Captain’s Comments

It was 37 years ago that a scrawny 18 year old started his job as a police cadet at 850 Bryant Street . It is fitting that I’m ending my career in the same building, not on the 5 th floor but on the 1 st floor.
I started this profession just wanting to catch bad guys and help keep people safe. I believe I accomplished that goal and stayed true to my character. As a cadet I would come in early to get lunch with the officers and listen to their stories. I was hooked. When the day came when I wore the star I couldn’t believe it and doubted I would be up to the challenge. I graduated third in my academy class, behind former Captain Ron Roth and Chief Heather Fong.
My career started at Southeast Station, now called the Bayview District. It was a learning experience, it was exciting, and it was fun. That formula extended throughout my career. I was lucky to have served in most of the details the force had to offer. S.W.A.T. , Narcotics, School Officer, Beat Man, Motorcycles, Mounted, Marine Unit and everyday all were exhilarating. I worked at busy stations, Mission, Tenderloin, Central and Tactical Company. I was involved in almost every large event, from Dan White Night to the Iraqi War Protests. Along the way I received 1 gold, 2 silver, and 6 bronze medals of valor. I made friendships and worked with people I will never forget, most of who would later have leadership roles in this Department. I never knew I would get to travel in this business but I’ve been to New Mexico , Florida , Ohio , Nevada , China , and Russia on The City’s dime.
There were calls I laughed till I cried and there were nights I cried thinking I would never laugh. I saw the best and worst in human nature but when I walk down 6 th Street and I’m greeted by people who can’t even afford an apple and they say thank-you for protecting them I know it was all worth it!
My last arrest was yesterday on a MUNI streetcar. I told the passengers I was retiring after this arrest and everyone clapped. It was a great way to go out!

Wednesday 5/5/10 6:30pm 7 th and Stevenson: A squad of plainclothes officers was working a robbery abatement detail in the area. An undercover officer walked slowly up 7 th St until he was approached by a 40 year old man who greeted him and put his arm around him. He greeted the officer like he knew him and guided him to a sitting position on a nearby planter. The suspect then went through the officers pockets and took $35.00 in bills from him. He was was placed under arrest for grand theft from a person. The suspect had a backpack full of burglary tools AND a no bail parole warrant for his previous burglary conviction. He was booked at County Jail .
Wednesday 5/5/10 7:15pm 1540 Market St : The undercover squad returned to the same area shortly after the previoius arrest. The same officer was walking on Market Street when he was approached by a 49 year old man who asked for a cigarette. When the undercover officer was handing over a cigarette the suspect went through his pockets and took marked money from the officer. He was arrested and booked for grand theft.
Friday 5/7/10 10:30am 4 th and Mission : Officer Wong met with Metreon Security who said they saw a man exposing himself to passerby. The security guard directed the officer to a 46 year old man nearby. The officer arrested him and found he had a no bail parolee at large warrant for his arrest. He was booked at County Jail .
Friday 5/7/10 11:30pm 1265 Folsom St: Officers Pedroza and Kerlegan were on patrol when they saw a vehicle driving on Folsom St with broken lights. They made a traffic stop on the vehicle to cite the driver for an equipment violation. When the car was pulling over the officers saw the passenger undo his seatbelt and lean over the seat like he was hiding something. The officers called for backup. When they approached the car they could see an open bottle of tequila on the floorboard. They removed the occupants of the car to do a search of the car for more open alcohol. They found in the car a fully loaded 9mm pistol with tape around the handle and covering the serial number. The driver of the car had a prior felony conviction with a gang enhancement. All 3 occupants were arrested for various offenses.
Saturday 5/8/10 11am 481 Minna: Officers Irwin and Cunningham responded to the Auburn Hotel on a report of an assault with a deadly weapon. On arrival they met with the victim who had a large gash on his arm. The victim said he was walking in the hotel hallway when another tenant started arguing with him. He said the man became enraged at him and threw a meat cleaver at his head. The victim raised his arm to block the cleaver from hitting him in the face, sustaining the gash on his arm. The officers recovered the bloody cleaver from the floor nearby. After securing medical attention for the victim the officers went upstairs to find the suspect. They knocked on his door and the 32 year old suspect opened the door. When he saw the officers he said “he threw a bottle at me first!” an assertion not supported by several witnesses. The man was arrested for assault with a deadly weapon and booked at County Jail .
Saturday 5/8/10 10:30pm 44 5 th Street : A squad of plainclothes officers went to this location to serve a search warrant in one of the hotel rooms. After knock and notice they entered the room and detained the occupant. They conducted a search finding 3 baggies of methamphetamine in a refrigerator and another large baggie of meth wedged in a window frame. They placed the 44 year old man under arrest for possession of narcotics for sales and booked him at County Jail .
Sunday 5/9/10 11am 88 5 th St : Officers Pon and Lee were on foot patrol on 5 th Street when they saw a 54 year old man riding his bicycle on the sidewalk. They stopped him to cite him for riding on the sidewalk. They checked him for warrants and found that he was on felony probation with a warranless search clause. They searched him and found in one pocket 2 baggies of methamphetamine. In another pocket they found counterfeit $50 bills. In yet another pocket they found 2 counterfiet California ID cards and in that same pocket they found ID and credit cards in several other people’s names. They arrested the man for the narcotics and counterfeit money and ID. They contacted the names on the credit cards and found that one of those persons was the victim of a robbery 3 weeks previously. The suspect was booked for possession of narcotics, possession of counterfeit property, and possession of stolen property. In his defense, the suspect said he had the counterfeit $50’s because he was just “testing” his printer.

