Captain’s Comments
Wednesday May 20th 2009
The Bay to Breakers Race came off much better than last year. This was
due to the outreach by race organizers making the public aware of what
the problems and complaints were regarding the conduct of some
participants. The Police Department always tries to work with event
organizers to prevent any problems from taking place. There is no event
in the city that allows patrons to break the law. Sometimes the sheer
number of people involved in events significantly hinders the police
enforcement capabilities. It is with the help of the event organizers
and their public outreach that educates the public to stop illegal
behavior before it happens. Some individuals regard a community fair as
an opportune time to act out in ways that they wouldn’t normally in
public. The police department is obligated to take action as the law
doesn’t stop at a barrier for a street closure. All a street closure
means is cars are prohibited from going across the street. The same
actions that were illegal before are still illegal during an event.
With summer coming Southern Station is working closely with our event
coordinator to ensure peaceful and orderly events for the entire
district.

Thursday 5/14/09 4:05 AM Officer Rosaia and Officer Frost were on patrol
when they observed a vehicle parking illegally on the roadway. The
Officers made contact with the suspect who stated he was on active
probation. A record’s check confirmed the suspect was on probation, had
a warrantless search condition, was driving on a suspended license and
was a restrained person who was not supposed to be in possession of any
weapons. When the Officers exercised a probation search of the vehicle,
they recovered a knife with a seven inch blade. The vehicle was towed
to Auto Return with a hold for STOP and the suspect was booked at County
Jail 9.
Thursday 5/14/09 5:30 PM 4th St/Jessie St.: Officer Giles was on patrol
when he observed a vehicle with expired registration. Officer Giles
conducted a traffic stop and made contact with the driver. A record’s
check revealed the driver had a suspended license. The driver was cited
for the violations and her vehicle was towed from the scene with a hold
for STOP.
Thursday 5/14/09 4:20 AM 1077 Market St.: Officer Stechschulte and
Officer Forneris were on patrol when they assisted Sgt. Christ on a
felony vehicle stop. Sgt. Christ was flagged down by a woman who stated
the man in that vehicle had just stolen her purse. The woman stated she
was walking down the street when the suspect came up from behind her and
grabbed her purse. The woman struggled with the suspect, but eventually
fell to the ground. The suspect jumped into a vehicle and fled with her
purse. Sgt. Christ located the vehicle. The suspect was taken into
custody without incident. During a search of the vehicle, Officer
Forneris recovered the victim’s purse. The suspect a Napa resident was
booked at County Jail 9.
Thursday 5/14/09 6:10 AM: Flounder St.: Officer Tong and Officer Walsh
responded to a call of domestic violence. When the Officers arrived
they met with the victim who stated she had an argument with her
boyfriend about taking their daughter to school. The victim stated the
suspect threw her on the bed and took off her sweater and stated,” You
ain’t wearing my clothes no more.” The victim pleaded with the
boyfriend to stop since their seven year old daughter was standing at
the doorway. The victim tried to grab their daughter and put her into
another room, but the suspect grabbed the rear of her collar, threw her
on the bed and started to choke her. The victim finally broke free and
fled the house. While the Officers were speaking with the victim
outside, the suspect and child came out of the residence. The Officers
spoke to the daughter who stated, “Mommy and daddy were yelling at each
other.” When Officer Tong asked the daughter if anything else happened,
she immediately placed both of her hands around her neck, simulating a
choking motion. The Officers took the suspect into custody and he was
booked at County Jail 9.
Thursday 5/14/09 7:20 AM 45 6th St.: Officer Garcia-Morales and Officer
Young responded to the location on a warrant service. The Officers made
contact with the suspect and confirmed his warrant. The suspect was
booked at County Jail 9.
Thursday 5/14/09 8:33 AM 116 Turk St.: Officer Young responded to the
location regarding a warrant service. Officer Young made contact with
the suspect and confirmed the warrant. The suspect was booked at County
Jail 9.
Thursday 5/14/09 2:18 PM 447 Stevenson St.: Officer Constantine and
Officer Perez were on patrol when they observed a suspect acting
suspiciously. The Officers made contact with the suspect who stated he
was Parole and just recently released from San Quentin State Prison.
The suspect had a GPS system attached to his left ankle. A search of
the suspect revealed 4 pieces of rock cocaine and a “crack” pipe. The
suspect was taken into custody. A further record’s check revealed the
suspect was not only on Parole but he was a Sex Offender who was out of
compliance with his registration. The suspect was booked at County Jail
9.
Thursday 5/14/09 3:15 PM 8th/Howard St.: Officer Holder responded to a
call of a suspect wanted in a burglary. Officer Tjia, Officer Giles,
Officer Simmons, Officer Ramos, and Officer Ocreto also responded to the
scene. Officer Holder spoke to the victim who stated the suspect had
broken into his storage locker. The victim stated the suspect works in
the building part time. The suspect had broken the dead bolt and inner
door leading to the leading to the storage locker. Officer Holder
located the suspect and he was taken into custody. The suspect admitted
