transaction. The Officers along with Officer Madrid and
Officer Forneris detained the two suspects. The Officers recovered 4
baggies of marijuana. Both suspects, who were husband and wife, were
transported back to Southern Station for further investigation. At
Southern Station, Officer Snyder and Officer Marin (female Officers)
stood by as the female suspect retrieved a bag (containing 32 pieces of
rock cocaine) from her vaginal area. Both suspects were booked at
County Jail 9.

Tuesday 6/9/09 1:04 AM 4th St/Folsom St: Officer Leung and Officer
Stechschulte were on patrol when they observed a vehicle fail to stop
for a flashing red light. The Officers initiated a traffic stop and
made contact with the driver. A record’s check revealed the suspect was
driving on a suspended license. During an inventory search of the
vehicle, the Officers recovered three large boxes of fireworks. The
suspect was booked at County Jail 9.

Tuesday 6/9/09 7:00 AM San Pablo, CA: Sgt. Bragagnolo, Insp. Tursi,
Officer Razzak, Officer Cole, Officer Rosaia, and Officer Frost along
with Lt. Dorn, Officer Barlow, and Officer Zinc of the West Contra Costa
County Narcotics Task Force participated in the service of a search
warrant. Under the direction of Lt. Parry, the tactical unit made entry
into the residence secured the interior and detained three suspects.
The Officers recovered 2 guns, 1 bullet proof vest, and 35 cartridges of
ammunition. The suspects were released pending discussion with the
district attorneys office.

Tuesday 6/9/09 7:25 AM Minna/6th St.: Officer Pon and Officer
Garcia-Morales were on foot patrol when they observed the suspect
drinking a can of beer. The Officers detained the suspect. A record’s
check revealed the suspect had a CDC No Bail warrant for his arrest.
The suspect was booked at County Jail 9.

Tuesday 6/9/09 10:24 AM Leavenworth/Golden Gate St: Officer
Garcia-Morales and Officer Pon were on foot patrol again when they
observed another man drinking a beer. The Officers detained the
suspect. A record’s check revealed that he also had a warrant for his
arrest. The suspect was booked at County Jail 9.

Wednesday 6/10/09 12:47 PM 241 6th St.: Officer Najarro and Officer
Dong were on patrol when they were flagged down by male who stated three
males had just beaten up his girlfriend. The Officers detained one of
the suspects. The victim positively identified the suspect. The
victims stated they were in their residence when they heard the alarm go
off in their car. The victims looked out the window and observed the
three suspects leaning up against his car. The victims went down and
made contact with the suspects. The male victim got into a verbal
argument with the suspects. The suspects started to leave but first
they punched the female victim multiple times in the head and face.
The suspect who was detained was a 16 year old male. The suspect told
the Officers the male victim used to date his mother and had beaten her
up. The suspect wanted to fight the male victim but he walked off.
When the suspect was leaving the scene, the female victim kept saying
derogatory remarks about his mother so he punched her. The suspect was
cited and released to CARC.

Wednesday 6/10/09 7:37 PM 6th St./Jessie St.: Officer Bernal and
Officer Cunningham were on patrol when they observed a man standing on
the sidewalk drinking a can of beer. When the Officers went to detain
the man they observed he was trying to conceal something is in hand.
The Officers recovered a folding knife in the fixed blade position,
ready for use. A record’s check revealed the suspect had four warrants
for his arrest. The suspect was booked at County Jail 9.

Friday 6/12/09 12:35 PM Market St/5th St.: Officer Toomer, Officer
Wilhelm, and Officer Funk were on foot patrol when they observed two men
in a hand to hand transaction of a Muni Bus transfer. The Officers
stopped and detained the two men.
One suspect was issued a citation for the infraction and released from
the scene. The second suspect stated he works for Muni and only sells
the bus transfers for $0.25 each. A record’s check revealed the suspect
had a warrant for his arrest. The suspect was booked at County Jail 9.

Saturday 6/13/09 8:45AM 401 Harrison St.: Officer Andaluz, Officer
Goodin, Officer Woo and Officer Canion responded to the scene on a call
of fight involving weapons. When the Officers arrived they spoke to the
victim who stated they were inside the nightclub having a drink when the
suspect approached them and struck the victim over the head with a
bottle. Officer Goodin detained the suspect who was positively
identified by the victim. The victim was transported to SFGH and the
suspect was booked at County Jail 9.