Community Court

Due to budget challenges, it was determined that The Exams Unit will not offer any more written examinations between August 2009 and December 2009.
SFPD Police Internship Program
SFPD offers unpaid college internships for students who are interested in exploring career options within law enforcement. Orientation for this program takes place three times a year: June (for summer semester), August (for fall semester) and February (for spring semester). Join The San Francisco Community Police Academy
The Community Police Academy is a 15-week program that meets once a week and is designed to inform and teach interested participants various aspects of municipal policing, including patrol and investigations procedures, vehicle operations, arrest and control techniques, firearm procedures and emergency communications.
The Academy’s goals are to develop community awareness through education and to develop a closer understanding and working relationship between the San Francisco Police Department and its communities. Members of the community are encouraged to join and learn about the San Francisco Police Department. Participants can ask questions and offer comments within each class. The next class is scheduled to start on February 17, 2009. We now also have a Youth Community Police Academy , geared towards high school students and will last 10 weeks, starting on March 24, 2009.
The Community Police Academy participants are selected by the program coordinator after an application process. Enrollment is limited to twenty-five students per class.

311 Customer Service Center:
What is 311? 311 is a toll free, NON-EMERGENCY phone number that the public can call to access information about government services. A live customer service representative will be available 24 hours a day, seven days a week, and 365 days a year. The service is available to both wired and wireless customers. Wireless customers should call (415) 701-2311. 311 employees will be able to provide translations services in more than 145 languages and dialects and will employ a diverse staff of customer service representatives. Additionally, 311 is set up to accept calls form the hearing impaired by utilizing a TTY System.
*311 will also take police reports if you DO NOT have any suspect description and the crime is not in progress. After meeting these conditions these are the reports 311 will take: Harassing phone calls, vehicle break in, vehicle tampering, lost property, theft, and vandalism/graffiti reports.

How does 911 work on cell phones in San Francisco ?
If you are on surface streets in San Francisco and dial 911, your call will be answered by the San Francisco Department of Emergency Management Services. Once the San Francisco Department of Emergency Management Services determines what emergency services are needed, they will then route your 911 call to the San Francisco Police Department or the San Francisco Fire Department, including ambulance service.
If you are on a freeway in San Francisco and dial 911, your call will be answered by either by the San Francisco Department of Emergency Management Services or the California Highway Patrol Dispatch Center. Regardless, your 911 call will be routed to the proper emergency agency, the San Francisco Police Department, the California Highway Patrol, or the San Francisco Fire Department, including ambulance service.