to breaking into the storage area. The suspect was booked at County
Jail 9.
Thursday 5/14/09 4:15 PM 865 Market St.: Officer Faye was dispatched to
Abercrombie and Fitch Department Store on a call of a shoplifter. When
Officer Faye arrived he spoke with the loss prevention employee who
stated he observed the suspect steal a bottle of perfume from the store.
A record’s check revealed the suspect had previously been arrested for
theft and also had a warrant for his arrest. The suspect was booked at
County Jail 9.
Friday 5/15/09 1:20 AM 6th St/Minna St.: Sgt. Christ and Sgt.
Bragagnolo were on patrol when they observed a vehicle traveling s/b on
6th St. with a strong odor of marijuana coming from it. The Sgts.
effected a traffic stop. As the Sgts. approached the vehicle, a large
and steady stream of burnt marijuana smoke came out from inside the
vehicle. The Sgts. recovered two baggies of marijuana and five
marijuana cigarettes. During a booking search, Sgt. Bragagnolo
recovered $7731.00 in US Currency and a cell phone that contained
numerous photos of rolled up marijuana cigarettes inside the suspect’s
vehicle. The suspect was booked at County Jail 9.
Thursday 5/15/09 1:15 PM 798 Market St.: Officer Tjia and Officer Giles
were on patrol when they observed a suspect writing graffiti on a Muni
bus window. The Officers boarded the bus and detained the suspect.
Another passenger pointed to another suspect on the bus who also had
written graffiti on the window. Two cans of window paint were
recovered. Both suspects were cited and released.
Thursday 5/15/09 10:00 PM 76 6th St.: Sgt. Bragagnolo and Sgt. Christ
were on patrol when they observed a suspect acting suspiciously. The
Sgts. exited their vehicle and detained the suspect. The suspect
stated he was on probation. A record’s check confirmed the suspect was
on probation for narcotics and he had a warrantless search condition.
Sgt. Christ searched the suspect and located marijuana and ecstasy in
his sweatshirt pocket. The suspect was placed under arrest and booked
at County Jail 9.
Thursday 5/15/09 10:12 PM 9th St/Mission St.: Officer Junio and Officer
Palladino were on patrol when they observed the suspect driving a
vehicle while talking on his cell phone. The Officers effected a
traffic stop and made contact with the driver. A record’s check
revealed the suspect was driving on a suspended license and had an
outstanding narcotics warrant for his arrest. The suspect was booked at
County Jail 9.
Sunday 5/17/09 2:15 AM Norfolk/Folsom St.: Officer Reyes and Officer
Pallidino were on patrol when they were approached by a witness who
stated two males were in an argument around the corner. The witness
stated the men were pushing each other and one of the men kept reaching
into his bag that was over his shoulder. The witness heard the man say,
“I’m going to pull it out.” The Officers responded to the area and
detained the suspect. A search of the suspect’s bag recovered a loaded
firearm. The suspect stated he had just found the firearm. During an
arrest search the Officers recovered Ecstasy, vicoden, and adderal
pills, a container of HGH and over $1000.00 in US Currency. A record’s
check revealed the firearm had been reported stolen out of Los Angeles
County. The suspect was booked at County Jail 9.
Sunday 5/14/09 7:59 AM 363 Brannan St.: While on patrol in the area,
Officer Arrebollo heard Officer Chiu request all units to clear radio
traffic because he had a possible burglary in progress. Officer Chiu
stated the suspect who was carrying a back pack just fled the area.
Other Officers responded to the scene and set up a perimeter. Officer
Ramos who was in Clarence Alley, gained access into a secured gate and
saw the suspect run by him and try to jump over the fence. Officer
Ramos pulled the suspect off the fence and with the assistance of
Officer Territo and Sgt. Allegro took the suspect into custody. Officer
Chiu positively identified the suspect. The suspect was in possession
of a projector, two camcorders, and a small leather case. As Officer
Ramos seized the evidence the suspect stated, “You got me. I broke into
the office and stole everything I have on me. All these things belong
to them. I’m glad you got me, I’m tired of this. I’m smoking crack and
on parole. I just want to get this over with. I want to go back and do
my time I have things I stole in my pockets too. I’ll show you how I
broke in.” The suspect then showed the Officers how he entered the
building. A record’s check of the suspect revealed he had a No Bail
Parole Warrant for his arrest. The suspect was booked at County Jail 9.
Sunday 5/17/09 9:13 AM 7th St/Stevenson St.: Officer Funk and Officer
Morales were on foot patrol when they observed the suspect drinking a
can of beer. The Officers detained the suspect. A record’s check
revealed the suspect had an outstanding warrant for his arrest. The
suspect was booked at County Jail 9.
Monday 5/18/09 12:19 PM Howard St/6th St.: Officer Dong and Officer
Cueba were on patrol when they observed a male drinking a can of beer.
The Officers made contact with the suspect. A record’s check revealed
the suspect had 100,000 warrant for his arrest. The suspect was booked
at County Jail 9. Officer Rockett informed the Officers that while he
was booking the suspect at County Jail 9, the suspect informed him that
he had scabies and lice.
Monday 5/18/098:31 PM 1599 Harrison St.: Officer Elias and Officer Kane
were on patrol when they observed the suspect trespassing in an
abandoned building. The Officers made contact with the suspect. A
record’s check revealed the suspect had a No Bail warrant for his
arrest. The suspect was booked at County Jail 9.