Saturday 6/13/09 6:20 PM Market St/Mason St.: Lt. Vintero was on patrol
when he observed a vehicle traveling eastbound on Market St. Lt. Vintero
observed the brake light on the vehicle was not working. Lt. Vintero
effected a traffic stop and made contact with the driver. A record’s
check revealed the suspect had a “No Bail” warrant for his arrest. The
suspect was booked at County Jail 9. Since the vehicle was illegally
parked, it was towed from the scene.

Saturday 6/13/09 8:23 PM Market St/Octavia St.: Officer Glenn and
Officer Street were on patrol when they were dispatched to a call of a
possible assault. Prior to their arrival, Officer Maginnes and Officer
Schimolke had a suspect detained. A record’s check revealed the suspect
had two warrants for his arrest. The Officers attempted to contact the
reportee to no avail. The suspect was booked at County Jail 9.

Saturday 6/13/09 9:34 PM 701 3rd St.: Officer Yamamoto and Officer
Auyoung were on patrol and when they were flagged down by a DPT employee
who stated a man just got punched unconscious and was lying on the
sidewalk. The Officers made contact with the victim and rendered aid.
The Officers, along with Officer Garrett and Officer Madrid detained the
suspect. Per witnesses, the suspect and victim were bantering back and
forth after the Giant’s and A’s game. All of a sudden the suspect (who
resides in Antioch) approached the victim (who lives in San Francisco)
from behind and punched him in the face. The victim was transported to
SFGH. The suspect was booked at County Jail 9.

Community Court is a restorative justice program that addresses

have a unique opportunity to hear offenses that impact your quality of
life, determine its consequences, and figure out how best to resolve it
using meaningful sanctions. Use your neighborhood wisdom to solve
neighborhood problems. Make your neighborhood better – get involved

SFPD Recruitment

Due to budgetary constraints:
The written tests for Police Officer have been cancelled. We anticipate
that the testing program will resume later in Spring 2009. No dates have
been given at this time.

The SFPD Academy is no longer 31 weeks currently the Academy has been
restructured to a 26 weeks program.
The SFPD Recruitment Unit is participating in local/regional events.

Join The San Francisco Community Police Academy

The Community Police Academy is a 15-week program that meets once a week
and is designed to inform and teach interested participants various
aspects of municipal policing, including patrol and investigations
procedures, vehicle operations, arrest and control techniques, firearm
procedures and emergency communications.
The Academy’s goals are to develop community awareness through education
and to develop a closer understanding and working relationship between
the San Francisco Police Department and its communities. Members of the
community are encouraged to join and learn about the San Francisco
Police Department. Participants can ask questions and offer comments
within each class. The next class is scheduled to start on February 17,
2009. We now also have a Youth Community Police Academy, geared towards
high school students and will last 10 weeks, starting on March 24, 2009.
The Community Police Academy participants are selected by the program
coordinator after an application process. Enrollment is limited to
twenty-five students per class.

311 Customer Service Center:
What is 311? 311 is a toll free, NON-EMERGENCY phone number that the
public can call to access information about government services. A live
customer service representative will be available 24 hours a day, seven
days a week, and 365 days a year. The service is available to both wired
and wireless customers. Wireless customers should call (415) 701-2311.
311 employees will be able to provide translations services in more than
145 languages and dialects and will employ a diverse staff of customer
service representatives. Additionally, 311 is set up to accept calls
form the hearing impaired by utilizing a TTY System.

Cell phone 911:
How does 911 work on cell phones in San Francisco?
If you are on surface streets in San Francisco and dial 911, your call
will be answered by the San Francisco Department of Emergency Management
Services. Once the San Francisco Department of Emergency Management
Services determines what emergency services are needed, they will then
route your 911 call to the San Francisco Police Department or the San
Francisco Fire Department, including ambulance service.

If you are on a freeway in San Francisco and dial 911, your call will be
answered by either by the San Francisco Department of Emergency
Management Services or the California Highway Patrol Dispatch Center.
Regardless, your 911 call will be routed to the proper emergency agency,
the San Francisco Police Department, the California Highway Patrol, or
the San Francisco Fire Department, including ambulance service.