Robbery Series:
1. The Night School Stickup Series, 21 cases, one suspect arrested, one
suspect identified, and one suspect outstanding. Sgt. O’Malley
continuing to investigate.
2. The Delivery Person Bush Whacker Series, 2 cases, no arrests, Insp.
Ragona investigating.
3. The Richmond Robbers Series, 3 cases, no arrests, Insp. Mulkeen
There have been 24 bank robberies and 2 attempted bank robberies,
committed so far this year:
The first bank robbery of the year occurred on Wednesday, January 7th
and the latest robbery occurred on Wednesday, May 13th. The robberies
have been committed by 20 different suspects. Twelve suspects have been
arrested. Twenty cases have been cleared.
Robbery Abatement Decoy Operations (R.A.T.):
There was one RAT Op conducted during this time. Tenderloin Officers
conducted a RAT OP on Friday, May 8th that resulted in the arrests of
two suspects in two separate incidents.
Statistics maintained in the Robbery Details Database:
During this period of time, May 7 through May 13, there were 73 reported
robbery incidents in San Francisco. Of those robberies, 10 cases were
closed with an arrest and rebooked by the District Attorney’s Office.
Year to date there have been 1222 reported robbery incidents in San
Francisco compared to 1509 in 2008.

SFPD Recruitment
Due to budgetary constraints:
The written tests for Police Officer have been cancelled. We anticipate
that the testing program will resume later in Spring 2009. No dates have
been given at this time.
The SFPD Academy is no longer 31 weeks currently the Academy has been
restructured to a 26 weeks program.
The SFPD Recruitment Unit is participating in local/regional events.

Join The San Francisco Community Police Academy
The Community Police Academy is a 15-week program that meets once a week
and is designed to inform and teach interested participants various
aspects of municipal policing, including patrol and investigations
procedures, vehicle operations, arrest and control techniques, firearm
procedures and emergency communications.
The Academy’s goals are to develop community awareness through education
and to develop a closer understanding and working relationship between
the San Francisco Police Department and its communities. Members of the
community are encouraged to join and learn about the San Francisco
Police Department. Participants can ask questions and offer comments
within each class. The next class is scheduled to start on February 17,
2009. We now also have a Youth Community Police Academy, geared towards
high school students and will last 10 weeks, starting on March 24, 2009.
The Community Police Academy participants are selected by the program
coordinator after an application process. Enrollment is limited to
twenty-five students per class.

Graffiti Alert:
Day Watch Sgt. Christie is the Graffiti Abatement coordinator. Each
month he collects surveys from the various beat officers to report
graffiti to DPW and our own Graffiti Unit within the police department.

311 Customer Service Center:
What is 311? 311 is a toll free, NON-EMERGENCY phone number that the
public can call to access information about government services. A live
customer service representative will be available 24 hours a day, seven
days a week, and 365 days a year. The service is available to both wired
and wireless customers. Wireless customers should call
(415) 701-2311.
311 employees will be able to provide translations services in more than
145 languages and dialects and will employ a diverse staff of customer
service representatives. Additionally, 311 is set up to accept calls
form the hearing impaired by utilizing a TTY System.
Cell phone 911:
How does 911 work on cell phones in San Francisco?
If you are on surface streets in San Francisco and dial 911, your call
will be answered by the San Francisco Department of Emergency Management
Services. Once the San Francisco Department of Emergency Management
Services determines what emergency services are needed, they will then
route your 911 call to the San Francisco Police Department or the San
Francisco Fire Department, including ambulance service.
If you are on a freeway in San Francisco and dial 911, your call will be
answered by either by the San Francisco Department of Emergency
Management Services or the California Highway Patrol Dispatch Center.
Regardless, your 911 call will be routed to the proper emergency agency,
the San Francisco Police Department, the California Highway Patrol, or
the San Francisco Fire Department, including ambulance service.
